Fruitful Meeting with Pakistan Medical and Dental Council (PMDC) High Officials
Alhamdulillah, an impressive and highly productive meeting was held with senior officials of the Pakistan Medical and Dental Council (PMDC), in the presence of the PMDC Registrar, Syed Rehan Asghar Naqvi.
The meeting focused on addressing the key concerns and demands of Foreign Medical Graduates (FMGs). We are pleased to share the following important developments:

Key Outcomes of the Meeting
1. ProMetric Contract Issue
The Registrar informed us that PMDC will soon contact ProMetric officials to resolve the ongoing contract-related matters.
2. Passing Percentage Policy
It was clarified that the passing percentage for local graduates is 50%. Therefore, PMDC intends to standardize the passing percentage at 50% for Foreign Medical Graduates as well.
We emphasized that one system should not have two different criteria, as it negatively impacts students’ futures. Internationally, a 50% passing percentage is widely practiced.
3. Eligibility Before ECFMG Criteria
All doctors who enrolled and graduated before the ECFMG criteria implementation will be allowed to sit for examinations, provided their universities are recognized by WHO, WWCAN, and the World Health School Directory.
We will provide official data of students enrolled and graduated before the ECFMG policy came into effect.
4. Paid House Job & FMG Seats
A positive step was taken by PMDC to issue official letters to all universities and hospitals, mandating:
• Paid house jobs
• Allocation of specific seats for FMGs
For example, 50 seats per hospital across all four provinces.
5. PRMP Issue
The PRMP matter will be discussed at council level to ensure facilitation for all.
PMDC assured that no law shall be implemented retrospectively.
PRMP will apply equally to all, In Sha Allah.
The PRMP and Full License process will not be delayed.
6. Examination Schedule
• Annual exam schedule will be uploaded.
• Exams will be conducted four times a year.
• Discussions with National University of Medical Sciences (NUMS) will ensure implementation without discrimination.
• Exam keys will be uploaded publicly.
• A special request was made to include poll/sample questions for NUMS exams to ensure smoother preparation and transparent evaluation.
7. Mandatory Stations & Attempt Limit
Mandatory stations will be removed.
The bar on the number of attempts will also be removed, aligning with international examination practices.
8. NRE-2 Permanent License Issue
Out of 1500 students who cleared NRE-2, only 450 applied for permanent licenses.
We request all remaining successful candidates to apply for their permanent licenses. Those requiring assistance may contact us. The data of passing students will be verified with the PMDC Registrar.
9. NRE-1 Candidates
Students who passed NRE-1 but were stopped from appearing in NRE-2 due to retrospective policy implementation will now be allowed to appear in NRE-2.
10. Special Facilitation Center for Foreign Medical Graduates
PMDC has agreed to establish a Special Facilitation Center exclusively for Foreign Medical Graduates and foreign-qualified doctors.
This center will handle:
• Degree verification
• House job verification
• University qualification verification
Verification will be conducted one time only, instead of multiple (three) times.
This is a very positive step taken by the PMDC Registrar, who specifically emphasized that PMDC must operate according to international standards and directed all members to ensure global-level transparency and facilitation.

We, the Foreign Medical Graduates, sincerely appreciate the PMDC Registrar, Brigadier (R) Dr. Syed Rehan Asghar Naqvi, along with the Examination, Licensing, and Legal departments, for their positive response and prompt action on the concerns of FMGs.
One powerful statement from the Registrar truly won our hearts:
“Our mission is to facilitate students, not to discriminate against them.”
In Sha Allah, Foreign Medical Graduates will soon be facilitated on equal terms with local doctors.
