برکینگ بیریرز وومنز نے بلوچستان کی پہلی اسسبیلٹی سٹڈی جاری کردی
کوئٹہ (رپورٹ ایم ای ڈیجیٹل):
بلوچستان میں معذور افراد (PWDs) کے لیے سرکاری عمارتوں کی رسائی سے متعلق پہلی جامع تحقیق میں انکشاف ہوا ہے کہ صوبے میں زیادہ تر سرکاری ادارے معذور افراد کے لیے قابل رسائی نہیں ہیں۔

یہ تحقیق ڈاکٹر لبینہ داؤد بیگ، صدف اجمل ،کرامت اللہ خان نے افراد باہم معزوران کے ذریعے کرائی ہےاور ان کی ٹیم نے Accessibility Code of Pakistan 2006 کی بنیاد پر کی، جس میں کوئٹہ اور لورالائی کے 53 سرکاری اداروں کا جائزہ لیا گیا۔ تحقیق جولائی 2024 سے مارچ 2025 کے دوران مکمل کی گئی، جبکہ خاص بات یہ ہے کہ اس سروے میں خود معذور افراد نے حصہ لیا۔

تحقیق کے مطابق:

صرف 31 فیصد عمارتیں قابل رسائی ہیں
جبکہ 69 فیصد مقامات پر Accessibility موجود نہیں
کئی اہم دفاتر جیسے سوشل ویلفیئر، نادرا، الیکشن کمیشن، پوسٹ آفس، بینک، پولیس اسٹیشنز اور سول کورٹس بھی معذور افراد کے لیے غیر موزوں پائے گئے

رپورٹ میں یہ بھی بتایا گیا کہ کئی اداروں میں ریمپس (Ramp) موجود ہیں مگر وہ عملی طور پر ناقابل استعمال ہیں، جبکہ کچھ جگہوں پر وہ صرف “قبر تک جانے کے راستے” جیسے ہیں۔

صدف اجمل کے مطابق وہ گزشتہ 17 سال سے معاشرے کو سب کے لیے قابل رسائی بنانے کی جدوجہد کر رہی ہیں۔ ان کا کہنا تھا کہ دنیا میں تقریباً 15 فیصد جبکہ پاکستان میں 10 فیصد افراد کسی نہ کسی معذوری کا شکار ہیں، لیکن انہیں معاشرے میں نظر انداز کیا جاتا ہے۔

تحقیق میں مزید انکشاف ہوا کہ:

ایمرجنسی ایگزٹ بھی زیادہ تر عمارتوں میں قابل رسائی نہیں
فزیکل ہینڈیکیپ لرننگ سینٹر تک رسائی بھی ممکن نہیں تھی
ٹی بی سینیٹوریم میں وہیل چیئر کی سہولت تک محدود رسائی ہے

ماہرین نے سفارش کی ہے کہ:

Accessibility قوانین کو قانونی طور پر لازمی (Legal Binding) بنایا جائے
بلڈنگ پلانرز اور انجینئرز کو اس حوالے سے تربیت دی جائے
معذور افراد کو پالیسی سازی میں شامل کیا جائے
نصاب میں آگاہی شامل کی جائے
مردم شماری میں معذور افراد کو مکمل شامل کیا جائے
ملازمتوں میں کوٹہ بڑھایا جائے

وزیراعلیٰ بلوچستان میر سرفراز بگٹی کو اس حوالے سے خط لکھنے کی بھی تجویز دی گئی ہے، جبکہ یہ بھی کہا گیا ہے کہ معذور افراد کے لیے توہین آمیز القابات کو جرم قرار دیا جائے۔پہلی تحقیقی رپورٹ این سی ایچ ار کے دفتر میں جاری کی گی ،این سی

Breaking Barriers Women in collaboration with Chanan Development Association (CDA) Pakistan successfully organized a Stakeholders’ Consultation on the Accessibility of Public Buildings in Balochistan on 16 April 2026 at National Commission for Human Rights Quetta office, bringing together key voices to advance inclusion and accessibility for persons with disabilities.

The consultation convened a diverse group of stakeholders, including representatives from government departments, media, academia, civil society organizations, and Organizations of Persons with Disabilities (OPDs). The session provided a dynamic platform for dialogue, collaboration, and collective reflection on the current state of accessibility in public infrastructure across Balochistan.

