Aawaz II Assists Vulnerable Communities to Define their Priorities

About 100 women, youth, persons with disabilities, religious minorities and transgender persons from KP's districts of Abbottabad, Buner, Nowshera, Lower Dir, and Malakand
presented their consolidated priorities for inclusion in Khyber Pakhtunkhwa’s Budget FY2026-27 at a Pre-Budget Consultation organized by and . This event marked the culmination of a series of disrict-level dialogues support by Aawaz II to help vulnerable communities define their priorities and resource needs.

Equipped and functional Darul Amans in each district, trained police staff, and legal aid were recommended to better respond to gender-based violence. Community engagement and public information campaigns were also prioritised to prevent violence against women and girls. Allocations for expanded birth registeration and training of registrars and Nikah Khwans were demanded to prevent early age marriage. Dr. Yasmin Zaidi, Aawaz II Team Lead highlighted the economic gains from investing in prevention. Citing a UN Cosing Study, she said that “$800 Million was the estimated annual GDP loss due to child marriage.” Allocation to the Police Department for setting up Tahaffuz Centres for transgender persons, and inclusive education, employment and sporting facilities for persons with disabilities and non-Muslim citizens, especially women were also among the priorities presented by vulnerable communities.

In his keynote address, KP’s Advisor Finance Mr. Muzammil Aslam confirmed support to the identified priorities. He said, "the priorities presented by vulnerable communities are important and not resource intensive. If these are included by relevant departments in their budgets, I assure you they will be favourably considered for allocation in the upcoming budget.” The Advisor Finance appreciated Aawaz II's consistent efforts in giving the government the benefit of inputs from communities that are vulnerable due to gender, poverty, ability or faith. He recalled that similar efforts by Aawaz II in the preceding fiscal year had helped the government align budget allocations to the needs and aspirations of the marginalized. He lamented that some of the priorities presented last year appeared again this year indicating government inaction. Mr. Aslam stressed that strategic allocation of funds was as important as its effective implementation for impactful results.

In her opening remarks, Dr.Sumera Shams, Chair KP Commission on the Status of Women and Aawaz II’s KP Forum, commended Aawaz II for providing platforms for citizen engagement with government on the provincial budget. “These opportunities are even more important for women and other vulnerable groups as their voices and concerns are often peripheral or completely unheard,” she pointed out.

Senior officials from the Finance, Planning & Development, Social Welfare & Women's Empowerment, and Auqaf & Religious Minorities Departments and representatives from the KP Commission on the Status of Women, KP Child Protection & Welfare Commission, Ombudsperson's Office, and the National Commission on Human Rights also participated in the pre-budget consultation.

Women with Disabilities Summit
3-4 February 2026, Peshawar

Over 60 women with disabilities (WWDs) who are members of Special Interest Groups (SIGs) convened by Aawaz II in Abbottabad, Buner, Lower Dir, Malakand, Nowshera, and Peshawar along with government officials and rights’ defenders participated in an Aawaz II WWD Summit: Breaking Barriers, Building Futures.

Participating WWDs shared their lived experiences. “We are not treated with respect,” said one participant. “We do not have equal access to jobs, education, transport,” pointed another WWD. Many participants presented powerful testimonies of transforming personal challenges into successes in claiming equal opportunities. “With determination, I started preparing local crafts and now run a profitable business of clothing and home products,” shared a participant. Working in groups, WWDs drafted critical demands like mandatory accessibility in public buildings and systematic registration campaigns for PWDs. Participants also called for greater public sensitisation. "Words like abnormal must not be used for us," they said.

Participants commended Aawaz II’s sustained work on disability rights, especially of women living with disabilities. A participant from Buner said, "Aawaz II has given me confidence. My disability became my ability, changing my stigma into a privilege."

The Summit provided inter-district networking opportunities to WWDs and also connected them with national-level disability rights’ stalwarts like Ms. Abia Akram and the National Forum of Women with Disabilities. The event enabled WWDs to engage with senior representatives of the KP Social Welfare Department and the KP Commission on the Status of Women.

Speaking at the concluding session, Ms. Rukhshanda Naz, member of Aawaz II’s Provincial Forum, encouraged WWDs to work collectively. She said that Aawaz II provides an inclusive platform in which WWDs, other vulnerable groups, rights' defenders and the government work together for dignity of all.

Aawaz II, funded by the UK's FCDO is implemented by the British Council with in different KP districts supporting citizen actions to prevent gender-based violence, child marriage and social disharmony. It builds the leadership of women and youth in all their diversity.

