شارك مركز مدارات وتحالف مؤسسات راصد فلسطين في فعاليات الدورة التدريبية “Youth Exchanges for ALL” التي عقدت في مدينة فاس المغربية، بمشاركة ممثلي مؤسسات ومنظمات من دول برنامج Erasmus+ ومنطقة جنوب المتوسط، حيث ضمت المشاركة ممثلين عن إدارات المؤسسات والطواقم التنفيذية العاملة في مجالات الشباب والتعليم غير الرسمي والتبادل الثقافي.

وهدفت الدورة التدريبية إلى تعزيز مفاهيم الشمول والتنوع في برامج التبادل الشبابي، وتطوير قدرات المؤسسات على تصميم وتنفيذ أنشطة شبابية دامجة وآمنة تتيح للشباب فرص التعلم والتفاعل وبناء العلاقات العابرة للثقافات، بما يسهم في تعزيز مشاركة الشباب وتمكينهم على المستويات المحلية والإقليمية والدولية.

ومثل مركز مدارات وتحالف مؤسسات راصد فلسطين في هذا النشاط مدير المركز ومنسق تحالف مؤسسات راصد الاستاذ رياض خنفر، حيث جاءت هذه المشاركة ضمن جهود المركز المستمرة لتعزيز حضور المؤسسات الفلسطينية والعربية في البرامج الإقليمية والدولية، وتوسيع مجالات التعاون مع المؤسسات الأوروبية والمتوسطية العاملة في مجالات الشباب والمشاركة المدنية والشمول والتنوع.

وتضمن البرنامج التدريبي سلسلة من الأنشطة التفاعلية وورش العمل التي ركزت على مفاهيم الشمول والتنوع في العمل الشبابي، وتصميم وتنفيذ برامج تبادل شبابي تراعي احتياجات مختلف الفئات، وتبادل الخبرات والممارسات الفضلى بين المؤسسات المشاركة، وبناء شراكات شبابية إقليمية ودولية، وتطوير أدوات وأساليب تعليم غير رسمي تعزز مشاركة الشباب، واستعراض تجارب المؤسسات المشاركة في إدارة وتنفيذ المشاريع الشبابية الدولية.

ويؤكد مركز مدارات من خلال هذه المشاركة حرصه المستمر على تعزيز برامج المشاركات والتعاون الدولي، وتوسيع حضور المؤسسات الفلسطينية في المساحات الإقليمية والدولية ذات العلاقة بالشباب والمشاركة المجتمعية والتعليم غير الرسمي. وقد شارك المركز خلال الشهر الحالي في عدة برامج ومشاركات دولية عقدت في تركيا وإيطاليا والمغرب وإسبانيا، إلى جانب انخراطه في عدد من برامج الزمالات والشراكات الدولية التي تهدف إلى تطوير قدرات الشباب والمؤسسات وتعزيز تبادل الخبرات على المستوى الدولي.

Madarat Center and Rased Palestine Institutions Alliance participated in the training course “Youth Exchanges for ALL,” which was held in Fez, with the participation of representatives of institutions and organizations from Erasmus+ Programme countries and the South Mediterranean region. The participation included representatives of institutional administrations and executive staff working in the fields of youth, non-formal education, and cultural exchange.

The training course aimed to promote the concepts of inclusion and diversity in youth exchange programs and to develop the capacities of institutions to design and implement inclusive and safe youth activities that provide young people with opportunities for learning, interaction, and building cross-cultural relationships, thereby contributing to enhancing youth participation and empowerment at the local, regional, and international levels.

Madarat Center and Rased Palestine Institutions Alliance were represented in this activity by the Center’s Director and Coordinator of the Rased Institutions Alliance, Mr. Riyad Khanfar. This participation came within the framework of the Center’s ongoing efforts to strengthen the presence of Palestinian and Arab institutions in regional and international programs and to expand areas of cooperation with European and Mediterranean institutions working in the fields of youth, civic participation, inclusion, and diversity.

The training program included a series of interactive activities and workshops that focused on the concepts of inclusion and diversity in youth work, designing and implementing youth exchange programs that take into account the needs of different groups, exchanging experiences and best practices among participating institutions, building regional and international youth partnerships, developing non-formal education tools and methods that enhance youth participation, and reviewing the experiences of participating institutions in managing and implementing international youth projects.