During the consultation, B*W presented its comprehensive, published research study on the accessibility of public buildings in the province. The study highlighted critical gaps in infrastructure, limited adherence to accessibility standards, and the urgent need for integrating inclusive and universal design principles in public spaces.

An interactive discussion followed, where participants shared insights, experiences, and practical recommendations. The conversation emphasized the importance of joint efforts strengthening policy implementation, raising awareness through media, promoting research, and ensuring that the voices of persons with disabilities remain at the center of all initiatives.

A key outcome of the consultation was the development of a joint action plan aimed at strengthening the dissemination of research findings and promoting advocacy for accessible public buildings. Stakeholders committed to working collaboratively to drive meaningful change and ensure inclusive infrastructure for all.

Together, we move forward towards a more accessible, inclusive, and equitable Balochistan.

The consultation aimed to foster multi-stakeholder dialogue, promote inclusive practices, and build a shared understanding of the barriers faced by persons with disabilities in accessing public infrastructure.

The event brought together a diverse group of participants, including representatives from government departments, media, academia, civil society organizations, and Organizations of Persons with Disabilities (OPDs). This inclusive participation ensured that the discussion reflected a wide range of perspectives, combining policy insights, technical expertise, advocacy experience, and lived realities.

During the consultation, B*W presented its detailed, published research study on the accessibility of public buildings in Balochistan. The presentation highlighted key findings, including gaps in infrastructure design, limited compliance with accessibility standards, and the urgent need for integrating universal design principles in public construction. Participants were also briefed on the research methodology and practical recommendations for improving accessibility across public spaces.

The session was followed by an interactive discussion, where stakeholders actively engaged in sharing their views, identifying challenges, and proposing context-specific solutions. The dialogue emphasized the importance of coordinated efforts among government bodies for policy enforcement, the role of media in awareness raising, academia in strengthening research and evidence, civil society in advocacy, and OPDs in ensuring meaningful participation of persons with disabilities.

As a key outcome of the consultation, participants collaboratively developed a joint action plan aimed at strengthening the dissemination of the research findings. The plan outlined strategic actions, including advocacy with relevant authorities, increased media engagement, knowledge-sharing initiatives, and sustained collaboration among stakeholders to promote accessibility standards in public buildings across Balochistan.

The consultation concluded with a strong commitment from all stakeholders to work collectively towards creating inclusive, accessible, and rights-based public infrastructure, ensuring that persons with disabilities can fully participate in all aspects of social and public life.

Breaking Barriers Women in partnership with Chanan Development Association (CDA) Pakistan organized an informative awareness session under the AMN RANG Project, “Inclusion Now: Advocating for Accessibility, Representation & Rights.” The session was designed to connect Persons with Disabilities (PWDs) with essential information on existing social protection and welfare initiatives.

Participants were engaged in a detailed discussion on how to access support through key programs including BISP, Bait-ul-Mal, BEEF, services by Nadra, disbaility certificate and various Social Welfare services. Guidance was also provided on admissions within Social Welfare Complexes and the scope of the KUMAK Policy, helping individuals better understand their rights and the resources available to them.

By fostering awareness and encouraging informed access to these services, the initiative aimed to strengthen inclusion and empower PWDs to actively participate in society with dignity and confidence.

Breaking Barriers Women , in collaboration with Chanan Development Association (CDA) Pakistan, successfully conducted an impactful awareness-raising session under the AMN RANG Project titled “Inclusion Now: Advocating for Accessibility, Representation & Rights.”

The session focused on empowering Persons with Disabilities (PWDs) by increasing their awareness of available social welfare mechanisms and support systems. Participants were guided in detail about key programs and initiatives designed to facilitate their social and economic inclusion.

A comprehensive overview was shared on the support available through Social Welfare Departments, BEEF, Bait-ul-Mal, and BISP. Additionally, participants were informed about admission processes at Social Welfare Complexes and the provisions under the KUMAK Policy, enabling them to better access opportunities and services tailored to their needs.

This initiative reaffirmed our commitment to ensuring that no one is left behind. By strengthening awareness and accessibility, we move one step closer to a more inclusive, equitable, and empowered society.

