INTRODUCTION
All Pakistan NGOs Alliance - APNA is a Body of Professional Think-Tanks from Civil Society Organizations across Pakistan, which aims to empower Civil Society and improve the Institutional Environment by working on Policies and Laws that aim at enhancing the influence of Civil Society Organizations, on issues of Public Dialogue and Showcasing the important role Civil Society has in the

implementation and accountability of Humanitarian and Social Developmental Agenda. BACKGROUND
APNA is a Movement of Civil Society Organizations in Pakistan that was established in January 2010, by the Think Tanks of National Organizations under the aegis of UGOOD. APNA is striving to serve its member organizations by leading a coordinated technical backstopping, outreach, and advocacy effort under a unified platform. Its primary purpose is to create an environment in Pakistan, where civil society actors can participate, connect, and multiply their contributions, to generate sustainable solutions and raise voices for meaningful participation in the developmental stratosphere. APNA works on enhancing the capacity of civil society on policy dialogue, good governance, strategic planning, humanitarian coordination, and fundraising. It enables civil society to play a significant part in the achievement of national and international developmental commitments of Pakistan by highlighting actual communal needs and optimizing resource allocation for them. APNA also aspires for Influencing policy change and enacting systemic change via innovative research, policy reviews, dialogues, surveys & consultations that are led by local and national actors. The dedicated supreme body of professionals representing the Think-Tanks of APNA has distinguished academic, social, and professional backgrounds and is highly motivated to work at their best capacity for the social development sectors locally and internationally. Objectives
Establishing partnerships and strategic alliances with national and international NGOs to work along the lines of UN Human Rights Reporting Instruments and Communication Format. To influence government entities and institutes by crafting major policy agendas through conducting research, providing advice, and advocacy in a wide range of topics such as social policy, protection of fundamental human rights, expression, and access to information. To provide advice and ideas on specific social, cultural, and economic problems and unite all the social sectors/alliances under a single platform to raise the voice and build the capacity of the civil society organizations of Pakistan to become more effective by using UN Human Rights Mechanisms. To establish partnerships and strategic alliances with NGOs/INGOs and UN Organizations that share our Values and Goals. To develop cooperation and linkage between various social sectors and community organizations in the undeveloped and neglected areas of Pakistan so that the organizations belonging to these areas may be given a voice to raise the particular issues of their specific areas by optimizing resources and sharing vital information. To advocate for policy and legislative reforms through civil society organizations and alliances as well as by networking with national and international civil societies to empower and protect the social and productive agendas in the development sectors. To affiliate or integrate with any international, national, and regional association as may have been established for objects similar to the regional and International Associations in line with the mission and vision of APNA. To review and recommend amendments in the existing laws, rules, regulations, by-laws, and UN international obligations and duties in the best interest of the people in the areas of social development sectors. To organize and manage APNA Annual Award Ceremony (APNA-AAC) for acknowledging good work to encourage NGOs/INGOs/UN Organisations in consultation with the public, private, INGOs, UN Systems, and grant-making organizations. Guiding Ethical Principles:

The APNA will have the following principles to adopt as guiding principles.

• Advocating for change by using research to influence public opinion and policymakers especially in today’s complex societies, the analytical reports produced by Think-Tank to play an influential role in helping decision-makers in crafting major policy agendas.

• Playing a fundamental role in shaping policy agendas and mobilizing expertise to put forward evidence.

• Establishing affiliation with universities, foundations, advocacy groups, and other organizations that generate policy research in the sectors influencing social development concerns.

• Publishing articles, studies, or even drafting legislation on particular matters of policy or society.

• Acting as a body of experts providing advice and ideas on specific social, cultural, or economic problems.

• Conducting scholarly research, creating a space for debate, generating ideas, monitoring public policy, and providing intellectual resources to the public.

• Working with local to worldwide levels to influence social and humanitarian policy, making governments aware of concerns of the citizen, and advocating for public participation in government and politics.

• Using specialized knowledge to perform in-depth research on a wide variety of subjects.

👩‍💼 𝐌𝐬. 𝐌𝐞𝐡𝐰𝐢𝐬𝐡 𝐊𝐚𝐲𝐚𝐧𝐢, National Coordinator NACG Pakistan, participated as a panelist in the session on Children on the Move, Internally Displaced Persons & Refugees. She stressed that Pakistan, being both disaster-prone and a host to one of the world’s largest refugee populations, faces immense challenges.