Through this participation, Madarat Center affirms its continued commitment to strengthening participation programs and international cooperation and to expanding the presence of Palestinian institutions in regional and international spaces related to youth, community participation, and non-formal education. During the current month, the Center participated in several international programs and activities held in Turkey, Italy, Morocco, and Spain, in addition to its involvement in a number of fellowship programs and international partnerships aimed at developing the capacities of youth and institutions and enhancing the exchange of expertise at the international level.

الاستقطاب السياسي والعنف النوعي.. المحركان الأساسيان لخطاب الكراهية في الانتخابات المحلية الفلسطينية 2026

كشف مرصد خطاب الكراهية التابع لـ "تحقّق - راصد فلسطين" عن مخرجات تحليل الحالات الحرجة والأكثر خطورة خلال فترة الانتخابات المحلية، والتي تظهر بوضوح كيف تحول المناخ الرقمي من ساحة للمنافسة البرامجية إلى بيئة مشحونة بالإقصاء ونزع الشرعية.

إليكم توزيع خطاب الكراهية في الحالات الحرجة حسب الفئة المستهدفة:

🥇 التيارات السياسية (63.0%): المساحة الأكبر من الاستهداف! حيث تحوّل الانتماء السياسي من مساحة للاختلاف والمنافسة الشريفة إلى هدف للتخوين والإقصاء ونزع الشرعية عن الخصوم.

🥈 النساء (21.7%): نسبة دالة وخطيرة تعكس حضوراً واضحاً للعنف الرقمي القائم على النوع الاجتماعي. الاستهداف هنا لم يكن سياسياً فحسب، بل تم المَسّ بالسمعة والأهلية والمكانة الاجتماعية، لخلق بيئة طاردة للمرأة من الفضاء العام.

🥉 الرجال (21.7%): استهداف فردي مركب ومباشر يرتبط بالهوية السياسية؛ حيث يُستهدف الفرد كبوابة للنيل من التيار الذي يمثله وتعميق الانقسام.

From the findings of the “Hate Speech Observatory during the 2026 Palestinian Local Elections,”

تكشف نتائج "مرصد خطاب الكراهية خلال الانتخابات المحلية الفلسطينية 2026"، ضمن تحالف "راصد فلسطين"، أن الخطاب المتداول في الفضاء الرقمي اتسم بدرجات مرتفعة من التصعيد والخطورة، وتجاوز في كثير من الأحيان حدود النقد السياسي المشروع.

وأظهرت المعطيات أن جزءاً كبيراً من المحتوى المرصود تضمن تحريضاً، وتخويناً، وطعناً في السمعة، ودعوات للإقصاء، بما يهدد السلم الأهلي ويؤثر على بيئة النقاش الديمقراطي والمشاركة السياسية الآمنة.

وتعكس هذه المؤشرات تحول بعض مساحات التفاعل الرقمي إلى بيئة تعيد إنتاج الاستقطاب السياسي والاجتماعي، وتحوّل التنافس الانتخابي من مساحة للنقاش العام إلى ساحة للعدائية والتشهير.

The findings of the “Hate Speech Observatory during the 2026 Palestinian Local Elections,” implemented within the framework of “RASED Palestine” Coalition, reveal that the discourse circulating in the digital sphere was marked by high levels of escalation and severity, often exceeding the boundaries of legitimate political criticism.

The data showed that a significant portion of the monitored content included incitement, accusations of treason, defamation, and calls for exclusion, posing a threat to social cohesion and affecting the environment of democratic debate and safe political participation.

These indicators reflect how certain spaces of digital interaction have transformed into environments that reproduce political and social polarization, shifting electoral competition from a space for public debate into an arena of hostility and defamation.

في سياق متابعة مرصد خطاب الكراهية خلال الانتخابات المحلية الفلسطينية 2026، ورصد التفاعل مع المرشحين/ات والحملات الانتخابية في الفضاء الرقمي، ضمن تحالف "راصد فلسطين"، أظهرت نتائج الرصد أن 94.5% من حالات خطاب الكراهية ظهرت في التعليقات، وليس في المنشورات الأصلية.

تكشف هذه النتيجة أن مساحات التفاعل على منصات التواصل الاجتماعي تحوّلت إلى بيئة خصبة للتحريض والتشهير والعنف الرقمي، خاصة ضد النساء والخصوم السياسيين، في ظل سهولة التدخل في النقاش العام دون أي مسؤولية تحريرية أو رقابية واضحة.

ولم تعد التعليقات مجرد مساحة لإبداء الرأي، بل تحوّلت في كثير من الأحيان إلى أداة للضغط والإقصاء الرقمي، وإعادة إنتاج الاستقطاب السياسي والاجتماعي داخل البيئة الانتخابية.

