📢 Awareness Session on Voting Rights for Persons with Visual Impairment
Quetta | 1 September 2026
The Pakistan Association of the Blind (PAB), Balochistan Provincial Branch, organized an important awareness session at PAB House, Satellite Town, Quetta, with the support of the Election Commission of Balochistan.
The session aimed to raise awareness among persons with visual impairment about their right to vote, accessible voting facilities, the importance of their vote, and different methods of casting a vote for persons with disabilities.
During the session, Mr. Naseeb uLla and Mr. Usman Ali, Election Commission Officers, provided valuable information and guidance to visually impaired participants regarding the voting process and available accessibility measures. The participants also had the opportunity to learn about how they can exercise their democratic right to vote independently and confidently.
At the conclusion of the session, Mr. Nematullah Kakar, General Secretary, Pakistan Association of the Blind, Balochistan, expressed his sincere gratitude to the Election Commission of Pakistan and the Election Commission of Balochistan for organizing and supporting this important awareness session for persons with visual impairment in Quetta.

🎓 Closing Ceremony & Certificate Distribution Ceremony

Pakistan Association of the Blind (PAB), Balochistan Provincial Branch is pleased to announce the successful completion of its one-month Android Accessibility & Smartphone Training Course for persons with visual impairment.

The closing ceremony and certificate distribution held today at 3:00 PM at PAB House, Satellite Town, Quetta.

On this occasion, Mr. Namat Ullah Kakar, General Secretary PAB, and Mr. Ghulam Abbas Zahid, Finance Secretary PAB, distributed certificates among the successful participants and appreciate their dedication and efforts throughout the training.

مورخہ 10 اگست 2026 کو بمقام PAB House، سیٹلائٹ ٹاؤن کوئٹہ میں PAB بلوچستان کی انتظامیہ کا ایک اہم عمومی اجلاس منعقد ہوا، جس میں تنظیم کے تمام سیکرٹریز نے شرکت کی اور اپنی اپنی کارکردگی رپورٹس پیش کیں۔
اجلاس کا باقاعدہ آغاز تلاوتِ کلامِ پاک سے ہوا۔ اس موقع پر تنظیم سے وابستہ تمام مرحومین کے ایصالِ ثواب کے لیے خصوصی طور پر فاتحہ خوانی اور دعائے مغفرت بھی کی گئی۔
اجلاس میں تنظیم کی مجموعی کارکردگی رپورٹ برائے توسعی پیش کی گئی، جس کا انتظامیہ کے اراکین نے تفصیلی جائزہ لینے کے بعد اسے تسلی بخش قرار دیا۔
اجلاس کے دوران عالمی یومِ سفید چھڑی (15 اکتوبر) کی تیاریوں، نئے کورسز کے انعقاد، تربیتی و فلاحی سرگرمیوں اور نابینا افراد کو درپیش دیگر اہم مسائل پر خصوصی طور پر تفصیلی گفت و شنید کی گئی۔
مزید برآں، معذور ملازمین کے لیے اسپیشل کنوےنس الاؤنس کی فراہمی، بے روزگار نابینا افراد کے لیے روزگار کے مواقع، اور حکومت کی کومک پالیسی پر عملدرآمد میں سست روی کے حوالے سے گہری تشویش کا اظہار کیا گیا۔ اجلاس میں ان مسائل کے ممکنہ حل کے لیے متفقہ طور پر جدوجہد کو مزید مؤثر اور تیز کرنے پر غور کیا گیا۔
اجلاس کے اختتام پر اس عزم کا اظہار کیا گیا کہ نابینا افراد کے حقوق، روزگار، تعلیم، تربیت اور فلاح و بہبود کے لیے اجتماعی جدوجہد کو مزید منظم اور مؤثر بنایا جائے گا۔

the Pakistan Association of the Blind Balochistan Provincial Branch, successfully organized the opening ceremony of its One-Month Basic Computer and Androidphone Accessibility Training Course for visually impaired persons. This training program has been launched to equip visually impaired individuals with essential computer and Android phone digital accessibility skills, enabling them to participate more independently and confidently in today's technology-driven world.