⚠️ Ms. Kayani emphasised that children bear the heaviest burden in such crises, as emergencies often intensify child rights violations — including child labor, child marriages, and internal trafficking — which increase two- to threefold due to poverty and insecurity.

𝐌𝐞𝐡𝐰𝐢𝐬𝐡 𝐊𝐚𝐲𝐚𝐧𝐢, National Coordinator NACG Pakistan and Program Manager United Global Organization of Development - UGOOD, emphasised that General Comment 26 is not just a document but a commitment to safeguarding our planet and children’s well-being. She stressed that 🌱 children are not only the future but an essential part of the present — investing in them today ensures a healthier tomorrow.

🚫 She further called for an urgent ban on plastics and to***co, noting alarming evidence such as the detection of microplastics in the placenta, which poses grave risks to children’s health and development.

This High-Level Event, organized under the Strengthening Local Government to Promote Democracy (SLGDP) initiative, will bring together policymakers, civil society leaders, and governance experts to deliberate on strategies for empowering local governments and advancing democratic values in Pakistan.

𝐓𝐡𝐞 𝐂𝐡𝐢𝐞𝐟 𝐆𝐮𝐞𝐬𝐭, 𝐑𝐢𝐚𝐳 𝐅𝐚𝐭𝐲𝐚𝐧𝐚, highlighted the critical importance of empowering grassroots governance. He stated: “Strengthening the roots of democracy begins with ensuring that local government elections are conducted on time, without unnecessary delays. A functional and empowered local government system is essential for delivering justice and essential services directly to the people’s doorsteps. It is through timely elections and accountable governance that citizens can truly experience the benefits of democracy in their daily lives.”

𝐙𝐢𝐚 𝐮𝐫 𝐑𝐞𝐡𝐦𝐚𝐧 underscored the urgency of restoring local governments, saying: “The prolonged absence of local governments has significantly weakened public participation and undermined the resolution of community issues. Without an effective local governance structure, citizens are left without a direct platform to voice their concerns or address their needs. This institutional gap must be filled immediately to restore trust and strengthen participatory democracy.”

𝐒𝐲𝐞𝐝 𝐈𝐬𝐡𝐭𝐢𝐚𝐪 𝐆𝐢𝐥𝐚𝐧𝐢:emphasized the need for inclusive representation, remarking: “A genuine and vibrant democracy can only exist when all segments of society—youth, women, minorities, and farmers—are given meaningful and effective roles in decision-making processes. We’re pleased to share that Syed Ishtiaq Gilani was invited as a guest speaker at a High-Level Dialogue organized by Rural Development Foundation on the critical theme of the Indus Water Treaty. The session brought together policymakers, civil society representatives, and water experts to discuss sustainable and inclusive approaches to water governance in Pakistan.
Mr. Gilani spoke on the topic:
“Empowering Local Communities and Civil Society through Water Association Collaborations.”
He emphasized that solving Pakistan’s water crisis requires local ownership, community involvement, and government-CSO synergy—not just policies on paper.
💬 “Empowered communities are not a challenge to water governance—they are its foundation,” said Mr. Gilani.
“Collaboration with water associations and civil society is not optional—it is essential for a sustainable, inclusive, and just water future.”
✅ Mr. Gilani's 7 Key Recommendations:
Integrate Water Associations into Local Government Planning
➤ Ensure community voices are part of water policy development, budgeting, and implementation.
Train Community Leaders in Water Governance
➤ Provide capacity-building programs for women, youth, and marginalized groups to take leadership roles in water-related decision-making.
Strengthen CSO–Government Coordination for Water Monitoring
➤ Improve transparency and safety by enabling civil society to support water quality testing and reporting.
Allocate Local Budgets for Community-Managed Water Systems
➤ Dedicated funding for maintenance, infrastructure upgrades, and emergency repairs.
Provide Technical Assistance to Water Associations
➤ Access to engineers, technicians, and tools to improve water system reliability.
Facilitate Inter-Community Collaboration
➤ Promote learning exchanges between villages and districts facing similar water challenges.
Recognize and Legalize Water Associations Where Needed
➤ Formal recognition to enable better coordination, accountability, and access to government support.
📌 Simple Example:
In a village with a community water tank, a Water Association can:
✅ Collect small contributions for repairs
✅ Organize clean water awareness sessions
✅ Work with NGOs to install filters
✅ Coordinate with the local government for infrastructure improvements
🌿 Communities that manage their water, protect their future.
