 Developing common positions as necessary to enhance relationships with government agencies.

 Learning from the varied experiences and knowledge of other members

 Ensuring that through better coordination and understanding there is less possibility of unnecessary duplication

 Developing linkages with other fora, government as well as learning and research institutions that are relevant to the sectoral interest of the network