The opening ceremony was held on 13 of July 2026 at 4:00 p.m. at PAB House, Satellite Town, Quetta.

The ceremony commenced with the recitation of the Holy Quran, followed by a welcome address by Mr. Namat ullah kakar General Secretary of the Pakistan Association of the Blind, Balochistan Provincial Branch. He warmly welcomed the chief guest, distinguished guests, and all trainees and thanked everyone for attending the event.

The President, Mr. Ghulam Dastageer, and the Finance Secretary, Mr. Ghulam Abbas Zahid addressed the gathering and emphasized the importance of modern technology and digital accessibility for visually impaired persons. They encouraged the trainees to take full advantage of this opportunity to develop valuable skills for education, employment, and independent living.

The training course was formally inaugurated by the Chief Guest, Mr. Mohsin Ali, Finance Secretary of the Pakistan Association of the Blind National, Karachi. In his address, he congratulated the Pakistan Association of the Blind, Balochistan Provincial Branch, for providing this valuable opportunity to the visually impaired community of Balochistan. He appreciated the efforts of the provincial branch and assured everyone that he would continue his support and struggle for the empowerment and development of visually impaired persons in Balochistan in the future.

The Pakistan Association of the Blind, Balochistan Provincial Branch, remains committed to promoting digital inclusion, quality education, and equal opportunities for persons with visual impairments. We wish all trainees a successful and productive learning experience.

