ببالغ الحزن والأسى، ننعي فقيد الأمة السودانية، المفكر والناشط، الدكتور الباقر العفيف.، مدير مركز الخاتم عدلان للاستنارة والتنمية البشرية، رحل عنا بعد صراع طويل مع المرض، مخلفاً وراءه إرثاً عطراً من العلم والمعرفة والنضال من أجل وطنٍ أفضل.
ساهم الدكتور الباقر العفيف بشكل كبير في الحياة السياسية والفكرية بالمجتمع السوداني، من خلال كتبه ومقالاته المنشورة في الجوانب السياسية والفكرية وأزمة الهوية والحكم في السودان. كما ترك بصمة واضحة في العمل المدني والسياسي حيث كان أحد القادة البارزين في حركة القوى الجديدة الديمقراطية.
منذ العام 2007، شغل الراحل إدارة مركز الخاتم عدلان للاستنارة والتنمية البشرية، وهو أحد الشركاء الرئيسين لبرامج ومشاريع مركز المشروعات الدولية الخاصة في السودان.
نتقدم بخالص العزاء والمواساة لأسرة الفقيد الكريمة، وزملائه في مركز الخاتم عدلان، وجميع محبيه. نسأل الله العلي القدير أن يتغمده بواسع رحمته، وأن يسكنه فسيح جناته.

It is with profound sadness that we mourn the loss of our Sudan’s esteemed scholar and activist, Dr. ALBaqir ALAfeef. He passed away after a long battle with illness, leaving behind a rich legacy of knowledge, and tireless efforts for a better Sudan.
Dr. ALAfeef made significant contributions to Sudanese political and intellectual life through his academic work in the field of social studies, the identity crisis, and governance in Sudan. He also left a clear mark on civil society, as one of the leading figures in the New Forces for Democratic Change movement.
Since 2007, the deceased has headed the Khatim Adlan Center for Enlightenment and Human Development, a key partner for CIPE’s programs and projects in Sudan.
We extend our deepest condolences to the bereaved family, his colleagues at Khatim Adlan Center, and all his loved ones.
May his soul rest in peace.

On September 5th, 2022, CIPE Sudan Office hosted an event titled “How to Formulate a Women's Business Agenda in Sudan”. Attended by Sudanese businesses small, medium, and large, and representatives from women-led business groups and associations in addition to professors from working on and research, the event was held to listen from women in the Sudanese about the barriers they face which will help in identifying challenges for women in business and to inform the project with gender-specific policy recommendations and reform strategies.

Our comprehensive training manual equips small and medium-sized businesses with the knowledge and skills required to succeed in the digital age. By leveraging the power of technology and online platforms, these businesses can expand their reach, increase their customer base, and build resilience against economic disruptions.

📣📣📣CIPE is looking for a Digital Economy Consultant

CIPE intends to engage a consultant that will be responsible for conducting a comprehensive survey to analyze the state of the digital environment in Sudan, with specific emphasis on:

Evaluating how businesses access and utilize digital technologies and platforms for their operations and information, as well as the challenges they encounter and the remedies that should be implemented in response to ongoing unrest and the future.
Assessing the role that the digital economy could play in promoting economic recovery and rehabilitation in Sudan’s post-conflict context.
Developing policy and programmatic recommendations to strengthen Sudan’s digital ecosystem in conflict and post-war contexts.
Assessing the current state of internet infrastructure and connectivity in Sudan.
Scope of Work

The primary goal of this survey is to highlight the unique experiences and challenges MSMEs in Sudan encounter while engaging in the digital space amid ongoing instability. Additionally, it aims to explore how the digital economy could support post-conflict recovery efforts. Based on the insights gained from the survey results, the feasibility of supporting a larger project in Sudan in the coming years will be assessed.

The consultant will undertake the following tasks:

Survey Design and Methodology:
Develop a robust methodology and tools for data collection, including questionnaires and interview guides.
Data Collection and Analysis:
Conduct qualitative and quantitative data collection through surveys, focus group discussions, and key informant interviews, utilizing mobile and online survey tools, and conducting in-person sessions when feasible.
Analyze the collected data to identify trends, gaps, and opportunities within Sudan’s digital economy.
Reporting and Recommendations:
Produce a comprehensive report detailing the survey’s findings, analysis, and insights.
Provide actionable policy and program recommendations that highlight the support and focus areas essential for enabling MSMEs in Sudan to thrive in the digital space, both amid the ongoing crisis and in the future. Additionally, outlines how the digital economy can contribute to post-war rehabilitation and reconstruction efforts through targeted policies and programs.
Stakeholder Engagement:
Work closely with business associations within and outside Sudan to facilitate data collection and validate the findings.
Present key findings and recommendations to CIPE and relevant stakeholders in a final validation workshop.
Timeline and Deliverables

The consultancy will last five (5) months and be based on a fixed-price contract. The contractor is expected to provide all deliverables within the mentioned timeframe. Changes in compensation are not possible once the contract is concluded.

The consultant is expected to deliver the following:

Inception Report: Detailed work plan, methodology, and data collection tools.
Interim Report: Provide preliminary findings and insights from the initial data analysis for CIPE’s feedback and input.
Final Report: Comprehensive report with analysis, key findings, and recommendations that incorporate CIPE’s feedback and input.
Qualifications and Experience

The consultant should possess the following qualifications:

Proven experience in conducting digital economy surveys or similar research.
Strong analytical skills and familiarity with digital platforms and ecosystems.
Preference will be given to candidates with experience working in conflict and post-conflict environments, particularly in Sudan or comparable contexts.