Integrated Rainwater Harvesting & Groundwater Revival

Construction of new rainwater harvesting ponds and rehabilitation of existing toobas will improve access to clean water for local pastoral communities in Cholistan that survive as nomads, moving in search of water for themselves and their livestock. This project is supported by the Catalytic Fund of the Water Resources Accountability in Pakistan (WRAP) project managed by a consortium led by Oxford Policy Management which includes as a partner. It is implemented by South Asia Partnership-Pakistan in collaboration with the Cholistan Development Authority, PCRWR and Punjab’s Irrigation Department. Water Users Committees have been formed to ensure strong inclusion of local women and men, in all the diversity, in improving the access of water. WRAP-CF’s team visited Cholistan on 16-17 December 2025 to review the project’s implementation and meet its government and community stakeholders.
WRAP is a 7-year (2021-28) GBP30 million project funded by FCDO.

10 rainwater harvesting reservoirs and 10 aquifer recharge facilities are being constructed in public institutions like the school for the hearing impaired, sanatzar (women’s vocational centre), district council and the local church in Okara with support from the Catalytic Fund of the Water Resources Accountability in Pakistan (WRAP) project managed by a consortium led by Oxford Policy Management which includes as a partner. The project in Okara is implemented by Sungi Development Foundation in collaboration with Punjab’s Irrigation Department, the PCRWR and local communities. “Aawaz II shows what real change looks like at the grassroots,” observed a member of the KP Provincial Forum (PF) participating in the field visit to Abbottabad convened under the Aawaz II Programme by its lead in KP, in collaboration with its district partner, .

Six PF members including Secretary KP Commission on the Status of Women, Deputy Secretary, Social Welfare Department and civil society representatives interacted with AawazII’s District Forum members to discuss field-based experiences and explore ways of strengthening engagement with provincial stakeholders for protecting the rights of women, children, transgender persons, minorities and persons with disabilities.

District Social Welfare and Child Protection officials expressed their appreciation of ’s inclusive, community-led approach. Community members shared evidence of challenging gender-based violence, child marriage and harmful practices in District Abbottabad. The need for implementing PWD job quotas, making public buildings accessible and utilizing development funds was discussed.

“The programme’s success in changing mindsets is exceptional as it is the most challenging barrier to overcome” remarked Ms. Shazia Atta, Secretary, KP Commission on the Status of Women. The PF delegation appreciated the capacity and commitment of ’s community members and agreed that their inclusion in government-notified district committees will make these structures more effective in pursuing protection and human rights.

Roundtable on the Rights of Persons with Disabilities

“Aawaz II has focused public attention on the rights of women living with disabilities,” commented Ms. Sakina Afridi. She recommended measures to enable women to benefit from all facilities designed for PWDs. Mr. Zawar Noor of the Special Life Foundation said that Aawaz II is genuinely struggling for the rights of PWDs. He mentioned the programme’s success in operationalising the DPR Fund which was dormant since long before Aawaz II started in 2019. He reaffirmed the commitment to continue efforts to make the DPR Fund inclusive, accessible and transparent. Ms. Komal Younis a PWD activist from Abbottabad recommended improved and fraud-proof certification facilities for PWDs. Mr.Ihsan ullah a member of the Provincial Council for the Rehabilitation of Disabled Persons (PCRDP) demanded a more inclusive and active membership of the Council and suggested establishing district-level committees of PWDs like the Aawaz II platforms that are strengthening connections among PWDs and other vulnerable groups like religious minorities.

The roundtable brought together 20 PWD rights activists and officials from the Social Welfare and Law & Human Rights Departments to discuss ways in which experiences could influence policies, laws, public budgets and government programmes to support PWDs, in all their diversity, to be equal citizens. The event commemorated the International Day of Persons with Disabilities celebrated each year on 3 December.

Participants discussed the importance of a progressive law to protect the rights of PWDs and expressed disappointment at the delays in the passage of the Bill that has been revised several times. It was agreed that will work with PWD networks and send recommendations to the government to expediting the passage of the Bill.

Essential elements like affirmative job and education quotas, a fair and transparent DPR, and effective and sex-disaggregated data on PWDs should be included in the Bill. An assessment of comparative laws passed by other provinces was also recommended.

Ms. Saima Sohail from the Law & Human Rights Department appreciated the suggestions on the legislation. Mr. Nisar Khan, Deputy Secretary of the Social Welfare Department requested and its PWD partners to formally submit their recommendations on the impending Bill.
