♦️صعّدت قوات الاحتلال الإسرائيلي خلال الأيام الماضية جرائم القتل الجماعي والإعدام خارج نطاق القانون، في قطاع #غزة، بالتزامن مع تصريحات رسمية من أعلى مستوى سياسي إسرائيلي عن توسيع نطاق المناطق التي تتمركز فيها قوات الاحتلال، وعودة للحديث العلني عن خطط #تهجير الفلسطينيين.

▪️وجاءت أوسع موجات القتل الجماعي عشية عيد الأضحى وفي أول أيامه، في تجسيد لسياسة متعمدة من الاحتلال تستهدف حرمان #الفلسطينيين من أي شعور بالأمان أو الاستقرار، حتى خلال المناسبات الدينية التي يفترض أن تشكل مساحة للسكينة والتماسك الاجتماعي. وللعام الثالث على التوالي، يحل العيد على سكان قطاع غزة وسط القتل و #التجويع و #النزوح وفقدان الأحبة، في مشهد يعكس إصرارا إسرائيليا على تدمير الحياة المدنية ومظاهرها الإنسانية والاجتماعية كافة.

▪️وبالتوازي مع موجة التصعيد في الغارات والقتل الجماعي، أعلن رئيس حكومة الاحتلال الإسرائيلي بنيامين نتنياهو، اليوم الخميس، أنه أصدر توجيهات للجيش بالسيطرة على 70 % من أراضي قطاع غزة، وفقا لما نقلت عنه القناة 12 الإسرائيلية. وقال نتنياهو في تصريحات أدلى بها خلال مؤتمر نظمته أكاديمية “عين برات” للقيادة في الضفة الغربية: ”في هذه المرحلة، نحن نسيطر بالكامل على 60 في المئة من أراضي قطاع غزة. كنا عند 50%، وانتقلنا إلى 60%. وجهت الجيش بالانتقال خطوة بخطوة، أولا إلى 70%” لنبدأ بذلك”.1

♦️يؤكد المركز أن تصاعد الهجمات الدامية، مقرونا بالتصريحات العلنية الصادرة عن قادة الاحتلال، يكشف عن سياسة ممنهجة تستهدف تفريغ قطاع غزة من سكانه الفلسطينيين عبر تدمير مقومات الحياة الإنسانية وإعدام سبل العيش والبقاء. وتدفع هذه السياسات نحو فرض واقع معيشي كارثي يقوم على القتل والتجويع والتدمير والنزوح المستمر، بما يجعل الحياة في القطاع شبه مستحيلة، ويولد ضغوطا قسرية تدفع السكان إلى الرحيل أو النزوح الدائم. وتروج سلطات الاحتلال لهذا الواقع بوصفه “هجرة طوعية”، بينما يشكل في جوهره جريمة تهجير قسري مكتملة الأركان.

♦️يحذر المركز الفلسطيني لحقوق الإنسان من تصعيد قوات الاحلال الإسرائيلي المتسارع في استهداف ما تبقى من مربعات سكنية، لا سيما في مناطق وسط قطاع #غزة، والتي ظلت خلال مراحل سابقة من العدوان أقل تعرضا للتدمير الواسع، في سياق سياسة متصاعدة تستهدف استكمال تدمير ما تبقى من البنية السكنية والمدنية في القطاع، وخلق ظروف حياتية يستحيل معها استمرار الوجود الإنساني الطبيعي حاليا ومستقبلا.

▪️يأتي تكثيف استهداف قوات الاحتلال الأحياء السكنية وتدمير المنازل والبنى الخدماتية على نطاق واسع، إلى جانب تقويض الخدمات الإنسانية الأساسية، واستهداف العاملين في المجال الإنساني، وضرب منظومات الحماية المدنية والأمنية المتمثل في قتل أفراد الشرطة والأمن، في إطار نمط متكامل يهدف إلى تحويل قطاع غزة إلى بيئة طاردة للحياة، وخلق أرضية مادية وإنسانية تدفع السكان قسرا إلى مغادرته تحت أي مسمى أو ظرف، بما يشكل أحد أخطر أوجه جريمة التهجير القسري المرتبطة بجريمة الإبادة الجماعية المستمرة بحق السكان الفلسطينيين في قطاع غزة.