Breaking Barriers Women conducted a comprehensive research study on the Accessibility of Public Buildings in Balochistan. The study, titled “Accessibility Requirements for External Environment, Internal Environment, Building Accessibility and Emergency Egress Especially for Persons with Disabilities,” examines the barriers faced by people with disabilities in navigating public spaces. It provides detailed analysis and recommendations for enhancing accessibility in both the external and internal environments of public buildings, including emergency egress provisions. This research aims to inform policymakers, planners, architects, and civil society on practical steps to make public infrastructure inclusive and accessible for all.

بریکننگ بیریئرز ویمن (B*W) نے چانن ڈویلپمنٹ ایسوسی ایشن (CDA) پاکستان کے اشتراک سے 13 جنوری 2026 کو بلوچستان میں سرکاری عمارتوں کی رسائی پذیری کے موضوع پر ایک اہم اسٹیک ہولڈرز کنسلٹیشن کا انعقاد کیا۔ اس مشاورتی اجلاس کا مقصد مکالمے، معلومات کے تبادلے اور مشترکہ عملی اقدامات کے ذریعے صوبے بھر میں معذور افراد کے لیے شمولیت اور رسائی کو بہتر بنانا تھا۔

اس پروگرام کی میزبانی صدف اجمل، ایگزیکٹو ڈائریکٹر بریکننگ بیریئرز ویمن نے نہایت خوش اسلوبی اور پیشہ ورانہ انداز میں کی۔ انہوں نے اپنے ادارے کے وژن، مقاصد اور معذور افراد کے حقوق و شمولیت کے لیے جاری اقدامات پر تفصیلی روشنی ڈالی اور کنسلٹیشن سیشن کی اہمیت کو واضح کیا۔

کنسلٹیشن کے مرکزی سیشن میں اس تحقیق کی ریسرچر میڈم لبانہ نے ایک جامع اور پروفیشنل پریزنٹیشن کے ذریعے بلوچستان میں سرکاری عمارتوں کی رسائی پذیری سے متعلق تحقیقی رپورٹ پیش کی۔ پریزنٹیشن میں تحقیق کے طریقہ کار، اہم نتائج، موجودہ خامیوں، قانونی عملدرآمد کی صورتحال اور شمولیتی منصوبہ بندی کے لیے عملی سفارشات کو واضح انداز میں بیان کیا گیا۔

اس کنسلٹیشن میں مختلف شعبہ ہائے زندگی سے تعلق رکھنے والے اسٹیک ہولڈرز نے شرکت کی، جن میں سول سوسائٹی کی نمایاں شخصیات ڈاکٹر فرخندہ اورنگزیب، میڈم سائمہ ہارون، میر بہرام بلوچ، میر بہرام لہڑی، رضوان کاسی، ایڈووکیٹ عبدالحئی، پروفیسر اورنگزیب، اشفاق مینگل، شیزان ولیم، گل حسن درانی، اللہ رکھا، عزت اللہ، منظور رند اور دیگر شامل تھے۔ اس کے علاوہ معذور افراد، سرکاری افسران، یو این وومن کے نمائندے، لیبر ایسوسی ایشن کے نمائندے، ماہرِ نفسیات اور دیگر متعلقہ اداروں کے افراد نے بھی شرکت کی۔

پریزنٹیشن کے بعد ایک بامقصد اور تعاملی بحث ہوئی جس میں شرکاء نے تحقیق پر اپنے خیالات، تجربات اور تجاویز کا اظہار کیا۔ مختلف شعبوں کی آرا نے اس امر کو مزید اجاگر کیا کہ سرکاری عمارتوں میں رسائی پذیری نہ صرف ایک قانونی تقاضا ہے بلکہ ایک سماجی ذمہ داری بھی ہے۔

کنسلٹیشن کے ایک اہم نتیجے کے طور پر شرکاء نے باہمی مشاورت سے ایک مشترکہ ایکشن پلان تشکیل دیا، جس میں تحقیقی نتائج کی وسیع تشہیر، متعلقہ حکام سے مؤثر وکالت، میڈیا کے ذریعے عوامی آگاہی اور سرکاری عمارتوں میں رسائی کے معیارات کے فروغ کے لیے مربوط اقدامات شامل کیے گئے۔ اجلاس کے اختتام پر تمام شرکاء نے بلوچستان میں عوامی انفراسٹرکچر کی ترقی کے عمل میں معذور افراد کے حقوق، شمولیت اور رسائی پذیری کو یقینی بنانے کے لیے مشترکہ طور پر کام کرنے کے عزم کا اعادہ کیا۔
