Article - Name:

The membership body shall be known as the Pakistan Doctors Group (PDG). Article - Patron:

The Pakistan Doctors Group shall function under the patronage of His Excellency, the Ambassador of the Islamic Republic of Pakistan to the Kingdom of Saudi Arabia. Article - Objectives:

PDG has the following objectives to be carried out according to the laws of the Kingdom of Saudi Ar

abia:
A. To enhance the professional and social relations between Pakistan and the Kingdom of Saudi Arabia. To hold academic activities such as symposia, workshops and seminars for the benefit of Pakistani Doctors residing in the Central Region of the Kingdom of Saudi Arabia. C. To promote welfare activities for the benefit of deserving Pakistanis. D. To promote the health of the Pakistani community through health education, counselling and sporting activities. E. To organise social activities for Pakistani Doctors and their families such as picnics and dinner parties. IV. Article - Management:

A. GENERAL BODY (GB) – Shall include all paying members of the PDG and it shall meet annually. GENERAL BODY GROUPS - The GB shall consist of a number of groups formally recognized by the Executive Body (EB). These groups will be established on the basis of institutional and other professional affiliations. A list of recognized groups shall be produced by the Executive Body and is subject to annual review. Formation of additional GB groups containing at least five (5) members each may be proposed for approval by the EB. GENERAL BODY GROUP REPRESENTATIVES – One Representative from each of the GB groups will be eligible to be appointed to the Executive Body by its approval. Any GB group with more than twenty (20) members will be entitled to appoint two representatives. The length of the term of the GB Group Representative is two (2) years. Reappointment shall be at the discretion of the GB Group. EXECUTIVE BODY (EB) – All the GB Group Representatives shall be eligible to be members of the EB who will meet at least bimonthly. The EB shall not exceed 20 members. EXECUTIVE BODY PROTOCOL – As appropriate, the EB will administer decisions in all matters through consensus, and in case of disagreement, through a simple majority vote. In the event of a tie and if the matter cannot be decided by a simple majority vote, the casting vote shall be cast by the Patron. The EB shall determine the time, date, venue as well as the agenda for its meetings. The President is authorized to call an Emergency Meeting of the Executive Body as needed. The EB shall approve the financial statements to be presented at the Annual GB Meetings. V. Article - Membership:

A. The Membership for PDG is open to all individuals who are Medical Doctors, Dentists and Scientists holding a doctorate degree. All members shall pay the annual PDG membership fee as determined by the Executive Body. Any member leaving the Kingdom of Saudi Arabia shall maintain PDG Membership until the end of the paid period. In the event of non-payment of dues, PDG membership shall be suspended but may be reinstated after full payment. VI. Article - Officers:

The following shall be the PDG Official Appointments:

3. General Secretary
4. Joint Secretary
5. Finance Secretary for Membership
6. Finance Secretary for Welfare
7. Academic Secretary
8. Welfare Secretary
9. Social Secretary
10. Media & Communications Secretary
11. Executive Body Members

1. PRESIDENT – The President will preside over the EB meetings and shall be the Chief Executive Officer of the PDG. The President shall appoint committees as determined by the EB and oversee functioning of all organs of the PDG. The President shall supervise PDG financial operations, and shall also preside over GB Meetings.

2. VICE PRESIDENT – In the absence of the President, The Vice President will carry out the functions and duties of the President in coordination with the EB. The Vice President will assist the President in the routine operations of the PDG.

3. GENERAL SECRETARY – The General Secretary will act as the main coordinator for PDG activities. He will liaise between the GB, EB and various committees appointed by the President. The General Secretary keeps the records and minutes of all the PDG meetings, conducts correspondence and performs other tasks assigned by EB or the President

4. JOINT SECRETARY – The Joint Secretary assists the General Secretary in carrying out various functions. He takes minutes during EB meetings, and also assumes the duties of the General Secretary in his absence.