▪️يؤكد المركز أن التهديد بالإخلاء لا يمنح أي شرعية قانونية للهجمات التي ترتكبها قوات الاحتلال والتي تستهدف المناطق المدنية أو تدمر الأحياء السكنية أو تلحق أضرارا واسعة بالمدنيين والأعيان المدنية، وأن الإنذارات العسكرية لا تلغي الحماية المكفولة للسكان المدنيين بموجب قواعد القانون الدولي الإنساني.

▪️ويؤكد المركز أن إغلاق أو تقليص عمل المؤسسات الإنسانية والإغاثية، بما فيها المطبخ العالمي، والاستهداف المتكرر للعاملين في العمل الإنساني، ترافق مع استهداف منهجي لعناصر الشرطة والأجهزة المدنية المكلفة بحفظ النظام العام وتأمين الاحتياجات الأساسية للسكان، بما يفضي إلى نشر الفوضى وانهيار مقومات الاستقرار الداخلي.

♦️وفي هذا السياق، قصف طائرات الاحتلال ظهر السبت، موقعاً للشرطة في منطقة التوام شمال غزة، ما أدى إلى مقتل 5 من أفراد الشرطة إضافة إلى الطفل صابر عبد الرحمن جربوع، محيط المكان، في امتداد لسياسة متواصلة تستهدف تفكيك الهياكل المدنية وحرمان السكان من أي أدوات للحماية والتنظيم المجتمعي.

▪️ويحذر المركز من أن القيود المفروضة على حركة السكان والدخول إلى القطاع والخروج منه، في ظل المعطيات التي تشير إلى أن أعداد من تمكنوا من دخول قطاع غزة منذ بدء الحرب لا تتجاوز بضع مئات، مقابل مغادرة عشرات الآلاف للقطاع منذ السابع من أكتوبر/تشرين الأول 2023، تعكس اتجاها خطيرا يرتبط بإحداث تغيير ديمغرافي قسري، في سياق سياسات التهجير القسري والإفراغ السكاني المحظورة بموجب قواعد القانون الدولي.

♦️Israel’s Destruction of Remaining Homes in Gaza: A Tool for Entrenching Genocide

The Palestinian Centre for Human Rights (PCHR) condemns in the strongest terms the escalating targeting by the Israeli Occupation Forces (IOF) of what remains of homes in the Gaza Strip. This constitutes a new phase in the policy of systematic destruction targeting civilian objects and depriving the population of the bare minimum necessities for survival amid the ongoing crime of genocide perpetrated since 7 October 2023.

Over 31 months of ongoing military aggression against the Gaza Strip, the IOF have destroyed more than 80 percent of the Strip’s homes, forcing hundreds of thousands of civilians to seek shelter in overcrowded shelters or worn-out tents, near the rubble of their homes, or inside damaged houses at risk of collapse, amid the absence of any safe housing alternatives.

The IOF’s intensified resumption of attacks targeting partially destroyed homes or homes whose residents had attempted to repair using primitive means, reveals a clear intent to continue destroying the residential environment in the Gaza Strip and to impose catastrophic conditions aimed at forcing the population into further displacement and suffering. These attacks further reflect a policy based on mass intimidation, the expansion of the cycle of deprivation, and the entrenchment of harsh living conditions imposed on the civilian population in Gaza.

PCHR’s field researchers have monitored, over the past days, the IOF’s return to the policy of bombing homes and shelters after placing phone calls to some residents of the targeted locations. PCHR emphasizes that phone calls or evacuation orders issued by the IOF prior to carrying out attacks do not absolve them of legal responsibility, nor do they confer any legitimacy on the targeting of civilian objects. Rather, these measures demonstrate the IOF’s prior knowledge of the presence of civilians, the civilian nature of the targeted areas, and the foreseeable consequences of such attacks. The use of these warnings as a tool to pave the way for further destruction and mass intimidation therefore constitutes a grave violation of international humanitarian law.

