as realized that sustainable socio-economic development in the South cannot be achieved without building and sustaining indigenous capacities in science and technology and that the strengthening of South-South and North-South collaboration, and exchange of technical know-how, is imperative for the generation and sustenance of such capacities. Professor Salam's enthusiasm and personal contacts motivated a number of Heads of State/Government of developing nations to join hands for the establishment of the Commission on Science and Technology for Sustainable Development in the South (COMSATS). In 1994, on the invitation from the Prime Minister of Pakistan, representatives from several developing countries met on 4th and 5th October in Islamabad and agreed to establish the Commission as a high-level forum, represented by Heads of State/Government, aiming at sustainable socio-economic uplift of the developing countries through appropriate applications of science and technology. The General Meeting of the Commission is the highest forum of COMSATS, which is represented by the Heads of State/Government of COMSATSโ€™ twenty-seven Member States. COMSATSโ€™ membership is spread across three continents, i.e. Asia, Africa and Latin America. The first General Meeting of the Commission was held in 1994 that led to the establishment of COMSATS itself, while the 2nd General Meeting was held in April 2012 in Islamabad at the level of Ministers/ officials nominated by the Heads of State/Government. During the 2nd General Meeting, the Chairpersonship of the Commission was passed on to the Republic of Ghana with a consensus vote. The Commission decided to retain the Chair with Ghana for yet another set of three year at its Accra Meeting held in 2015. The President of Ghana, Hon. Nana Addo Dankwa Akufo-Addo, is the incumbent Chairperson of COMSATS. The Statutory Bodies of the Commission are:

a. The General Meeting;
b. The Consultative Committee;
c. The Network of International Science and Technology Centres of Excellence for Sustainable Development in the South; and
d. The Secretariat of the Commission (also the Headquarters of the Network).

International coop in S&T takes center-stage; 26 Coordinating Council Meeting hosted by Sepuluh Nopember Institute of Technology (ITS). Meeting witnessed change of hands as Prof. Ashraf Shaalan of Egypt completed third term as Chairperson. The Council unanimously elected Prof. Dr. Jibin Sun of China as Chair. Outgoing Chairperson Prof. Shaalan highlighted significant progress achieved by COMSATS in recent years under leadership of incumbent Executive Director, Amb. Dr. Mohammad Nafees Zakaria. Emphasized importance of fully utilizing COMSATS Network of CoEs through collaborative research, technology sharing, and capacity building.

New Chairperson, Prof. Sun underlined importance of COMSATS as a vibrant platform with global outreach. Highlighted that COMSATS holds potential to deliver tangible benefits of S&T to its Member States through enhanced cooperation among CoEs

Amb Dr. M. Nafees Zakaria, ED paid tribute to outgoing Chairperson Prof. Shaalan. He welcomed the newly elected Chair, Prof. Sun, who is an accomplished Biotechnology Scientist with 100 patents and 150 publications to his credit. Amb Zakaria emphasized critical role of ST&I in addressing development challenges across Member States; underscored need for stronger intra-COMSATS collaboration; cited COMSATSโ€™ initiatives including CCIB, EV, NTL, Data Centre, Telehealth clinics, etc. He highlighted COMSATSโ€™ growing international recognition manifested in grant of observer status with UNFCCC, institutionalization of cooperation with IPOs & joint activities with national and regional organizations

Consul General of China, appreciating COMSATSโ€™ active ST&I pursuit, reaffirmed Chinaโ€™s continued support & commitment to sharing technological expertise with developing countries under framework of -South cooperation

ITS Rector, Prof. Bambang Pramujati highlighted ITSโ€™ active role within COMSATS Network & expressed readiness to collaborative research & capacity-building initiatives. Expressing pleasure on hosting Council meeting, Prof. Pramujati hoped that productive exchanges during the meeting would lay the foundation for future partnerships

During technical sessions of Council meeting, Executive Director, Amb Zakaria presented COMSATSโ€™ Activity Report. The Heads/representatives of CoEs made presentations on their activities & technical collaboration. The Council deliberated upon ongoing programmes of COMSATS & charted future course of action

ED COMSATS Amb. Nafees Zakaria & DG TIB-China Prof. Hua Xiang signed Renewal Agreement for COMSATS Joint Centre on Industrial Biotechnology (CCIB) & appointed Prof. Jibin Sun as Director of CCIB for next five years.

Dr. Emil Elestianto Dardak, Vice Governor of East Java, hosted a generous Dinner in honour of participating delegates. Sharing his thoughts, the Vice Governor acknowledged COMSATSโ€™ crucial mandate & praised its programs & activities.

The Commission on Science and Technology for Sustainable Development in the South (COMSATS), is holding 26thMeeting of its Coordinating Council on 8-9 June 2026, hosted by COMSATSโ€™ Centre of Excellence, Institut Teknologi Sepuluh Nopember (ITS), Surabaya, Indonesia. The Council Meeting will culminate into COMSATS-ITS International Conference on "Emerging Technologies for Sustainable Development" on 10 June 2026.

COMSATS is an inter-governmental organization, striving to promote technology-based solutions to facilitate sustainable socio-economic development of its 27 Member States. COMSATS Coordinating Council is a Statutory Body comprising world renowned scientists and scientific experts. Itโ€™s a fountainhead of scientific activities for capacity building, research and analytical work and helps member states keep pace with the global trends in Science, technology and innovations.

The Council meeting will be attended by Heads and Representative Plenipotentiary of COMSATSโ€™ International S&T Centres of Excellence to review the ongoing and future programmes and activities of COMSATS and chart the way forward. In addition, representatives of partner international organizations and members of COMSATS Technical Advisory Committee will also attend.

The S&T Conference aims to the highlight the role of Emerging Technologies in advancing sustainable development; share best practices, research findings, and policy experiences related to technology-driven sustainability solutions; and identify opportunities for collaboration. The themes include AI, Big Data, and Digital Transformation; Renewable Energy; Climate Change Mitigation, Adaptation, and Environmental Technologies; Water, Food, and Agricultural Technologies for Resource Security; Biotechnology; Health Technologies; Advanced Materials, Nanotechnology, and Industrial Innovation; and STI Policies and Technology Governance in Developing Countries.

The 2nd ๐Ÿ‡จ๐Ÿ‡ณ๐Ÿ‡ต๐Ÿ‡ฐ Symposium on for Hydrological & Geological Disasters, jointly organized by , , , and partners, concluded today with 42 state-of-the-art presentations delivered by eminent Chinese and Pakistani scientists, researchers, and academicians.

In addition to insightful research presentations and panel discussions showcasing innovative technological solutions, participants also visited the National Emergencies Operation Centre ( ) of NDMA, a state-of-the-art national facility equipped with advanced technologies for timely disaster anticipation and coordinated response.

๐ŸŒ While addressing 2nd China-Pakistan Symposium on Early Warning for Hydrological & Geological Disasters, ED COMSATS Amb. Dr. Mohammad Nafees Zakaria, received Prof. KANG Shichang, Director-General of CPJRC and the Institute of Mountain Hazards and Environment (IMHE), CAS, along with Prof. Hong, ED CPJRC, at COMSATS Secretariat.