​موضوع: بلوچستان بجٹ 2026-27: افراد باہم معذوری کے ساتھ سنگین مذاق اور حکومتی ہٹ دھرمی کے خلاف بھرپور احتجاج
​پاکستان ایسوسی ایشن آف دی بلائنڈ (صوبائی شاخ بلوچستان) حکومتِ بلوچستان کے حالیہ بجٹ اقدامات کی شدید ترین الفاظ میں مذمت کرتی ہے اور اس بے حسی کے خلاف اپنے سخت احتجاج کا اعلان کرتی ہے۔ حکومت نے ایک بار پھر یہ ثابت کر دیا ہے کہ اس کی ترجیحات میں صوبے کے سب سے مظلوم اور نظر انداز کیے گئے طبقے—یعنی افراد باہم معذوری—کے لیے کوئی جگہ نہیں ہے۔
​حکومتِ بلوچستان کے بجٹ کے تلخ حقائق درج ذیل ہیں:
​بلوچستان کمک پروگرام کی ناکامی: چند سال قبل افراد باہم معذوری کے لیے "بلوچستان کمک پروگرام" کا آغاز بڑے طمطراق سے کیا گیا تھا، لیکن انتہائی افسوس اور حیرت کا مقام ہے کہ طویل عرصہ گزرنے کے باوجود اس میں رتی برابر پیش رفت نہیں ہو سکی۔ حکومت صرف لسٹیں اور فہرستیں بنانے تک محدود ہے اور عملی طور پر آج تک ایک بھی فردِ باہم معذوری اس پروگرام سے مستفید نہیں ہو سکا۔
​33 ہزار رجسٹرڈ افراد اور صرف 500 ویل چیئرز: ریکارڈ پر موجود تقریباً 33 ہزار رجسٹرڈ افراد باہم معذوری کے لیے بجٹ میں محض 500 الیکٹرک ویل چیئرز کا اعلان کرنا ان کے زخموں پر نمک چھڑکنے کے مترادف ہے۔
​دیگر معذوریوں کو یکسر نظر انداز کرنا: یہ 500 ویل چیئرز بھی صرف جسمانی طور پر چیلنجڈ افراد کے کام آ سکتی ہیں (جو کہ خود تعداد میں اونٹ کے منہ میں زیرے کے برابر ہے)۔ لیکن محرومِ سماعت و گویائی (بہرے اور گونگے)، محرومِ بصارت (نابینا) اور دیگر متعدد اقسام کے افراد باہم معذوری کو اس بجٹ میں بالکل ہی فراموش کر دیا گیا ہے۔
​ملازمین کے کنوینس الاؤنس میں صفر اضافہ: سرکاری محکموں میں کام کرنے والے افراد باہم معذوری کے زمرے میں آنے والے ملازمین کے لیے کنوینس الاؤنس میں کسی قسم کا اضافہ نہیں کیا گیا، جو حکومت کی بے حسی کا واضح ثبوت ہے۔
​جھوٹے وعدے اور دلاسے: گزشتہ سال ہم نے حکومت کو نابینا طلبہ و طالبات کے لیے لیپ ٹاپس کی فراہمی کی درخواست دی تھی جس پر باقاعدہ یقین دہانی کرائی گئی تھی، لیکن بجٹ میں اس کا کوئی نام و نشان تک نہیں۔
​کاغذی دعوے بمقابلہ تلخ حقیقت: کاغذات کی حد تک تو "بلوچستان افراد باہم معذوری ایکٹ 2017" میں بہت کچھ سنہری حروف میں لکھا ہوا ہے، لیکن جب حقیقی میدان میں عمل کی باری آتی ہے، تو زمین پر کچھ بھی نظر نہیں آتا۔
​ہماری اپیلیں اور مطالبات:
​صدرِ پاکستان جناب آصف علی زرداری سے خصوصی اپیل:
ہم صدرِ پاکستان جناب آصف علی زرداری صاحب سے انتہائی ادب اور امید کے ساتھ اپیل کرتے ہیں کہ انہوں نے صوبہ سندھ میں افراد باہم معذوری کے حقوق اور فلاح و بہبود کے لیے انتہائی دوررس اور بامعنی اقدامات اٹھائے ہیں جو قابلِ تحسین ہیں۔ چونکہ بلوچستان میں بھی پاکستان پیپلز پارٹی کی حکومت ہے، اس لیے ہم صدرِ مملکت سے گزارش کرتے ہیں کہ وہ فوری طور پر وزیرِ اعلیٰ بلوچستان کو ہدایت جاری کریں کہ وہ سندھ کی طرز پر بلوچستان میں بھی افراد باہم معذوری کے لیے جامع اور بہترین پالیسیاں تشکیل دیں تاکہ یہاں کے مظلوم طبقے کی محرومیوں کا ازالہ ہو سکے۔
​گورنر اور وزیرِ اعلیٰ بلوچستان سے مطالبہ:
ہم گورنر بلوچستان اور وزیرِ اعلیٰ بلوچستان سے مطالبہ کرتے ہیں کہ وہ اس بجٹ پر نظرِ ثانی کریں اور افراد باہم معذوری کو محض کاغذی دلاسوں کے بجائے عملی اقدامات کے ذریعے ان کے جائز حقوق فراہم کریں۔
​صوبائی اسمبلی بلوچستان کے تمام پارلیمانی ارکان سے اپیل:
ہم بلوچستان اسمبلی کے تمام معزز پارلیمانی ارکان سے اپیل کرتے ہیں کہ وہ اسمبلی کے فلور پر افراد باہم معذوری کی آواز بنیں اور حکومت کو اس ناانصافی کے خلاف کٹہرے میں کھڑا کریں۔
​عدلیہ اور انسانی حقوق کے اداروں سے اپیل:
ہم چیف جسٹس آف پاکستان، چیف جسٹس بلوچستان ہائی کورٹ اور تمام فلاحی و انسانی حقوق کے اداروں سے پرزور اپیل کرتے ہیں کہ وہ بلوچستان حکومت کی اس ہٹ دھرمی کا نوٹس لیں اور ہمیں انصاف دلانے میں ہماری مدد کریں۔
​پاکستان ایسوسی ایشن آف دی بلائنڈ (بلوچستان) یہ واضح کرنا چاہتی ہے کہ ہم اپنے حقوق کے حصول اور ایک باوقار زندگی کے حق کے لیے ہر سطح پر آواز اٹھاتے رہیں گے اور جب تک ہمیں انصاف نہیں ملتا، ہم چین سے نہیں بیٹھیں گے۔