Since the ceasefire declared on 10 October and until today, Israel has continued to impose realities and policies on the ground aimed at turning the Gaza Strip into a coercive environment for the population and creating living conditions that are no longer sustainable. This has been carried out through widespread destruction, tightened restrictions, military control over vast areas of the Gaza Strip, and the continued daily bombardment and killing of Palestinians.

PCHR emphasizes that this pattern of attacks targeting what remains of the residential environment in the Gaza Strip forms part of the ongoing acts of genocide perpetrated by the IOF against Palestinians in the Gaza Strip. This is carried out through the systematic destruction of the essentials necessary for survival and life, and the imposition of living conditions calculated to make life impossible or increasingly unbearable by depriving civilians of safe shelter, expanding the scope of forced displacement, and forcing the population to live in an environment unfit for human life. Such acts amount to deliberately inflicting on the group conditions of life calculated to bring about its physical destruction, in whole or in part. This conduct further constitutes part of the ongoing crime of genocide, as well as grave war crimes and crimes against humanity committed in a widespread and systematic manner against the civilian population in the Gaza Strip.

PCHR calls on the international community to take immediate action to stop the systematic destruction crimes targeting civilians and their homes, compel Israel to cease its unlawful attacks against civilian objects, ensure international protection for civilians in the Gaza Strip, hold those responsible for the crimes committed accountable, and guarantee that they do not enjoy impunity.

♦️يدين المركز الفلسطيني لحقوق الإنسان بأشد العبارات تصاعد استهداف قوات الاحتلال الإسرائيلي ما تبقى من منازل سكنية في قطاع غزة، بما يشكل حلقة جديدة في سياسة التدمير المنهجي للأعيان المدنية وحرمان السكان من الحد الأدنى من مقومات البقاء، ضمن جريمة الإبادة الجماعية المستمرة منذ السابع من أكتوبر 2023.

▪️على مدى 31 شهراً من هجومها العسكري المتواصل على قطاع غزة، دمرت قوات الاحتلال الإسرائيلي أكثر من 80% من منازل القطاع، ما أجبر مئات آلاف المواطنين على النزوح إلى مراكز إيواء أو الإقامة في خيام مهترئة، أو بجوار ركام منازلهم، أو داخل منازل متضررة وآيلة للسقوط، في ظل غياب أي بدائل سكنية آمنة.

▪️وتعكس عودة قوات الاحتلال المكثفة لاستهداف المنازل المتضررة جزئيا أو التي اضطر السكان إلى ترميم أجزاء منها بوسائل بدائية، تعمدا واضحا لاستكمال تدمير البيئة السكنية في قطاع غزة، وفرض واقع معيشي كارثي يدفع السكان نحو مزيد من التشريد والمعاناة. كما تعكس هذه الهجمات نهجا قائما على الترويع الجماعي، وتوسيع دائرة الحرمان، وتعميق ظروف الحياة القاسية التي يعيشها المدنيون في القطاع.

📝ورصد باحثو المركز عودة الاحتلال في الأيام الماضية إلى سياسة قصف المنازل أو أماكن النزوح، بعد الاتصال بعدد من سكان الأماكن المستهدفة. ويشدد المركز على أن الاتصالات الهاتفية أو أوامر الإخلاء التي تصدرها قوات الاحتلال قبل تنفيذ الهجمات لا تعفيها من المسؤولية القانونية، ولا تضفي أي مشروعية على استهداف الأعيان المدنية. بل تؤكد هذه الإجراءات أن قوات الاحتلال تمتلك علما مسبقا بوجود المدنيين، وبطبيعة المناطق المستهدفة، وبالآثار المتوقعة لهجماتها، ما يجعل استخدامها كأداة تمهيد لعمليات التدمير والترويع الجماعي انتهاكا جسيما لقواعد القانون الدولي الإنساني.

♦️PCHR Releases Its 2025 Annual Report

📄The Palestinian Centre for Human Rights (PCHR) has published its 2025 Annual Report, reviewing the human rights and international humanitarian law situation in the Occupied Palestinian Territory (oPt) during the period from 01 January to 31 December 2025. The report also highlights PCHR’s activities and interventions at both the international and local levels during the same period, and includes an executive summary and recommendations addressed to the international community.