5. FINANCE SECRETARY FOR MEMBERSHIP – The Finance Secretary for Membership will maintain the list of PDG members and financial accounts showing the balance from collection of annual membership fees and any PDG operational expenditure. No funds can be debited from the membership funds without the authorisation from the EB. The Finance Secretary for Membership shall make an operational balance available at all EB and GB meetings. He will be the Ex-Officio Member of the all committees dealing with financial matters.

6. FINANCE SECRETARY FOR WELFARE - The Finance Secretary for Welfare will maintain accounts showing the balance from collections from welfare functions and expenditure on welfare activities. No welfare funds may be used for PDG operational expenditure nor for activities outside their intended use at the time of collection. No funds may be debited from the welfare funds without the authorisation of the EB. The Finance Secretary for Welfare will make a financial account available at all EB and GB meetings. He will be the Ex-Officio Member of all committees related to PDG welfare activities.

7. ACADEMIC SECRETARY – The Academic Secretary is responsible for organising scientific programs, including medical symposia, seminars and workshops, for the Continuing Medical Education of PDG members.

8. WELFARE SECRETARY - The Welfare Secretary is responsible for overseeing all welfare work carried out by PDG including the running of charity clinics, medical camps and other activities for the benefit of deserving Pakistanis.

9. SOCIAL SECRETARY - The Social Secretary is responsible for arranging functions such as dinner parties, picnics and sporting events in order to enhance the social interaction among the members and their families.

10. MEDIA & COMMUNICATIONS SECRETARY - The Media & Communications Secretary is responsible for the projection of PDG activities to PDG members and the community. This includes updating the PDG website and liaising with media organisations such as newspapers and television.

11. EXECUTIVE BODY MEMBERS – The members of the EB will participate in all the meetings and other academic and social activities. There shall be two Female Representatives who will represent the female membership. VII. Article - Finances:

ACCOUNTS – PDG funds will be maintained by the finance secretaries for membership and welfare and will be allocated to the following categories:
A. OPERATIONAL FUND – This account will consist of Membership fees and will be utilized for routine operations of the PDG. This fund will be the responsibility of the Finance Secretary for Membership. WELFARE FUND – This account will consist of voluntary donations and will be utilized for the welfare of the Pakistani community at the recommendation of the EB. This fund will be the responsibility of the Finance Secretary for Welfare. SPECIAL PROJECTS FUND – This account will for the purposes of special projects as recommended by the EB. The Finance Secretary responsible for this fund will be determined by the nature of the project. VIII. Article - Laws:

PAKISTAN DOCTORS’ GROUP BY-LAWS – The PDG By-Laws may be amended at any meeting of the Executive Body by a two-thirds vote of total EB Membership. IX. Article - Selection:
PAKISTAN DOCTORS’ GROUP SELECTION – The selections for the office of the President, Vice President and the General Secretary shall be held every two (2) years. Prior to the completion of this term, the EB will vote for candidates for these positions in a formal EB meeting. There will be one vote for each EB member present and voting will be in line with the EB Protocol (article IV E). Candidates receiving a majority of votes will be elected. Other office bearers will be appointed by the EB. Any individual may hold the post of President, Vice President or General Secretary for a maximum of two (2) consecutive terms only. In the event of a resignation of an office bearer, the EB will appoint a replacement. The outgoing President of PDG may be appointed by the EB as an adviser for a term of two years. X. Article - Protocol:
PAKISTAN DOCTORS’ GROUP PROTOCOL – The PDG is a non-political, non-sectarian professional group. The membership of any member working contrary to the declared objectives of the PDG may be suspended by a majority vote of the EB. The decision of the EB shall be final. All such cases shall be reported at the Annual GB Meeting. In the event that any EB member is seen not to be performing their duties efficiently in representation of their GB Group, members of the GB Group may request replacement of their current representative in writing to the President of PDG. Any EB member who is found not to be fulfilling his responsibilities to his GB Group or to the EB can be removed by a majority vote of the EB.
