PIMA Central Punjab Expresses Concern Over the Mayo Hospital Incident

Lahore: President of the Pakistan Islamic Medical Association (PIMA) Central Punjab, Prof. Dr. Muhammad Hamayun, has expressed serious concern over the manner in which the Medical Superintendent of Mayo Hospital was taken from his office by the Anti-Corruption Establishment.

Prof. Dr. Muhammad Hamayun stated that PIMA firmly believes in accountability and upholds the principle that no individual is above the law. However, every complaint must be investigated through lawful, transparent, and impartial procedures while ensuring due process and respect for the rights and dignity of all concerned. Likewise, all institutions and law-enforcement agencies are equally bound to act within the framework of the law.

He emphasized that Mayo Hospital is one of Pakistan's premier teaching and tertiary care institutions, and any action involving its administrative head should be undertaken with due legal process, appropriate institutional coordination, and due regard for the dignity of the medical profession. Any departure from established legal and administrative procedures, if established through an impartial inquiry, warrants appropriate action in accordance with the law.

PIMA Central Punjab has called upon the Government of Punjab to order a fair, transparent, and impartial inquiry into the conduct of the officials of the Anti-Corruption Establishment involved in the incident. If any official is found to have acted in violation of legal or administrative procedures, appropriate departmental and legal action should be taken.

PIMA believes that the manner in which this incident was handled has caused deep concern within the medical fraternity and has adversely affected the dignity of the medical profession, while also creating an unfortunate perception regarding the Health Department. The Association reiterates that accountability must always be exercised through due process, and that the rule of law, institutional dignity, and public confidence should remain paramount.

𝗣𝗮𝗸𝗶𝘀𝘁𝗮𝗻 𝗜𝘀𝗹𝗮𝗺𝗶𝗰 𝗠𝗲𝗱𝗶𝗰𝗮𝗹 𝗔𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗶𝗼𝗻 (𝗣𝗜𝗠𝗔)

PIMA strongly condemns the recent notification issued by the Government of Punjab, Specialized Healthcare & Medical Education Department, making a new Postgraduate Entrance Test mandatory for induction into Level-III Residency Training Programs from January 2027.

This decision is unjust, unnecessary, and haphazard, as it imposes yet another high-stakes examination on young doctors who have already undergone a rigorous assessment process through FCPS Part-I and JCAT/MD/MS examinations. Instead of simplifying postgraduate admissions, the government has chosen to increase the burden on medical graduates by introducing an additional examination without any clear justification.

Pakistan already possesses established and credible postgraduate qualifying examinations. Introducing another entrance test will only create confusion, increase financial and psychological stress on candidates, delay induction into residency programs, and add unnecessary bureaucratic hurdles.

PIMA firmly believes that there should be only one standardized examination for postgraduate residency in Punjab. If the government intends to introduce a separate Postgraduate Entrance Test, then FCPS Part-I and JCAT/MD/MS qualifying examinations should be abolished, ensuring that doctors are not compelled to prepare for multiple examinations assessing the same competencies.

Furthermore, merit for postgraduate induction must be determined solely on the basis of marks obtained in that single standardized examination, guaranteeing transparency, fairness, equal opportunity, and merit-based selection for all candidates. This approach would be consistent with internationally accepted models such as India's NEET-PG, where a single national examination determines eligibility and merit for postgraduate residency.

پیما کا ڈاکٹروں کے ساتھ ناروا رویے پر شدید تحفظات کا اظہار، صحت کے نظام میں حقیقی اصلاحات اور طبی عملے کے احترام کا مطالبہ
لاہور: پاکستان اسلامک میڈیکل ایسوسی ایشن (پیما) سنٹرل پنجاب نے صوبائی وزیرِ صحت جناب عمران نذیر کی جانب سے ایک ٹی ایچ کیو ہسپتال کے میڈیکل سپرنٹنڈنٹ کو ڈاکٹر کے دفتر میں ائیر کنڈیشنر کے درجۂ حرارت کے معاملے پر عوامی طور پر سرزنش کیے جانے کی اطلاعات پر شدید تحفظات کا اظہار کیا ہے۔ پیما کا مؤقف ہے کہ طبی پیشہ ور افراد کی عوامی سطح پر سرزنش اور تضحیک خوف کی فضا کو جنم دیتی ہے، پیشہ ورانہ حوصلہ شکنی کا باعث بنتی ہے اور پہلے سے مشکل حالات میں خدمات انجام دینے والے ڈاکٹرز اور دیگر طبی عملے کے لیے مزید مشکلات پیدا کرتی ہے۔
اپنے بیان میں پروفیسر ڈاکٹر محمد ہمایوں، صدر پیما سنٹرل پنجاب نے کہا کہ احتساب اور سرکاری وسائل کے مؤثر استعمال کی اہمیت سے انکار نہیں، تاہم اس مقصد کے حصول کے لیے وقار، پیشہ ورانہ انداز اور باہمی احترام کو ملحوظِ خاطر رکھنا ضروری ہے، نہ کہ عوامی سطح پر شرمندگی کا باعث بننے والے اقدامات کو اختیار کیا جائے۔
انہوں نے کہا کہ ڈاکٹروں کو صحت کے نظام کی تمام ناکامیوں کا ذمہ دار قرار دینا نہ صرف حقائق کے منافی ہے بلکہ اس سے اصل مسائل سے توجہ بھی ہٹتی ہے۔ انہوں نے کہا کہ صحت کے شعبے کو درپیش بنیادی مسائل میں گورننس کی کمزوریاں، ناکافی سرمایہ کاری، طبی افرادی قوت کی کمی اور ہر شہری کو معیاری، مساوی اور قابلِ رسائی صحت کی سہولیات فراہم کرنے میں حکومتی ناکامی شامل ہیں۔ ڈاکٹروں کو ہدف بنانے سے نہ یہ مسائل حل ہوں گے اور نہ ہی عوام کو بہتر طبی سہولیات میسر آئیں گی۔
پروفیسر ڈاکٹر محمد ہمایوں نے پنجاب کے عوام پر زور دیا کہ وہ صحت کے شعبے سے متعلق ایسی پالیسیوں پر گہری نظر رکھیں جن کے نتیجے میں حکومت اپنی بنیادی ذمہ داری بتدریج نجی شعبے کو منتقل کرتی دکھائی دے۔ انہوں نے کہا کہ نجی شعبہ صحت کی خدمات میں معاون کردار ادا کر سکتا ہے، لیکن ہر شہری کو معیاری، سستی اور قابلِ رسائی علاج کی فراہمی حکومت کی بنیادی آئینی اور اخلاقی ذمہ داری ہے، جس سے دستبردار نہیں ہوا جا سکتا۔
پیما نے حکومتِ پنجاب سے مطالبہ کیا کہ وہ ڈاکٹروں اور طبی برادری کو اصلاحات کے عمل میں شراکت دار سمجھے، نہ کہ مسائل کا ذمہ دار ٹھہرانے کا آسان ذریعہ۔ ایسوسی ایشن نے اس عزم کا اعادہ کیا کہ