إن خطورة هذا النمط لا تكمن فقط في حجم انتشاره، بل في قدرته على تحويل النقاش الديمقراطي من مساحة للتنافس السياسي إلى ساحة للعدائية والتحريض وتقويض المشاركة الآمنة في المجال العام.

نظّم تحالف مؤسسات راصد فلسطين، بالشراكة مع جامعة القدس المفتوحة – فرع نابلس ومؤسسة مجتمعات محلية العضو في التحالف، ورشة عمل بعنوان "الذكاء الاصطناعي والتزييف العميق"، بمشاركة عدد من الطلبة، وبحضور مدير الفرع د. حسني عوض، ومدير مركز مدارات منسق تحالف راصد رياض خنفر.

وقدّم مدير المرصد الفلسطيني "تحقق" الدكتور بكر عبد الحق تدريباً تناول منهجيات التحقق من المعلومات، وأساليب التضليل الرقمي، إلى جانب أدوات التحقق من المحتوى المرئي والمكتوب.

كما قدّم مسؤول التقنية والمعلومات في المرصد دجانه أبو عيشة تدريباً حول أدوات البحث العكسي والتحقق الجغرافي باستخدام محركات البحث والخرائط الرقمية.

وتضمن اللقاء فعاليات جماعية تفاعلية أتيحت للطلبة للمشاركة بشكل فعّال في تجذير مفاهيم اللقاء بشكل عملي يربط عنوان اللقاء بالواقع، وعبر العديد من الطلبة عن تقديرهم لهذا النوع من الأنشطة وضرورية توسيع نطاقها في المستقبل لما في ذلك من ملامسة للواقع في السياق المجتمعي الفلسطيني، وخاصة الموجه لشريحة الشباب والطلبة الذين يحملون الوعي المجتمعي على عاتقهم واهمية نقله لمحيطهم.

RASED Palestine Coalition, in partnership with Al-Quds Open University and Local Communities Foundation, organized a workshop entitled “Artificial Intelligence and Deepfakes,” with the participation of a number of university students, and in the presence of Branch Director Dr. Husni Awad, and Director of Madarat Center for Community Development and Coordinator of the RASED Palestine Coalition, Riyad Khanfar.

Dr. Bakr Abdel Haq, Director of the Palestinian Observatory “Tahqiq,” delivered a training session covering fact-checking methodologies, digital misinformation techniques, as well as tools for verifying visual and written content.

In addition, Dijana Abu Eisha, Information and Technology Officer at the Observatory, delivered a session on reverse search tools and geolocation verification using search engines and digital maps.

The workshop also included interactive group activities that enabled students to actively participate in practically reinforcing the concepts discussed during the session and linking the workshop theme to reality. Many participants expressed their appreciation for this type of activity and stressed the importance of expanding such initiatives in the future due to their close connection to reality within the Palestinian social context, especially for youth and university students who carry the responsibility of promoting community awareness and transferring it to their surroundings.

"From TikTok to Real Talk – Youth Rights & Participation Beyond the Screen”.

واستعرضت كيلاني تجربة مستندة إلى برامج التبادل الشبابي الإقليمية وبرامج إيراسموس+، ركزت على توظيف أدوات التعليم غير الرسمي، والسرد القصصي، وتمارين التفكير المستقبلي، لتمكين الشباب من تحليل التحديات المحيطة بهم، وتخيل بدائل أكثر إيجابية، وتحويل الأفكار إلى مبادرات مجتمعية عملية تعزز الحوار والمشاركة والاندماج.

وشهدت الجلسة تفاعلا من المشاركين المهتمين بقضايا العمل الشبابي وحقوق الشباب والمشاركة المجتمعية، خاصة في ظل التحديات المتسارعة التي تواجه المجتمعات الهشة، وما يفرضه ذلك من الحاجة إلى مساحات أكثر إنسانية للحوار والتفكير الجماعي وصناعة المبادرات الشبابية المؤثرة.

Excerpts from the specialized session delivered by Engineer Walaa Kilani on participatory youth practices and promoting dialogue and future thinking in fragile contexts, as part of the activities of “From TikTok to Real Talk – Youth Rights & Participation Beyond the Screen”.

Kilani presented an experience rooted in regional youth exchange programs and Erasmus+ programs, focusing on the use of non-formal education tools, storytelling, and future-thinking exercises to empower young people to analyze the challenges surrounding them, imagine more positive alternatives, and transform ideas into practical community initiatives that promote dialogue, participation, and inclusion.

