Fisheries Transparency Initiative Responsible fisheries through transparency and participation - Une pêche responsable par le biais de la transparence et de la participation

The Fisheries Transparency Initiative (FiTI) is a global multi-stakeholder initiative, which aims at enhancing responsible and sustainable fisheries through transparency and participation. Transparency: The FiTI will produce reliable, publicly accessible and generally-accepted information in form of regular country reports as a product of a consultative process. The provision of such country repor

ts are based on a coherent framework, which are currently being developed by the FiTI Secretariat, supported by an International Advisory Group. Participation : The FiTI does not only collect and disseminate relevant information. The FiTI will also enhance credibility of this information through a deliberative process, which involves all major stakeholder groups (i.e. government, companies, civil society). Over time, this approach will build a trust-based, consensus-oriented multi-stakeholder environment for collective action. Increased transparency and multi-stakeholder participation provide a credible basis for national debate and create positive competition and peer pressure amongst countries and companies to enhance responsible fisheries.

La Fisheries Transparency Initiative (FiTI) est une initiative mondiale multipartite qui vise à augmenter la responsabilité et la durabilité des pêches par la transparence et la participation. Transparence : La FiTI produira des informations fiables, publiquement accessibles et généralement acceptées sous la forme de rapports nationaux à l’issue d’un processus consultatif. Ces rapports seront élaborés selon un cadre cohérent qui est en ce moment développé par le Secrétariat de la FiTI avec le soutien du groupe consultatif international. Participation : La FiTI ne se contente pas de réunir et de disséminer des informations choisies. La FiTI augmentera également la crédibilité de ces informations grâce à un processus délibératif regroupant des représentants de toutes les parties prenantes concernées (gouvernement, entreprises, société civile). Avec le temps, cette approche permettra d’établir un environnement multipartite basé sur la confiance et orienté vers le consensus qui soit propice à une action collective. Une plus grande transparence et une participation multipartite constituerons une base crédible pour les débats nationaux. De plus, cette base permettra de créer une concurrence positive et une pression de groupe au sein des pays et des entreprises pour augmenter la responsabilité dans le secteur des pêches.

A Norma é mais do que apenas transparência. Neste , conheça um dos seus pilares fundamentais: melhorias progressivas (Parte II).

Embora a FiTI exija que todos os países cumpram os mesmos padrões, reconhece que as autoridades nacionais podem não dispor de recursos financeiros, tecnológicos, de conhecimento especializado, ou de pessoal capacitado para cumprir os requisitos de transparência da Norma FiTI.

É da responsabilidade do Grupo Nacional Multissetorial (GMN) de um país definir em conjunto recomendações para colmatar essas lacunas. Embora o governo de um país não seja obrigado a implementar as recomendações do seu GMN, deve, no entanto, responder a cada recomendação, mesmo que rejeite a proposta apresentada pelo MSG Nacional.

Le ne concerne pas uniquement la transparence. Ce , découvrez l’un de ses piliers fondamentaux : les améliorations progressives (Partie II).

Bien que la FiTI impose les mêmes normes élevées à tous les pays, elle reconnaît que les autorités nationales peuvent manquer de ressources financières, de technologies, d’expertise ou de personnel pour satisfaire aux exigences de transparence du Standard FiTI.

Il incombe au Groupe multipartite national (GMN) d’un pays de convenir conjointement de recommandations visant à combler ces lacunes. Bien que le gouvernement d’un pays ne soit pas tenu de mettre en œuvre les recommandations formulées par son GMN national, il doit néanmoins répondre à chacune d’elles, même lorsqu’il rejette une proposition émanant du GMN national.

El va más allá de la transparencia. Este , descubre uno de sus pilares fundamentales: la mejora progresiva (Parte II).

Aunque FiTI exige los mismos altos estándares a todos los países, reconoce que las autoridades nacionales pueden carecer de los recursos financieros, la tecnología, los conocimientos técnicos o el personal necesarios para cumplir los requisitos de transparencia del Estándar FiTI.

Es responsabilidad del Grupo Multiactor Nacional (GMN) de cada país acordar conjuntamente las recomendaciones para subsanar dichas deficiencias. Si bien el gobierno de un país no está obligado a aplicar las recomendaciones de su GMN, debe, no obstante, responder a cada recomendación, incluso si rechaza las propuestas del GMN.

The is about more than just transparency. This , learn about one of its cornerstones: Progressive improvements (Part II).

Although the FiTI holds all countries to the same high standards, it recognizes that national authorities may lack financial resources, technology, expertise or staff to fulfil the transparency requirements of the FiTI Standard.

It is the responsibility of a country’s National Multi-Stakeholder Group (MSG) to agree jointly on recommendations for addressing such gaps. While a country’s government is not obliged to implement recommendations from its National MSG it must, however, respond to each recommendation, even if it rejects the proposal from the National MSG.

To ensure compliance with the provisions of the AFS, countries must effectively strengthen their fisheries management systems and operationalise transparency. For this, data-driven and stakeholder-inclusive partnerships act not only as a catalytic force to accelerate the implementation process of the Agreement, but also strengthen the effectiveness and public reputation of national fisheries management.
