📣📣📣CIPE is looking for a Digital Economy Consultant
CIPE intends to engage a consultant that will be responsible for conducting a comprehensive survey to analyze the state of the digital environment in Sudan, with specific emphasis on:
Evaluating how businesses access and utilize digital technologies and platforms for their operations and information, as well as the challenges they encounter and the remedies that should be implemented in response to ongoing unrest and the future.
Assessing the role that the digital economy could play in promoting economic recovery and rehabilitation in Sudan’s post-conflict context.
Developing policy and programmatic recommendations to strengthen Sudan’s digital ecosystem in conflict and post-war contexts.
Assessing the current state of internet infrastructure and connectivity in Sudan.
Scope of Work
The primary goal of this survey is to highlight the unique experiences and challenges MSMEs in Sudan encounter while engaging in the digital space amid ongoing instability. Additionally, it aims to explore how the digital economy could support post-conflict recovery efforts. Based on the insights gained from the survey results, the feasibility of supporting a larger project in Sudan in the coming years will be assessed.
The consultant will undertake the following tasks:
Survey Design and Methodology:
Develop a robust methodology and tools for data collection, including questionnaires and interview guides.
Data Collection and Analysis:
Conduct qualitative and quantitative data collection through surveys, focus group discussions, and key informant interviews, utilizing mobile and online survey tools, and conducting in-person sessions when feasible.
Analyze the collected data to identify trends, gaps, and opportunities within Sudan’s digital economy.
Reporting and Recommendations:
Produce a comprehensive report detailing the survey’s findings, analysis, and insights.
Provide actionable policy and program recommendations that highlight the support and focus areas essential for enabling MSMEs in Sudan to thrive in the digital space, both amid the ongoing crisis and in the future. Additionally, outlines how the digital economy can contribute to post-war rehabilitation and reconstruction efforts through targeted policies and programs.
Stakeholder Engagement:
Work closely with business associations within and outside Sudan to facilitate data collection and validate the findings.
Present key findings and recommendations to CIPE and relevant stakeholders in a final validation workshop.
Timeline and Deliverables
The consultancy will last five (5) months and be based on a fixed-price contract. The contractor is expected to provide all deliverables within the mentioned timeframe. Changes in compensation are not possible once the contract is concluded.
The consultant is expected to deliver the following:
Inception Report: Detailed work plan, methodology, and data collection tools.
Interim Report: Provide preliminary findings and insights from the initial data analysis for CIPE’s feedback and input.
Final Report: Comprehensive report with analysis, key findings, and recommendations that incorporate CIPE’s feedback and input.
Qualifications and Experience
The consultant should possess the following qualifications:
Proven experience in conducting digital economy surveys or similar research.
Strong analytical skills and familiarity with digital platforms and ecosystems.
Preference will be given to candidates with experience working in conflict and post-conflict environments, particularly in Sudan or comparable contexts.
