“Red Card to Child Labour: Fair Play for Children, Decent Work for Adults”

On the occasion of World Day Against Child Labour 2026, the SAIEVAC Regional Secretariat, in collaboration with SACG and NACG Pakistan, United Global Organization of Development - UGOOD and Ministry of Human Rights, Government of Pakistan is organized a Regional Online Consultation to strengthen collective efforts towards ending all forms of child labour in South Asia.

Despite global progress, millions of children continue to be deprived of their fundamental rights and are engaged in child labour, hazardous work, trafficking, bonded labour, domestic servitude, and other exploitative situations. These children are often denied access to education, protection, health, and opportunities for a safe and dignified future.

This regional consultation will provide a platform for governments, civil society organizations, children, youth, development partners, and other stakeholders to:
✅ Amplify children’s voices in addressing child labour.
✅ Discuss regional progress and challenges in achieving SDG Target 8.7.
✅ Promote the implementation of the SAIEVAC Regional Action Plan (RAP) 2024–2029.
✅ Strengthen understanding of the Marrakech Global Framework for Action Against Child Labour (MGFAACL) and the Durban Call to Action.
✅ Identify country-level initiatives and develop mechanisms to monitor progress towards the elimination of child labour in South Asia.

Together, let us reaffirm our commitment to ensuring that every child enjoys their right to education, protection, participation, and a childhood free from exploitation.

Every child belongs in school, not at work. Together, let us show a Red Card to Child Labour.

The session brought together representatives from academia, civil society organizations (CSOs), political parties, legal experts, former elected representatives, youth leaders, policy practitioners, media stakeholders, and governance experts to deliberate on key reform priorities within the ICT local government framework. Discussions focused on strengthening democratic continuity, promoting effective administrative devolution, and ensuring constitutional governance in line with Article 140-A of the Constitution of Pakistan.

🎯 Key discussion areas included:
✔ Restoring democratic continuity through timely local government elections in ICT
✔ Addressing administrative fragmentation and strengthening devolution to elected local governments
✔ Developing collective advocacy recommendations and coordinated policy engagement

The session provided an important platform for constructive dialogue and collaborative engagement aimed at strengthening democratic governance, transparency, accountability, and citizen participation in Islamabad.

The United Global Organization of Development - UGOOD, in collaboration with AWAZ Foundation Pakistan and Pakistan Development Alliance (PDA), held a productive meeting with 𝐃𝐫. 𝐍𝐢𝐤𝐡𝐚𝐭 𝐒𝐡𝐚𝐤𝐞𝐞𝐥 𝐊𝐡𝐚𝐧, Parliamentary Secretary and Convener of the Parliamentary Caucus on Child Rights at the National Assembly, representing MQM.

The meeting was conducted under the project “Strengthening Local Government and Promoting Democracy”, aimed at promoting democratic values, strengthening citizen participation, encouraging inclusive governance, and enhancing engagement between communities, civil society, and policymakers.
During the meeting, participants discussed key challenges and opportunities related to democratic governance, effective local government systems, decentralization, citizen engagement, and inclusive policymaking in Pakistan.

𝐃𝐫. 𝐍𝐢𝐤𝐡𝐚𝐭 𝐒𝐡𝐚𝐤𝐞𝐞𝐥 𝐊𝐡𝐚𝐧, emphasized the importance of conducting local government elections across Pakistan without further delay in order to strengthen democracy, transparency, and public participation at the grassroots level. It was highlighted that empowered local governments are essential for addressing the real issues and challenges faced by local communities, as local representatives are directly connected with the people and their needs. The discussion also emphasized the importance of decentralization of administrative authority and financial resources to local governments for effective governance and service delivery 🤝

Furthermore, it was recommended that local government elections should ideally be conducted prior to National and Provincial Assembly elections to strengthen democratic processes and institutional governance. The discussion also reflected on the need for broader electoral and constitutional reforms to promote transparency, fairness, and effective democratic governance in Pakistan. Reference was made to the Islamabad High Court’s directions regarding the timely conduct of local government elections in Islamabad.

The meeting reaffirmed the important role of Members of National and Provincial Assemblies in legislation, policymaking, and democratic oversight, while highlighting the significance of strong and functional local government systems for community-level governance and public service delivery.
