The Rule of Law Programme South East Europe of the Konrad-Adenauer-Stiftung is designed as a program to promote dialogue on rule of law issues within and among the countries in South East Europe (Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Kosovo, Montenegro, North Macedonia, Republic of Moldova, Romania and Serbia). The Programme aims to support — in a sustainable manner — the establishment a

nd consolidation of a democratic state of the rule of the law in the countries of the region. It wishes to contribute to the development and solidification of an efficient legal order that is in accordance with the fundamental principles of the rule of law, and as such both a core element of a democratic system, and a prerequisite for the membership of program participant countries to the European Union.

KAS Rule of Law Programme South East Europe a sustinut eforturile depuse de Asociația Liderjust într-un proiect dedicat combaterii fenomenului SLAPP în România.

Am lucrat împreună la activități de awareness, la redactarea unui ghid, la demersuri de advocacy privind transpunerea Directivei anti-SLAPP, precum și la o serie de interviuri cu jurnaliști și activiști din societatea civilă care au resimțit efectele acestor forme de presiune.

Emilia Sercan ne-a vorbit despre presiunile care apar atunci când jurnalismul ajunge la probleme de interes public, despre nevoia de protecție și solidaritate, dar si despre curajul de a continua.

Dincolo de experiențele dificile, mesajul său rămâne unul puternic și constructiv: jurnalismul de interes public merge mai departe, apar noi generații de jurnaliști, iar democrațiile devin mai solide atunci când oamenii sunt informați.

Celebrating 20 Years of ISSS (International Summer School in Sarajevo)

Last week’s ISSS Alumni Conference in Sarajevo was more than a discussion on international justice and transitional justice in times of global uncertainty. It was also a celebration of 20 years of the International Summer School Sarajevo (ISSS) and the remarkable community that has grown around it over the past two decades.

Organized together with the Pravnik Association, our longest-standing and trusted partner, the conference brought together distinguished speakers from the United Nations, the International Residual Mechanism for Criminal Tribunals, the European Court of Human Rights, and civil society organizations working at the forefront of human rights and transitional justice.

One of the most rewarding aspects of the event was seeing former ISSS participants return as experts, moderators, and panelists. Across a series of parallel alumni panels, graduates from different ISSS cohorts shared their research, professional experiences, and perspectives on transitional justice and some of today’s most pressing justice challenges, from accountability and reconciliation to human rights, memory politics, migration, inclusion, and emerging technologies.

The diversity of backgrounds and topics highlighted what ISSS has always stood for: bringing together young professionals from across the globe to learn from one another, challenge assumptions, and build lasting international connections. Twenty years later, those same alumni are shaping conversations in their own countries and institutions while continuing to contribute to a global exchange of ideas and experiences.

As we mark this important anniversary, we are proud to see how the ISSS network continues to grow, connecting generations of alumni committed to justice, human rights, and the rule of law.

A heartfelt thank you to all speakers, alumni, partners, and especially to the Pravnik Association for two decades of friendship, cooperation, and shared commitment to empowering future leaders.

Alle Jahre wieder! 🔄
Vergangene Woche hat Dr. Pavel Usvatov das Regionalprogramm für Rechtsstaatlichkeit an Jakov Devcic, den Leiter der Projekte in Serbien und Montenegro übergeben. Bis Dezember wird Jakov die Leitung des Programms übernehmen.
Anschließend freuen wir uns auf Stefan Samse, der derzeit noch das Rechtsstaatsprogramm Asien leitet und künftig die Verantwortung für unser Regionalprogramm übernehmen wird.
Wir wünschen beiden viel Erfolg und halten euch über die nächsten Entwicklungen auf dem Laufenden!

The annual handover continues! 🔄
Last week, Dr. Pavel Usvatov officially handed over the Regional Rule of Law Programme to Jakov Devcic, who is heading our projects in Serbian and Montenegro. Jakov will lead the programme until December.
Afterwards, we look forward to welcoming Stefan Samse, who is currently heading the Rule of Law Programme Asia and will take over responsibility for our Regional Programme.
We wish both colleagues every success and will keep you updated on the next steps!

The first Leaders for Justice Regional Reunion took place between 3-5 July in Covasna (Romania), bringing together 80 young legal professionals from our three communities in 🇧🇦Bosnia and Herzegovina, 🇲🇩Republic of Moldova and 🇷🇴Romania. The event focused on building bridges, sharing experiences, working together on common challenges, taking part in workshops on personal and professional development. The best is yet to come!🫶

Together with our KAS scholars and alumni from across Southeast Europe, we explored how European institutions 🇪🇺 really work — from the ECtHR, European Parliament, and Council of Europe to the German Federal Constitutional Court.
From official tours to discussions with legal experts, we focused on topics like proportionality and European legal standards in practice ⚖️
