An Early Hearing Application has been submitted, and it will be scheduled either for tomorrow or the upcoming Monday.

As of October 18th, 2023, the PMDC has not officially announced the PHC's decision made on October 9th, 2023, to re-take the ETEA MDCAT exam within 6 weeks. This delay is due to two writ petitions filed against the PHC's decision in the Hon' Supreme Court of Islamabad.

The hearing date for these petitions is expected to be scheduled in a day or two.
• It is anticipated that the Supreme Court will reconsider the PHC's decision, taking into account the argument of neglecting one side (the hardworking students) and deciding on another side.
• In this scenario, stay orders are likely to be granted to the hardworking students. Consequently, PMDC will not provide a specific date for the exam to students until the case is decided by the Supreme Court.

What does it mean?

The decision to retake MDCAT'23 by the "Caretaker Provincial Cabinet" was , especially considering it was influenced by a speculative report from the JIT, relying solely on assumptions rather than concrete evidence. This decision placed an unfair burden on the dedicated and hardworking students who had invested considerable time and effort to secure their places in medical schools. These students had tirelessly studied day and night, demonstrating their commitment to their goals.

In contrast, it's important to recognize that while students who did not perform well might desire a second chance, fairness should be maintained. A more equitable approach would involve addressing the concerns without penalizing all students. This decision not only impacted the dreams and aspirations of deserving candidates but also shook their confidence in the education system's integrity. Fairness and transparency are paramount in such matters to uphold the aspirations and hard work of diligent students.

The JIT, which submitted its report in PHC, Peshawar on 20th September 2023, stated that "It is estimated that nearly eight hundred candidates may have had access to the unfair mean." (Estimation is an assumption, not a Fact)
This estimation was based solely on examining statistics, particularly focusing on students scoring above 80%. In 2022, there were 3905 such students(80% & above) , whereas in 2023, the number rose to 5799(80% & Above), indicating a 48% increase.

It's worth noting that PMDC itself conducted the MDCAT in 2020 and 2021. (Hence no statistics were issued)

ETEA took the same test, as it does every year in 2019 & there were 768 students with 80% or more.
• The substantial increase from 2019 to 2022 (408%) (768 to 3905 in 3 Years) can be attributed to the rise in students opting to improve their scores, commonly referred to as repeaters.
• Also this increase is a natural outcome as parents increasingly invest in their children's education, including enrolling them in academies for additional support.

Conclusion:
The assumptions made by the JIT were completely invalid. Their estimation was solely based on the number of students with high marks, disregarding the fact that the increase was due to students retaking exams (Repeaters) and parents investing in education (Academies). These assumptions did not provide a reliable basis for their conclusions.

On 10th September 2023, the MDCAT ETEA Test in KPK went smoothly with no complaints until Tuesday night(12/09/2023) from the students. However, controversy arose when the VC of KMU, uploaded the statistics on his personal Twitter account(now known as X). This led to demands for an , triggering a series of events.
Some students filed an application with the Human Rights Cell, Peshawar in PHC which later became Writ Petition of 88 students. A stay order was issued on 15th September 2023.
That day the President of PMDC met with the Vice Chancellors of all Medical Universities and everyone was satisfied with the way MDCAT'23 was conducted.

Presiding over a post-examination analysis meeting focusing on the MDCAT 2023 in Islamabad, the Pakistan Medical and Dental Council (PMDC) President Prof Dr Rizwan Taj reviewed the overall conduct of the examination and discussed the challenges in result compilation, and evaluate the difficulty level of the test with the vice-chancellors of the exam-conducting varsities, asking them to take stern action against those involved in use of unfair means.....................
The Vice Chancellor of Khyber Medical University (KMU) reported that out of 46,439 registered students, 45,640 appeared for the exam, while 799 were absent. He highlighted that during the examination, 219 students were caught using unfair means and appropriate legal action had been taken against these individuals. Security measures included four-layered security checks and thorough body searches, and the authorities had received prior intelligence about potential cheating devices.

The KMU clarified that certain videos circulating on social media were several years old and not related to the current examination, as no outdoor exams had been conducted by KMU.