The proudly participated in the 3-day Business Expo organized by Hum Yaar Connectivity people at Hussainian Park, Hazara Town, Kirani Road, Quetta.
The Expo started on 15 May 2026 and concluded successfully today. During this successful event, our organization installed an awareness stall to promote the education, training, rehabilitation, and empowerment of visually impaired persons.
Special awareness was also created about the Braille System, which plays a vital role in the education and independence of blind and visually impaired individuals. Visitors were introduced to the importance of Braille reading and writing and how it helps visually impaired persons achieve confidence and equal opportunities in society.
The participants highly appreciated the remarkable talents and abilities of visually impaired persons. Our team showcased beautiful handicrafts, creative artwork, and skills developed by visually impaired individuals, proving that disability is not inability.

آج بمورخہ 16 اپریل 2026 بمقام پاکستان ایسوسی ایشن آف دی بلائنڈ، ہاؤس نمبرA-18، سیٹلائٹ ٹاؤن، کوئٹہ میں ایسوسی ایشن کی انتظامیہ کا عمومی اجلاس منعقد کیا گیا۔ اجلاس صدرِ انجمن کی زیرِ صدارت منعقد ہوا۔

اجلاس میں نابینا افراد کے لیے تربیتی کورسز کے انعقاد کی منظوری دی گئی، تاکہ انہیں عملی مہارتوں سے آراستہ کر کے معاشرے کا فعال حصہ بنایا جا سکے۔ مزید برآں، سرکاری سطح پر نابینا افراد کے لیے سہولیات اور تعلیمی مواقع کو مؤثر اور جامع بنانے پر بھی زور دیا گیا۔

اجلاس کے دوران اسپیشل ایجوکیشن کی جانب سے سلیبس کو مختصر کرنے کے معاملے پر بھی غور کیا گیا، جس پر انتظامیہ نے شدید تشویش کا اظہار کیا۔ شرکاء نے اس بات پر اتفاق کیا کہ سلیبس میں کمی سے نابینا طلبہ کے تعلیمی معیار اور مستقبل کے مواقع متاثر ہو سکتے ہیں، لہٰذا اس فیصلے پر نظر ثانی کی اشد ضرورت ہے۔

آج مورخہ 14 مارچ 2026 کو بمقام PAB ہاؤس، سیٹلائٹ ٹاؤن کوئٹہ میں PAB بلوچستان کے زیرِ انتظام ایک اہم امدادی پروگرام کا انعقاد کیا گیا۔ اس پروگرام میں بڑی تعداد میں نابینا افراد نے شرکت کی۔

اس موقع پر PAB بلوچستان کی جانب سےمستحق نابینا افراد میں راشن اور نقد رقم تقسیم کی گئی تاکہ ان کی بنیادی ضروریات میں کچھ آسانی پیدا کی جا سکے۔

PAB بلوچستان اس موقع پر اپنے تمام مخیر حضرات، انسان دوست خواتین و حضرات اور معاون اداروں کا دل کی گہرائیوں سے شکریہ ادا کرتا ہے جن کے تعاون سے یہ فلاحی سرگرمی ممکن ہو سکی۔ آپ کی مدد اور تعاون معاشرے کے کمزور طبقات کے لیے امید کی ایک روشن کرن ہے۔

آخر میں تمام شرکاء اور معاونین کی صحت و سلامتی اور کامیابی کے لیے خصوصی دعا بھی کی گئی۔
