A new forest carbon policy project, Rights, Integrity, Safeguards and Equity (RISE) in carbon markets was officially launched in Solomon Islands to support stronger policy, safeguards and community leadership in the country’s emerging carbon market.

RISE and the project is designed to promote best practice policy and regulation for community-owned forest carbon projects, helping ensure benefits, rights and development outcomes remain with local communities.

Minister of Forestry and Research Makario Tagini says the Government is committed to strengthening enforcement against illegal logging and corruption.

Minister Tagini made the statement during his contribution to the Speech from the Throne in Parliament last week.

“Illegal activities undermine responsible operators, deprive the nation of revenue, damage our international reputation, and threaten the sustainability of our forest resources.

“We will continue strengthening monitoring systems, improving compliance, enhancing transparency, and building the capacity of forestry officers to ensure that our laws are applied fairly and consistently,” he said.

Minister Tagini said customary landowners remained the rightful custodians of the vast majority of the country’s forests.

“Their rights, interests, and traditional knowledge must always be respected. Sustainable forestry cannot succeed unless landowners receive a fair share of the benefits arising from the use of their resources.

“The Government is committed to improving benefit-sharing arrangements, strengthening consultation processes, and ensuring that forestry development contributes meaningfully to community development through improved livelihoods, education, health services, and infrastructure,” he said.

Moreover, he said reforestation and forest restoration would become central priorities of the Ministry of Forestry and Research.

Minister Tagini said large areas of the country had been affected by unsustainable logging practices over many years.

“These degraded areas must be restored through well-planned reforestation programmes using suitable indigenous and commercial tree species.

"Reforestation is not only about replacing harvested trees.

“It is about restoring biodiversity, protecting watersheds, preventing soil erosion, enhancing climate resilience, and ensuring that future generations inherit healthy forests,” he said.

Minister Tagini said the Ministry would continue to strengthen partnerships with local communities, schools, churches, youth groups and provincial governments to promote tree planting and sustainable forest management across the country.

“Community participation will remain essential because long-term conservation cannot succeed without the support and ownership of our people,” he said.

GIZ Pacific’s PacFresH2O team has arrived in Honiara, engaging with partners and stakeholders ahead of the official launch of the Solomon Islands component of the programme on 13 August 2026.

Dr. Chris Vehe, Permanent Secretary of the Ministry of Mines, Energy and Rural Electrification (MMERE), today hosted a coordination meeting at his office in Honiara with Charlotte Siegerstetter, GIZ Pacific’s Head of Programme PacFresH2O and Elmah Panisi Sese, Country Manager of Live & Learn Solomon Islands.

The meeting focused on preparations for the upcoming launch, including discussions on the different components of the PacFresH2O programme, implementation arrangements, and coordination among key partners to support the successful delivery of activities in Solomon Islands.

The GIZ Pacific's PacFresH2O team is working closely with MMERE, Live & Learn Solomon Islands, the Pacific Community (SPC), and other stakeholders as preparations continue for the much-anticipated launch next Thursday.

The Protecting Freshwater Resources for Increased Climate Resilience in the Pacific Islands (PacFresH2O) programme is a five-year regional initiative supporting Solomon Islands and Papua New Guinea to strengthen climate resilience through sustainable freshwater resource management and climate-resilient Water, Sanitation and Hygiene (WASH) services.