The session witnessed strong engagement from participants interested in youth work, youth rights, and community participation, particularly in light of the accelerating challenges facing fragile societies, and the growing need for more humane spaces for dialogue, collective reflection, and impactful youth-led initiatives.

غزة - دير البلح… نزاهة تُصنع في الميدان.

Gaza - Deir Al Balah… integrity in action.

كتبت شدا ماضي عت تجربتها في الرقابة على الانتخابات المحلية في دير البلح - غزة، وكان لها هذا الانطباع، نشاركه معكم

أشرق في بلادنا صباح الخامس والعشرين من شهر نيسان بطابعٍ فريدٍ لم تشهده الأجيال في غزة على مدار عقدين من الزمن.

بعد أيامٍ مشحونةٍ بالتدريب والتأهب، حانت ساعات الحسم.توجهتُ إلى مراكز الاقتراع لأمثل "راصد فلسطين" في الرقابة على الانتخابات في دير البلح، والحذرُ يتطاير داخلي خشيةَ أن يحدث ما يُبدد هذا اليوم.

أسير في الطريق وأنا أحدّق في الأمانة التي كُلِّفت بها، أحمل نماذج رصد المخالفات بيدي وأتساءل: هل ستمتلئ؟ أم سيُذاد عن ذلك الأمل ليغدو واقعاً!

ابتدأتُ نهاري في أحد المراكز القريبة قبل الانتقال إلى آخر؛ دخلتُ بهدوء حتى بلغتُ محطتي، وأنا مشدوهةٌ بتنظيم المكان رغم أنه قائمٌ من خيام. اثنتا عشرة ساعة في قلب الحدث، والحركة في الميدان تتقد كخليةِ نحل، تعمل بضوابط حازمة واستجابة واضحة لكل تنبيه. أمضيتُ أشدّها تركيزاً داخل غرفة الفرز المحكمة لقرابة الثلاث ساعات، كنتُ أراقب فيها كل صوت، وأدقق كل إشارة.

كانت تجربةً تُنصف الجهد؛ سُمِعت فيها آراؤنا واعتراضاتنا، وكُشف لنا فيها عن أعمق الإجراءات التي لمسنا فيها حياداً ونزاهةً حقيقية.
كل الامتنان لـ "راصد" على هذه الفرصة، وتحية لكل من حمل على عاتقه مسؤولية إنجاز ذلك اليوم.

Shada Madi reflected on her experience observing the local elections in Deir Al Balah – Gaza, and shared this impression, which we present to you.

A unique dawn broke over our country on the morning of April 25, one that generations in Gaza have not witnessed for two decades.

After days filled with training and preparation, the decisive hours arrived. I headed to the polling centers to represent “RASED Palestine” in observing the elections in Deir Al-Balah, while a sense of caution lingered within me, fearing that something might disrupt this day.

As I walked, I found myself deeply contemplating the responsibility entrusted to me, holding violation reporting forms in my hand and wondering: will they be filled? Or will this hope be protected and turn into reality?

I began my day at one nearby center before moving to another. I entered quietly until I reached my station, struck by the organization of the place despite it being set up in tents. Twelve hours at the heart of the event, with movement in the field buzzing like a beehive, operating under firm procedures and clear responsiveness to every alert. I spent my most focused moments inside the tightly managed counting room for nearly three hours, where I monitored every sound and examined every signal.

It was an experience that did justice to the effort; our opinions and objections were heard, and we were exposed to the deepest procedures through which we witnessed genuine neutrality and integrity.

All appreciation to “RASED” for this opportunity, and a salute to everyone who carried the responsibility of making this day happen.

غزة لم تصوت فقط… بل استعادت صوتها...
Gaza did not just vote… it reclaimed its voice…

لن أنسى أبداً لحظات السعادة التي مرت علينا واتمنى ان تتكرر دوماً، وأن نستعيد معاً مشهد الاعتياد في خضم حياتنا الفلسطينية بكل تفاصيلها، حينما جسدنا معاً كشباب فلسطين في الضفة الغربية وقطاع غزة وحدة الطموح ووحدة الأمل، خضنا معاً أعمال ميدانية لها هدف واحد، ولقاءات عن بعد ذات توجه واحد، وبرامج تدريب وتأهيل موحدة.