◾️By the end of 2025, the deterioration of the human rights situation across the oPt had reached unprecedented levels. In the Gaza Strip, the Israeli Occupation Forces (IOF) continued throughout the year to perpetrate the crime of genocide ongoing since 7 October 2023. Despite the announcement of a fragile ceasefire in October 2025, the IOF continued their policies of killing, destruction, starvation, and the imposition of coercive living conditions that ultimately threaten the destruction of Palestinians as a group, while the risks of forced displacement and mass expulsion remain ongoing and imminent.

▪️In parallel with the crime of genocide in the Gaza Strip, the IOF escalated the commission of crimes in the West Bank, including occupied East Jerusalem, where policies and practices amounting to ethnic cleansing have been pursued with the aim of uprooting Palestinians from their land. This was particularly evident throughout the year in the intensified attacks carried out by settler militias, backed and protected by the IOF, against Palestinian civilians and their property across the West Bank. The year also witnessed widescale military campaigns in the northern West Bank that resulted in the killing of hundreds of Palestinians, the destruction of infrastructure, the leveling of hundreds of homes, and the forcible displacement of thousands of residents from their homes. The report further reviews in detail the conditions of thousands of Palestinian detainees held in Israeli prisons and detention centers, including children and women, who have been subjected to the most heinous forms of torture and ill-treatment, including r**e and other forms of sexual violence.

▪️At the height of the ongoing deterioration of the human rights and international humanitarian law situation in the oPt, the U.S. Administration imposed unjust sanctions in September 2025 against PCHR, Al-Haq, and the Al Mezan Center for Human Rights. The three Palestinian organizations have played a leading role in legal advocacy before the International Criminal Court and were designated by the U.S. Department of the Treasury for their work related to the Court. These sanctions constitute the latest measure in a series of actions taken by the U.S. Administration against the Court, its judges, and staff, aimed at undermining the international justice system. The sanctions imposed on PCHR and its partners reflect the significance of the efforts they are undertaking to combat the culture of impunity enjoyed by Israel and its political and military leaders, as well as the importance of the strategic breakthroughs achieved in this regard, particularly the issuance of arrest warrants against the Israeli Prime Minister and Minister of Defense. This further strengthens the organizations’ conviction and determination to continue pursuing this path.

📑 أصدر المركز الفلسطيني لحقوق الإنسان تقريره السنوي للعام 2025، الذي يستعرض حالة حقوق الإنسان والقانون الدولي الإنساني في الأرض الفلسطينية المحتلة خلال الفترة من 1 يناير وحتى 31 ديسمبر 2025، إضافة إلى عرض نشاطات المركز وتدخلاته على المستويين الوطني والدولي خلال ذات الأجل. كما يتضمن التقرير ملخصاً تنفيذياً وتوصيات للمجتمع الدولي.

♦️مع نهاية العام 2025، بلغ التدهور في حالة حقوق الإنسان في مختلف أنحاء الأرض الفلسطينية المحتلة مستويات غير مسبوقة. ففي قطاع غزة، واصلت قوات الاحتلال الإسرائيلي على امتداد العام جريمة الإبادة الجماعية المستمرة منذ السابع من أكتوبر 2023. ورغم الإعلان عن وقف إطلاق نار هش في أكتوبر 2025، واصلت قوات الاحتلال جرائم القتل والتدمير والتجويع وفرض ظروف معيشية طاردة تؤدي حتماً للقضاء على الفلسطينيين، فيما لا تزال مخاطر التهجير والطرد الجماعي قائمة ومستمرة.

