بيان صحفي - إطلاق مشروع “تعزيز وحماية حقوق الأطفال في النزاع المسلح في الضفة الغربية وقطاع غزة” بتمويل من الاتحاد الأوروبي
أطلقت مؤسسة ارض الانسان - إيطاليا Terre des Hommes Italia، بالشراكة مع مؤسسة مجتمعات محلية، وجمعية عايشة لحماية المرأة والطفل في قطاع غزة، مشروع “تعزيز وحماية حقوق الأطفال في النزاع المسلح في الضفة الغربية وقطاع غزة”، بتمويل من الاتحاد الأوروبي، وذلك ضمن تدخل إنساني وحقوقي يهدف إلى تعزيز حماية الأطفال وحقوقهم في المناطق الفلسطينية الأكثر تأثراً بالنزاع.
يمتد المشروع على مدار 36 شهراً، ويستهدف مناطق في شمال الضفة الغربية، بما يشمل جنين ونابلس وطولكرم/مخيم نور شمس، إضافة إلى مناطق في قطاع غزة تشمل مدينة غزة ودير البلح وخان يونس. ويأتي المشروع استجابةً للتدهور المتزايد في واقع حماية الأطفال، وما يواجهونه من مخاطر نفسية واجتماعية وحماية متفاقمة نتيجة النزاع، والنزوح، وتضرر الخدمات الأساسية، وغياب المساحات الآمنة.
ويهدف المشروع إلى الوصول إلى نحو 15,000 طفل وطفلة من عمر 4 إلى 17 عاماً، مع مراعاة المساواة بين الجنسين وضمان شمول الأطفال ذوي الإعاقة، إضافة إلى العمل مع آلاف مقدمي الرعاية، وأفراد المجتمع المحلي، والعاملين في مجالات الحماية والخدمات العامة، بما يسهم في بناء بيئة أكثر أماناً ودعماً للأطفال المتأثرين بالنزاع.
ويركّز المشروع على أربعة محاور رئيسية، تتمثل في تعزيز آليات حماية الطفل المجتمعية في المناطق عالية الخطورة، وتوفير خدمات الدعم النفسي والاجتماعي وإدارة الحالة والإحالات للأطفال المتأثرين بالنزاع، وتعزيز صمود الأطفال ومقدمي الرعاية ومشاركتهم في نشر ثقافة حقوق الطفل، إلى جانب رصد وتوثيق الانتهاكات الجسيمة بحق الأطفال والمناصرة من أجل المساءلة وحماية حقوقهم.
وفي شمال الضفة الغربية، ستقود مؤسسة مجتمعات محلية الخيرية تنفيذ حزمة من الأنشطة المجتمعية وخدمات حماية الطفل، بالتعاون مع عدد من الشركاء المحليين، وهم جمعية مدرسة الأمهات، ومركز واصل الشبابي، وجمعية النجدة الاجتماعية، بما يعزز الوصول إلى الأطفال والأسر في المناطق المستهدفة ويضمن استجابة مجتمعية أكثر فاعلية واستدامة. وتشمل هذه الأنشطة تحديد وتسمية نقاط ارتكاز لحماية الطفل، وإنشاء أربع مساحات صديقة للأطفال، وتشكيل ودعم لجان حماية طفل مجتمعية، وتوفير خدمات إدارة الحالة والدعم النفسي والاجتماعي، وتنفيذ أنشطة ترفيهية وتوعوية، ومبادرات يقودها الأطفال والمجتمع المحلي لتعزيز حقوق الطفل.
وأكد المدير التنفيذي لمؤسسة مجتمعات محلية السيد معتصم زايد "بأن هذا المشروع يمثل خطوة مهمة لتعزيز حماية الأطفال في ظل ظروف استثنائية وشديدة التعقيد. إن الاستثمار في آليات الحماية المجتمعية، وتوفير الدعم النفسي والاجتماعي، وتمكين الأطفال ومقدمي الرعاية، لا يقتصر على الاستجابة للاحتياجات العاجلة فحسب، بل يساهم أيضاً في بناء قدرة المجتمعات المحلية على حماية الأطفال وضمان مشاركتهم وكرامتهم.”