هذا ما قالته احدى مراقبي تحالف مؤسسات "راصد فلسطين" مروى عثمان من دير البلح في غزة، حول تجربتها... وأضافت:

هناك أيام تمر في العمر كأنها عادية، وهناك أيام نكتب فيها التاريخ بأيدينا. اليوم، وبعد صمتٍ انتخابي دام عشرين عاماً، عادت الحياة لصناديق الاقتراع في قطاع غزة، ولم أكن مجرد عابرة سبيل، بل كنتُ مراقبة محلية، أحمل أمانة الصوت ونزاهة الأمل.

لا يمكنني وصف تلك القشعريرة التي سرت في جسدي وأنا أرى ملامح كبار السن الذين استعادوا حقهم، وحماس الشباب الذين يمارسون هذا الحق لأول مرة في حياتهم. كانت الأجواء مليئة بإحساس "الحلو المر"؛ حلوة لأننا أخيراً فعلناها، ومؤثرة لأنها ذكّرتنا بقيمة أن يكون لنا صوت مسموع.

كل ورقة اقتراع كانت تسقط في الصندوق، كنتُ أشعر أنها ليست مجرد خيار سياسي، بل هي رسالة حب وانتماء لهذه الأرض، وإصرار على أننا نستحق حياةً تُبنى بالشراكة والحرية.

أما الفخر الحقيقي، فكان في تلك الشارة التي تزين صدري، شارة مؤسسة راصد فلسطين - غزة.

العمل مع "راصد" لم يكن مجرد مهمة رسمية، بل كان تجسيداً لمعنى العمل الوطني المخلص. شعرتُ بالفخر وأنا أرى احترافيتنا، ودقتنا، وحرصنا على أن يمر هذا اليوم بأبهى صورة تليق بغزة وأهلها.

شكراً "راصد" لأنكِ منحتِني مقعداً في الصفوف الأولى لمشاهدة فجر جديد يشرق على بلدي. شكراً لأنني كنتُ جزءاً من منظومة تؤمن بأن الشفافية هي أساس البناء.

لقد انتهى يوم الانتخابات، لكن الأثر الذي تركه في قلبي لن يزول. سأحكي يوماً أنني كنتُ هناك، وأنني رأيتُ غزة وهي تختار غدها، وأنني كنتُ واحدة من حراس الحلم الذين سهروا لضمان نزاهة الكلمة.

اليوم، أنا لستُ فقط خريجة أو طالبة.. اليوم أنا ابنة غزة الفخورة التي ساهمت في كتابة فصل جديد من تاريخها.

Gaza did not just vote… it reclaimed its voice…

I will never forget the moments of joy we experienced, and I hope they are repeated again and again, and that together we restore the sense of normalcy within our Palestinian lives in all their details. It was a moment when, as Palestinian youth across West Bank and Gaza Strip, we embodied unity of ambition and unity of hope. Together, we engaged in field work with one shared goal, held remote meetings with one shared vision, and participated in unified training and capacity-building programs.

This is what one of the observers of RASED Palestine coalition, Marwa Othman from Deir al-Balah in Gaza, said about her experience… She added:

There are days in life that pass as if they are ordinary, and there are days when we write history with our own hands. Today, after twenty years of electoral silence, life has returned to ballot boxes in Gaza Strip. I was not just a passerby; I was a local observer, carrying responsibility of the vote and integrity of hope.

I cannot describe the shiver that ran through my body as I saw faces of elderly people reclaiming their right, and enthusiasm of young people exercising this right for the first time in their lives. The atmosphere was filled with a bittersweet feeling; sweet because we finally did it, and emotional because it reminded us of the value of having a voice that is heard.

With every ballot paper that fell into the box, I felt that it was not merely a political choice, but a message of love and belonging to this land, and a determination that we deserve a life built on partnership and freedom.

Real pride, however, was in that badge adorning my chest, the badge of RASED Palestine – Gaza.

Working with RASED was not just an official task; it was a true embodiment of sincere national work. I felt proud as I witnessed our professionalism, our precision, and our commitment to ensuring that this day passed in a manner worthy of Gaza and its people.

Thank you, RASED, for giving me a seat in front rows to witness a new dawn rising over my country. Thank you for allowing me to be part of a system that believes that transparency is foundation of building.

Election day has ended, but impact it left in my heart will not fade. One day, I will tell this story: that I was there, that I saw Gaza choosing its future, and that I was one of guardians of dream who stayed awake to ensure integrity of word.

Today, I am not just a graduate or a student… today I am proud daughter of Gaza who contributed to writing a new chapter of its history.