◾️وبالتوازي مع جريمة الإبادة الجماعية في قطاع غزة، صعدت قوات الاحتلال وتيرة جرائمها في الضفة الغربية، بما فيها القدس الشرقية المحتلة حيث تمارس جرائم تطهير عرقي تهدف الى اقتلاع الفلسطينيين من أرضهم. وكان لافتاً على مدار العام تكثيف ميليشيات المستوطنين المدعومة بقوات الاحتلال اعتداءاتها على المدنيين الفلسطينيين وممتلكاتهم في مختلف أنحاء الضفة الغربية، إضافة إلى الحملات العسكرية واسعة النطاق شمال الضفة الغربية، التي أسفرت عن مقتل المئات، وتدمير البنية التحتية، وتسوية مئات المساكن بالأرض، وتهجير الآلاف من منازلهم. كما يستعرض التقرير بشكل مفصل أوضاع آلاف المعتقلين الفلسطينيين في السجون ومراكز التوقيف التابعة لقوات الاحتلال، بمن فيهم نساء وأطفال، الذين يتعرضون لأبشع أساليب التعذيب وأكثرها وحشية، بما في ذلك جرائم الاغتصاب والاعتداءات الجنسية.

▪️وفي ذروة التدهور المستمر في حالة حقوق الإنسان والقانون الدولي الإنساني في الأرض الفلسطينية المحتلة، فرضت الإدارة الامريكية في سبتمبر 2025 عقوبات جائرة على المركز الفلسطيني لحقوق الإنسان ومؤسسة الحق ومركز الميزان لحقوق الإنسان، المنظمات الفلسطينية الثلاث التي تقود العمل القانوني أمام المحكمة الجنائية الدولية، حيث وضعت الخزانة الأمريكية المنظمات الثلاث على لائحة العقوبات بسبب عملها أمام المحكمة. وتشكل هذه العقوبات أحدث حلقة في سلسلة إجراءات اتخذتها الإدارة الأمريكية ضد المحكمة وقضاتها وطواقمها تهدف إلى تقويض نظام العدالة الدولية. وتعكس العقوبات المفروضة على المركز وشركائه أهمية الجهود التي يبذلونها في مكافحة ثقافة الحصانة والإفلات من العقاب التي تتمتع بها إسرائيل وقادتها السياسيون والعسكريون، وأهمية الاختراقات الاستراتيجية التي تحققت في هذا المجال بإصدار مذكرتي اعتقال ضد رئيس وزراء الاحتلال ووزير دفاعه، وهو ما يعزز إيمان المنظمات وإصرارها على المضي قدماً في هذا المسار.

قانون يتيح إنشاء “محكمة خاصة” للفلسطينيين وتطبيقه بأثر رجعي يهدف لإضفاء شرعية على جرائم قتل مقررة مسبقاً

♦️ يدين المركز الفلسطيني لحقوق الإنسان بأشد العبارات القانون الذي أقره الكنيست الإسرائيلي لمحاكمة ما سمتهم “المسؤولين عن هجوم السابع من أكتوبر 2023”. ويدعو المركز المجتمع الدولي إلى التدخل لوقف تنفيذ مخططات قتل معدة مسبقأً من دولة الاحتلال لإضفاء شرعية قانونية على قرارات قتل ستطال مئات الفلسطينيين، تصدر عن محاكم عسكرية صورية.

▪️يأتي هذا التطور الخطير بحق #المعتقلين الفلسطينيين بعد أسابيع من إصدار قانون آخر بفرض عقوبة الإعدام على أسرى فلسطينيين نهاية مارس الماضي.1

💬 “على مدى عقود مارست قوات الاحتلال الإسرائيلي أساليب تعذيب وحشية ضد المعتقلين الفلسطينيين، أسفرت عن مقتل المئات منهم، لكننا الآن على أعتاب مرحلة جديدة ومختلفة: ارتكاب مجازر قتل جماعي لمئات المعتقلين بعد تقديمهم لمحاكم صورية تفتقر لأبسط مقومات العدالة. وكما شرع القضاء الإسرائيلي كل جرائم الاحتلال ضد الفلسطينيين على مدى عقود، يأتي هذا القانون الصادر عن الهيئة التشريعية ليضفي غطاء تشريعياً على تلك الجرائم، وهو ما يعني أن كل مؤسسات الحكم التنفيذية والتشريعية والقضائية في هذا النظام الاستعماري الاستيطاني العنصري هي متورطة وشريكة في جرائم الإبادة الجماعية والابارتهايد والتطهير العرقي،” المحامي راجي الصوراني، مدير المركز الفلسطيني لحقوق الإنسان.

