During the high-level meeting “Network of the Elected Officials”, organised as part of the Climbing the Ladder – Fostering a Culture of Youth Engagement (CL-YE) project, from 3–6 June 2025, 27 elected officials from different European countries gathered in Strasbourg, France, to promote meaningful youth involvement in policy-making.

Through a combination of group work, plenary discussions, interactive presentations, study visits, and reflection sessions, participants explored the role of democracy in everyday life and exchanged ideas on how to strengthen youth participation at local, national, and European levels.

As highlighted by one participant, politics influences every aspect of our social life, and meaningful change often begins with small actions in our own communities. Building connections, sharing experiences, and addressing today’s democratic challenges together are essential steps towards a more engaged and inclusive future.

From 2nd - 4th of June, DYPALL Network attended the European Europe Goes Local Event in Tromsø, Norway, the European Youth Capital of 2026.

The event brought together changemakers and youth work stakeholders from across the continent to explore how youth work can promote youth participation in Europe’s most remote and rural territories.

Through workshops, conferences, and study visits, the event offered the chance to take a look at local youth work in action and to draw inspiration from diverse practices focusing on methodologies, digital innovation, and civic spaces.

DYPALL Network contributed actively to the discussion, sharing diverse local realities and strategic frameworks.

📢 Call for participants

Are you an active member of a Local Youth Council (or a similar youth participation structure)? Apply for the international training course “Strengthening Local Youth Councils in the AI Age”, organised by DYPALL Network as part of University on Youth and Development (UYD) 2026 of the North-South Centre of the Council of Europe, from 13–20 September 2026 in Mollina, Spain.

This training activity aims to empower members of Local Youth Councils (LYCs) with the skills, knowledge, and critical understanding needed to assess and improve the quality of the consultative bodies they are part of, while exploring the opportunities and challenges that Artificial Intelligence brings to civic engagement and youth work.

We are looking for participants who:
- are active in a local youth council or similar municipal youth structure.
- hold a leadership, coordination or facilitation role.
- have a good level of English.
- are motivated to engage with a European network of youth council representatives

Applications from pairs of colleagues representing the same Local Youth Council are strongly encouraged.

The UYD has been organised by the North South Centre of the Council of Europe for more than twenty years. It is the most long-standing Summer University. It represents an international hub for meetings, youth advocacy and exchange of good practices. The event gathers, for one week, hundreds of young people, youth workers, decision makers, experts from the field and institutional representatives, providing them all with a space to meet, debate, build their capacities and cooperate on youth policy issues.

The UYD is designed as a space for experiencing intercultural dialogue while debating the most pressing issues of the global youth movement.

How are Local Youth Councils (LYCs) evolving across Europe, and what support is needed for their future development?

This survey aims to:
• Explore the current state of LYCs in Europe
• Identify the training and capacity-building needs of LYCs
• Define future priorities for the European Network of Local Youth Councils (ENLYC)

The results will contribute to strengthening youth participation and supporting the development of local youth structures across Europe.

DYPALL Network attended the “Local Democracy that Delivers”, ALDA General Assembly and Festival 2026 in Malta, organised by ALDA - European Association for Local Democracy from 13 - 15 May.

The three-day event brought together civil society organisations, local authorities, institutional partners, and stakeholders committed to strengthening democratic systems at the local level.

The event reaffirmed the importance of a multi-level approach, from the local to the international level. Building a democracy that works for everyone means strengthening local democracies, making them more participatory, effective, and connected to people’s needs.

The main themes discussed throughout the three-day event included:
▪ Local democracy as the driving force for delivery, as the local level is the closest to citizens
▪ Participation as the key element, as democratic processes work best when citizens are actively involved
▪ Local democracies as the foundation for trust and dialogue with national institutions
▪ Local democracies as part of a global network, fostering stronger alliances and mutual support

On 11–12 May, DYPALL Network attended the ACT NOW Mayors’ Conference 2026 in Cascais, Portugal, the European Capital of Democracy 2026, organised by the Câmara Municipal de Cascais, and the European Capital of Democracy .

Local leaders, innovators, and young changemakers from across Europe gathered to explore how cities and local governments can translate universal rights into practical actions, at a time when democracy faces new pressures across the globe.

It has been two days of hands-on sessions and collaborative formats, including spark talks, panel discussions, best-practice exchanges, workshops, and deep dives, bringing together mayors, experts, and local innovators to co-create tangible solutions to protect and renew rights.

At DYPALL Network, we focus on designing training processes where every activity is intentionally built to foster cooperation. Do you want to transform data into social impact and contribute to national and international projects? DYPALL Network is looking for a young talent to join our team in Lisbon through the +Talento – IEFP paid internship program.

This internship is a chance to gain real, hands-on experience in supporting projects with national impact and participating in international initiatives, assisting the technical team in the collection, analysis, and visualisation of qualitative and quantitative data and collaborating on analytical reports regarding strategic themes within our projects.

We’re looking for someone fluent in Portuguese and English, with at least a bachelor’s degree in Sociology or a related field. If you’re passionate about the youth sector, active citizenship, and public policy, and eager to work in a strong international presence, this opportunity is for you.
