وزیراعلیٰ خیبرپختونخوا کے نام کھلا خط

محترم جناب علی امین گنڈاپور صاحب،
وزیراعلیٰ خیبرپختونخوا،
السلام علیکم!

نیشنل انفلونسرز کی جانب سے ہم آپ کی خدمت میں یہ کھلا خط پیش کر رہے ہیں تاکہ خیبرپختونخوا میں سٹریٹ وینڈرز (ریڑھی بانوں) کے لیے ایک باقاعدہ، مؤثر اور انسانی ہمدردی پر مبنی قانون سازی کی ضرورت کو اجاگر کیا جا سکے۔

ہمارے ادارے کی حالیہ تحقیق، جس میں صوبہ خیبرپختونخوا کے مختلف شہری مراکز کے سٹریٹ وینڈرز کی زمینی صورتحال کا جائزہ لیا گیا، جو یہ واضح کرتی ہے کہ سٹریٹ وینڈرز نہ صرف ایک بڑی تعداد میں غیر رسمی معیشت کا حصہ ہیں بلکہ وہ شہری معیشت کی ریڑھ کی ہڈی بھی ہیں۔ مگر افسوسناک حقیقت یہ ہے کہ وہ مسلسل متعدد سرکاری ڈیپارٹمنٹس سے ہراسانی، غیر یقینی، اور غیر قانونی جرمانوں کا سامنا کرتے ہیں کیونکہ ان کے کاروبار کو کوئی قانونی حیثیت حاصل نہیں۔

ہم آپ کی توجہ خیبرپختونخوا کے تحصیل کونسلز میں منظور کی گئی قراردادوں کی جانب مبذول کروانا چاہتے ہیں جس میں مطالبہ کیا گیا ہے کہ "سٹریٹ وینڈرز کو قانونی تحفظ دینے کے لیے مؤثر قانون سازی کی جائے تاکہ وہ عزت و وقار کے ساتھ اپنی روزی کما سکیں۔" تاہم، افسوس کے ساتھ کہنا پڑتا ہے کہ اس قرارداد پر تاحال کوئی عملی قانون سازی عمل میں نہیں لائی گئی۔

محترم وزیر اعلیٰ صاحب! سٹریٹ وینڈرز کے تحفظ اور عوامی فلاح کے لیے قانون سازی محض ایک سماجی مطالبہ نہیں، بلکہ یہ حکومتی کارکردگی، معیشت، اور شہری نظم و ضبط کی بہتری کا ذریعہ بن سکتا ہے۔

اس قانون سازی کے تحت اگر سٹریٹ وینڈرز کے لیے مخصوص "وینڈنگ زونز" مختص کیے جائیں، تو وہ بے ترتیبی سے سڑکوں پر بیٹھنے سے گریز کریں گے، جس سے راہگیروں اور ٹریفک کے روانی میں رکاوٹیں ختم ہوں گی اور شہری ماحول بہتر ہوگا۔

قانونی حیثیت ملنے سے سٹریٹ وینڈرز غیر رسمی معیشت سے نکل کر رسمی معاشی ڈھانچے میں شامل ہوں گے، جس سے حکومت کو محصولات، لائسنس فیس اور دیگر ذرائع سے آمدن حاصل ہوگی۔

جب وینڈرز کو قانونی تحفظ ملے گا، تو وہ پولیس، بلدیاتی عملے، یا دیگر غیر متعلقہ عناصر کی طرف سے روزمرہ کی رشوت ستانی، بلیک میلنگ اور ہراسانی سے محفوظ ہو جائیں گے اور اس سے کرپشن میں نمایاں کمی آئے گی۔

قانونی فریم ورک کے تحت انہیں نہ صرف اپنے کاروبار کو جاری رکھنے کی آزادی حاصل ہوگی بلکہ وہ مختلف فلاحی اسکیموں (مالی معاونت، تربیت وغیرہ) سے بھی مستفید ہو سکیں گے۔

نیشنل انفلوئنسرز، خیبرپختونخوا اسمبلی سے اور آپ کی حکومت سے پرزور مطالبہ کرتا ہے کہ خیبرپختونخوا میں "سٹریٹ وینڈرز (تحفظ، ریگولیشن اور فلاح) بل" کا مسودہ تیار کیا جائے۔ اور متعلقہ محکمے، سول سوسائٹی اور سٹریٹ وینڈرز کی نمائندہ تنظیموں کو اعتماد میں لے کر یہ بل صوبائی اسمبلی میں پیش کیا جائے۔ مزید سٹریٹ ونڈرز کیلئے "وینڈنگ زونز" کی نشاندہی، رجسٹریشن کا نظام، اور تربیتی پروگرام اس بل کا حصہ بنایا جائے۔

ہم اس قانون سازی کے لیے ہر ممکن تحقیق، پالیسی مشورہ، اور فنی معاونت فراہم کرنے کو تیار ہیں۔ یہ نہ صرف خیبرپختونخوا کے لیے ایک تاریخی اور انسان دوست قدم ہوگا بلکہ دیگر صوبوں کے لیے بھی مثالی ماڈل بنے گا۔

آپ کی قیادت میں ہم امید رکھتے ہیں کہ خیبرپختونخوا ملک کا پہلا صوبہ بنے گا جہاں سٹریٹ وینڈرز کو نہ صرف تسلیم کیا جائے گا بلکہ انہیں عزت و وقار سے روزگار کمانے کا آئینی، قانونی اور اخلاقی حق دیا جائے گا۔

On this Labour Day, National Influencers recognizes the dignity of work and the vital contribution of workers in building a productive, stable, and prosperous society. A truly free and flourishing society depends not only on enterprise and innovation, but also on fair, predictable, and rule-based institutions that protect both workers and employers equally under the law. When the rule of law is strong, property rights are secure, and economic opportunities are open, labour becomes more than a means of survival—it becomes a pathway to dignity, mobility, and human development.
As an organization committed to promoting limited and responsible government under the rule of law in Pakistan, National Influencers believes that meaningful labour reform should focus on strengthening legal protections for workers while avoiding excessive regulatory burdens on job creators. It should also ensure transparent and predictable labour regulations, expand opportunities through market-driven growth and entrepreneurship, and reduce structural barriers that keep individuals trapped in informal and vulnerable forms of employment. True progress is achieved when individuals are empowered to improve their lives through skill development, voluntary exchange, and open competition within a fair institutional framework.

Students for Economic and Social Affairs -SESA leaders organized an insightful session titled "An Introduction to Classical Economic Thought" under Global Accelerator Programs(GAP) in collaboration with Students For Liberty.

Students for Economic and Social Affairs -SESA leaders organized Samvad titled Why Be Libertarian, under the Global Accelerator Programs (GAP), in collaboration with Students For Liberty, at the Department of International Relations, University of Peshawar.

The session brought together a diverse group of participants, including two international students from Sri Lanka enrolled at the same university, creating space for meaningful cross-cultural dialogue on the ideas of liberty.

The discussion highlighted that liberty is not just about rights, but also about responsibilities, and that libertarianism is grounded in a simple moral framework: do no harm, do not steal, and do not coerce. They also explored how government power should remain minimal, with its core role being to protect individuals rather than control them. A key insight was that most of us already live by libertarian principles in our daily lives without realizing it, and that these ideas are not confined to any one country or region they are universal principles for all of humanity.