Law Establishing a “Special Tribunal” for Hamas Nukhba Force Members and Its Retroactive Application Seek to Provide Legitimacy Pre-Determined Killings

♦️The Palestinian Centre for Human Rights (PCHR) condemns in the strongest terms the law approved by the Israeli Knesset on the trial of members of Hamas’s “Nukhba Force” accused by Israel of taking part in the 7 October attacks. The law establishes special military tribunals empowered to issue death sentences and is expected to be applied retroactively against hundreds of Palestinians. PCHR calls on the international community to intervene to halt the planned executions prepared by the Israel to provide legal legitimacy to decisions to kill hundreds of Palestinians through sham military courts.

▪️This serious development targeting Palestinian detainees comes only weeks after another law was passed at the end of last March providing for the imposition of the death penalty against Palestinian detainees.1

💬 “Over decades, the Israeli Occupation Forces (IOF) have employed various methods of brutal torture against Palestinian detainees, leading to the deaths of hundreds of them. Today, however, we stand on the brink of a new and far more dangerous phase: the commission of mass killings against hundreds of detainees following trials before sham courts that lack the most basic guarantees of justice. The Israeli judiciary has, for decades, provided legitimacy for Israel’s crimes against Palestinians, and this law, enacted by the legislative authority, comes as a further attempt to legitimize such crimes. This underscores the involvement and complicity of all judicial, legislative, and executive authorities within this racist settler-colonial regime in the crimes of genocide, apartheid, and ethnic cleansing,” said Raji Sourani, PCHR’s Director.

The Palestinian Centre for Human Rights (PCHR) condemns the ongoing escalation of killings and direct attacks carried out by the Israeli Occupation Forces (IOF) against civilians and civilian objects in the Strip, including repeated attacks targeting police and security personnel while performing their civilian duties, as well as attacks on gatherings of people and tents sheltering displaced persons in densely populated areas overcrowded with residents and displaced families.

PCHR emphasizes that the civilian police apparatus, in all its branches and formations, constitutes civilian objects protected under the rules of international humanitarian law, as they are institutions entrusted with maintaining public order, safeguarding the lives of civilians, and regulating their daily affairs. International law prohibits the targeting of civilian police personnel or their headquarters unless they directly participate in hostilities, which the Israeli occupation authorities have failed to establish in any of the repeated attacks carried out against them.

Since Israel’s widescale offensive on the Gaza Strip in 2008, the IOF (IOF) have persistently and systematically targeted police headquarters, civilian police apparatuses, and their personnel. This forms part of a calculated policy aimed at undermining civilian infrastructure and perpetuating fear and panic among the civilian population. This pattern of attacks has significantly escalated in recent months, particularly following attempts to rehabilitate parts of the police apparatus and resume their operations, even at a minimal level, in order to meet the population’s basic security and humanitarian needs amid the extensive collapse affecting the Gaza Strip’s institutions as a result of the ongoing genocide.

According to PCHR’s field documentation, over the past three days, deadly attacks have been recorded, resulting in the killing and injury of civilians, including children and police personnel.

PCHR emphasizes that the targeting of civilian security officers and law enforcement personnel responsible for maintaining public order, as well as the targeting of civilians and tents sheltering displaced persons, constitute serious violations of international humanitarian law, particularly the principles of distinction and military necessity. It further stresses that the targeting of personnel while performing their civilian duties and services amid their presence in places of shelter, amounts to war crimes that require international accountability.

PCHR emphasizes that the IOF’s ongoing widescale killings and targeting of civilians, combined with the continuing policies of siege, starvation, and restrictions on movement, constitute a complementary pattern of acts that may amount to the crime of genocide under international law, in particular the 1948 Convention on the Prevention and Punishment of the Crime of Genocide.

PCHR calls for the immediate cessation of all attacks targeting civilians and civilian objects in the Gaza Strip, the lifting of all restrictions on the movement of persons, and the full respect for the rules of international humanitarian law, particularly the principles of distinction and military necessity. It further calls for the activation of accountability mechanisms for these crimes, the prosecution of those responsible, and an end to impunity.
