n 2009, Caroline Joan Peixoto opened Ballet Rwanda as a means for arts education for children in Kigali, Rwanda. Once the studio opened, the flow of children in attendance never stopped and Caroline saw firsthand the serious lack of creative resources for both children and adults in Rwanda. Striving to establish itself as a strong, egalitarian nation, Rwanda’s government, infrastructure, and education are well attended to. Attention to the arts, however, is lower on the list of priorities. This knowledge, combined with a longtime dream of creating a community arts center, motivated Caroline to establish City Arts in 2012. Offering classes and workshops in a variety of artistic disciplines, City Arts is a gathering place where imaginative, inventive ideas can be brought to light.
