The Annual Report is here!
We are proud to present this year's WSF flagship publication: "Securing Europe from the Eastern Flank to the High North. Strategy for the Nordic-Baltic-Polish Group", released under our 2026 Umbrella Message .
Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, Poland and Sweden guard 3,800 km of NATO and EU border with Russia and Belarus, and already read the threat the same way. The Report's message: that convergence now has to be turned into influence. The nine states have to prepare for what comes after the war now - with the region's red lines agreed before the next round of negotiations rather than improvised under pressure, and with the region itself no longer described as Europe's frontline, but acting as an architect of the order that follows.
The Report's weight comes from the people behind it - prepared by the analytical team of the Casimir Pulaski Foundation with a Working Group of 27 contributors from all nine states: serving and former ministers of foreign affairs, defence and energy, a former head of state, deputy speakers of parliament, chairs of parliamentary committees, ambassadors, senior military officers, and leading analysts.
Three chapters, six strategic goals:
📌 a common, long-term European strategy towards Russia, with red lines agreed before negotiations begin
📌 Ukraine's EU and NATO accession treated as an investment in the region's own security
📌 a stronger European pillar in NATO, with the eastern flank and the High North as one operational theatre
📌 a credible answer on the nuclear dimension - conventional long-range deterrence and a fairer regional share in the Alliance's existing arrangements
📌 protection of critical energy and undersea infrastructure in the Baltic Sea, by design and by deterrence
📌 a regional partnership on critical raw materials, where processing rather than extraction is the bottleneck
One line runs through the whole document without qualification: post-war must not mean post-threat.