ويعتمد المشروع على نهج شراكة قائم على التنسيق، والاحترام المتبادل، والشفافية، وعدم التمييز، مع الالتزام بمعايير الحماية، وصون الطفل، ومنع الاستغلال والإساءة والتحرش. كما يلتزم الشركاء بمتطلبات الاتصال والظهور الخاصة بالاتحاد الأوروبي، وبضمان تنفيذ الأنشطة وفق مبادئ العمل الإنساني وحقوق الإنسان.
ومن خلال هذا التدخل، تسعى المؤسسات الشريكة إلى الإسهام في حماية حقوق الأطفال في المناطق المتأثرة بالنزاع، وتعزيز قدرة المجتمعات المحلية على الوقاية والاستجابة للمخاطر، وتوفير خدمات متخصصة تراعي احتياجات الأطفال، إضافة إلى دعم جهود المناصرة القائمة على الأدلة من أجل تعزيز المساءلة واحترام القانون الدولي وحقوق الطفل.

Launch of the “Promoting and Protecting Children’s Rights in Armed Conflict in the West Bank and Gaza” Project, Funded by the European Union
Terre des Hommes Italia, in partnership with Local Communities Organization and AISHA Association for Woman and Child Protection in the Gaza Strip, has launched the project “Promoting and Protecting Children’s Rights in Armed Conflict in the West Bank and Gaza”, funded by the European Union.
The project is part of a humanitarian and human rights intervention designed to strengthen the protection and rights of children in the Palestinian areas most affected by conflict.
Implemented over a period of 36 months, the project will target areas in the North West Bank, including Jenin, Nablus, and Tulkarm/Nour Shams Camp, as well as areas in the Gaza Strip, including Gaza City, Deir al-Balah, and Khan Younis. The intervention comes in response to the continued deterioration of the child protection situation and the growing psychological, social, and protection risks faced by children as a result of conflict, displacement, disruption of essential services, and the lack of safe spaces.
The project aims to reach approximately 15,000 girls and boys aged 4 to 17, while promoting gender equality and ensuring the inclusion of children with disabilities. It will also engage thousands of caregivers, community members, protection actors, and frontline service providers, contributing to a safer and more supportive environment for children affected by conflict.
The project focuses on four key pillars: strengthening community-based child protection mechanisms in high-risk areas; providing psychosocial support, case management, and referral services for children affected by conflict; enhancing the resilience and participation of children and caregivers in promoting a culture of children’s rights; and monitoring, documenting, and reporting grave violations against children, alongside advocacy efforts aimed at accountability and the protection of children’s rights.
In the North West Bank, Local Communities Organization will lead the implementation of a package of community-based activities and child protection services in cooperation with local partners: Mother School Society, Wassel Center for Youth Development, and Annajdah Palestinian Women’s Development Society. This collaboration will strengthen access to children and families in targeted areas and help ensure a more effective and sustainable community response.
These activities will include the identification and nomination of child protection focal points, the establishment of four child-friendly spaces, the formation and support of community-based child protection committees, the provision of case management and psychosocial support services, recreational and awareness-raising activities, and child- and community-led initiatives to promote children’s rights.
Mr. Motasem Zayed, Executive Director of Local Communities Organization, stated:
“This project represents an important step toward strengthening the protection of children under exceptionally complex and challenging circumstances. Investing in community-based protection mechanisms, providing psychosocial support, and empowering children and caregivers is not only a response to urgent needs; it also contributes to building the capacity of local communities to protect children and safeguard their participation and dignity.”
The project is grounded in a partnership approach based on coordination, mutual respect, transparency, and non-discrimination. It also upholds safeguarding standards, child protection principles, and commitments to prevent sexual exploitation, abuse, and harassment. The partners will ensure compliance with the European Union’s communication and visibility requirements and will implement all activities in line with humanitarian and human rights principles.
Through this intervention, the partner organizations seek to contribute to the protection of children’s rights in conflict-affected areas, strengthen the capacity of local communities to prevent and respond to risks, provide specialized services tailored to children’s needs, and support evidence-based advocacy for accountability, respect for international law, and the protection of children’s rights.
