The very first edition of Transform Africa Summit held in Kigali, Rwanda on 28th-31st October 2013 culminated in the adoption of the Smart Africa Manifesto document that aims to put ICT at the centre of National Socio-economic development agenda of member countries; improve access to ICT especially Broadband; to improve accountability, efficiency and openness through ICT promoting the introduction of advanced technologies in telecommunication; to put Private Sector first; and to leverage ICT to promote sustainable development. Smart Africa is a bold and innovative commitment to accelerate sustainable socio-economic development on the continent, ushering Africa into a knowledge economy through affordable access to Broadband and usage of Information and Communications Technologies. Smart Africa secretariat is headquartered in Kigali, and made of all African countries adhering to the Smart Africa Manifesto. Its founding members include the African Union (AU Commission, NEPAD Agency, specialized institutions and Regional Economic Communities), International Telecommunications Union (ITU), World Bank, African Development Bank (AfDB), UN Economic Commission for Africa (UNECA), GSM Alliance (GSMA), ICANN, African Telecommunications Union (ATU) and the Private Sector.

Smart Africa convened the 7th Meeting of the African Network of Cybersecurity Authorities (ANCA) at the World Economic Forum Headquarters, bringing together cybersecurity leaders and representatives from across the continent to advance Africaโ€™s collective cyber resilience agenda.

The meeting focused on strengthening continental collaboration, accelerating the implementation of joint cybersecurity initiatives, enhancing coordination among national cybersecurity authorities, and advancing efforts toward a more secure, trusted, and resilient digital ecosystem for .

Discussions also highlighted the importance of operational cooperation, policy harmonisation, capacity building, and sustainable approaches to addressing emerging cyber threats across Member States.

Artificial Intelligence is rapidly reshaping economies, governance systems, and public service delivery worldwide, unlocking unprecedented opportunities for productivity, innovation, and inclusive growth. And yet, many of the people responsible for regulating it may never have had the space to understand it deeply enough to govern it.

To address this gap, Smart Africa through the Smart Africa Digital Academy - SADA, in collaboration with GIZ and Certa Foundation, organized a high-level workshop during the West Africa Internet Governance Forum 2026 last week, bringing together parliamentarians from 10 countries across the region.

The workshop equipped parliamentarians with practical knowledge and tools to engage effectively in AI governance, develop informed legislation, and strengthen oversight mechanisms for AI and digital transformation across the continent

As Africa advances key continental initiatives such as the Single Digital Market and emerging AI strategies, empowering policymakers is essential to ensuring AI drives inclusive growth, innovation, and sustainable socio-economic development.

Hosted by two countries, Nigeria through the Nigeria Data Protection Commission- NDPC and Kenya through the Office of the Data Protection Commissioner, this cross-regional study tour brought together delegates from across Africa to exchange experiences, strengthen regulatory capacity, and deepen collaboration on data protection and digital trust.

Organized by Smart Africa in collaboration with the World Bank Group, the engagement convened policymakers, regulators, and regional institutions from nine African countries for peer learning on regulatory frameworks, compliance mechanisms, cross-border cooperation, and digital security standards.

As Africa advances toward a Single Digital Market, strong and interoperable data protection frameworks remain essential to building trust, enabling innovation, and enabling secure digital transformation across the continent.

On the sidelines of Geneva Cyber Week, Smart Africa Digital Academy - SADA/WARDIP conducted a 2-day Cybersecurity Capacity Building Workshop, bringing together 35 representatives from African cybersecurity authorities and partners under the theme: โ€œCyber Solidarity in Action โ€“ Building Trust, Resilience, and Global Partnerships.โ€ The workshop created a valuable platform to align on Africaโ€™s shared cybersecurity vision, strengthen trust among institutions, and explore how global partnerships can effectively support the continentโ€™s cyber resilience journey.

Over the course of the sessions, participants engaged in rich discussions on regional coordination, exchanged insights from โ€œcyber situation rooms,โ€ and explored sectoral resilience across telecoms, financial systems, and national CERT/CSIRT ecosystems. A key highlight was the cross-border cyberattack simulation, which enabled participants to test real-time collaboration, identify operational gaps, and generate practical solutions for stronger incident response across borders towards understanding of Cybersecurity Economics for Emerging Markets.

The workshop concluded with a strong focus on the future, as participants co-created a roadmap for a federated CERT approach in Africa, emphasizing capacity building, skills development, and structured cooperation frameworks. These outcomes mark an important step toward a more coordinated and resilient African cybersecurity ecosystem.

During the Geneva Cyber Week, Smart Africa and RealTyme signed an Addendum to their existing Memorandum of Understanding to strengthen collaboration in support of the African Network of Cybersecurity Authorities (ANCA).

The partnership aims to reinforce the operational capabilities of national cybersecurity authorities across Africa through advanced security protocols, secure communication technologies, AI security, digital identity protection, and post-quantum cryptography readiness.

The initiative will also support capacity building, technical training, and the development of critical cyber infrastructure, including Security Operations Centres (SOCs), Computer Emergency Response Teams (CERTs), and national cybersecurity centres across the continent.

On the sidelines of the Geneva Cyber Week, Smart Africa formalised a strategic partnership with Dataprotect and Cybastion through the signing of a Memorandum of Understanding aimed at strengthening cybersecurity resilience and digital sovereignty across Africa.

The partnership will support the advancement of national and regional cybersecurity capabilities through the African Network of Cybersecurity Authorities (ANCA), with a focus on capacity building, institutional coordination, cybersecurity governance, the operationalisation of CERTs, skills development, and sustainable digital resilience across the continent.

Last week during the Geneva Cyber Week, our Director of Digital Infrastructure, Skills and Empowerment, Ms. Thelma Quaye, moderated a session titled โ€œPathways to Collaboration: Advancing Global Cooperation in African Cyberspace.โ€

The panel brought together cybersecurity leaders from across and beyond to tackle one question: how does the continent move from cybersecurity aspiration to architecture?

Countries are building the right infrastructure.

However, trust between sovereign states is the real infrastructure and cybersecurity is the foundation on which the African Single Digital Market will stand or fall.

Our thanks to panelists Mr. Divine Selase Agbeti, Col (Dr) JAMES KIMUYU, Ms. Kerry-Ann Barrett, and Mr. Samuel Famolu - CISSP, MBA and to United Nations Institute for Disarmament Research and the Geneva Cyber Week team.
