The Department of Migrant Workers (DMW) has reported significant improvement on its budget utilization for the protection of the rights and welfare of overseas Filipino workers (OFWs) and their families, as it is on track to achieve a 100% utilization rate by the end of 2025.

Migrant Workers Secretary Hans Leo J. Cacdac clarified that the agencyโ€™s utilization rate for 2024 was 73%, and not 49% as reported by an online news outlet that labeled the DMW as a low-spending government agency.

โ€œFor 2024, we had a 73% utilization rate. And I admit that is still not a desirable rating as it should be 100%. But Iโ€™m glad to report that the DMW had reversed this trend thus far in 2025. And we're on track toward 100% utilization by the end of 2025,โ€ Secretary Cacdac said.

He also highlighted that the DMW is now on track to spend and possibly "even overspend" to reach its 100% utilization goal for 2025.

As of July 31, 2025, the DMW's AKSYON Fund, with a budget of โ‚ฑ2.1 billion, has already recorded a utilization rate of 61.8% compared to the 59% utilization rate for 2024.

The Secretary also attributed the significant improvements in DMWโ€™s budget utilization to 500 additional personnel to boost human resources and bolster the capacity to utilize its budget through responsive provision of assistance and services to OFWs and their families. # # #
