Job Purpose
Balqees Welfare Foundation is seeking an experienced and highly capable Project Architect to oversee architectural ex*****on, site supervision, coordination and quality assurance across the Trust Complex.
This is a site-based role requiring strong involvement in on-site supervision, finishing quality control and contractor coordination.
Key Responsibilities
• Oversee architectural ex*****on and ensure alignment with approved drawings and design intent.
• Ensure strict compliance with specifications, materials and finishing standards.
• Conduct regular site inspections and monitor the quality of ongoing works.
• Review and approve shop drawings, material submissions and method statements.
• Inspect materials and finishes prior to installation.
• Coordinate closely with contractors, consultants and MEP teams.
• Identify and resolve design, coordination and site-related issues in a timely manner.
• Supervise contractors and ensure compliance with quality standards and project timelines.
• Verify completed works, measurements and contractor payment claims.
• Manage architectural aspects of tenant fit-outs and modification works.
• Monitor progress against project schedules and highlight delays.
• Participate in inspections, handovers and defect liability management.
• Maintain site documentation, approvals and photographic records.
Qualifications
• Bachelor's degree in Architecture from an HEC-recognised institution.
• Registration with the Pakistan Council of Architects and Town Planners (PCATP) is mandatory.
• Additional certifications in construction or project management will be an advantage.
Experience
• Minimum 5–7 years of relevant professional experience.
• Proven experience on commercial, institutional or high-rise developments.
• Strong experience in:
o Site supervision and ex*****on.
o Finishing works and architectural detailing.
• Experience coordinating with multidisciplinary teams, including MEP.
Skills
• Strong understanding of architectural detailing and finishing quality.
• Excellent coordination and site management skills.
• Sound technical judgement and decision-making on site.
• Ability to resolve on-site issues efficiently and independently.
• Effective communication and report-writing skills.
• Proficiency in AutoCAD, Revit and MS Office.

Built to international standards and designed for mission-critical operations, it provides premium office facilities for embassies, UN agencies, international NGOs, development partners and multinational organisations.

Comprising three commercial buildings:
• Trust One – 50,000 sq. ft.

Job Purpose
Balqees Welfare Foundation is seeking an experienced and highly competent MEP Manager to oversee the planning, operation, maintenance and continual improvement of all Mechanical, Electrical and Plumbing systems across the Trust Complex.
The successful candidate will ensure the reliable, safe and efficient operation of critical building services while coordinating maintenance contractors, consultants and tenant requirements.

Key Responsibilities
• Manage all Mechanical, Electrical and Plumbing systems throughout the Trust Complex.
• Develop and implement preventive and corrective maintenance programs.
• Supervise MEP contractors, consultants and specialist service providers.
• Ensure uninterrupted operation of HVAC, electrical distribution, plumbing, firefighting and ELV systems.
• Monitor energy consumption and recommend efficiency improvements.
• Conduct routine inspections and identify maintenance requirements.
• Review technical drawings, reports and engineering documentation.
• Ensure compliance with CDA regulations, building codes and safety standards.
• Coordinate MEP activities during tenant fit-outs and refurbishment projects.
• Prepare maintenance budgets, technical specifications and procurement recommendations.
• Maintain comprehensive maintenance records and asset registers.
• Respond promptly to emergency breakdowns and critical system failures.

Qualifications
• Bachelor's Degree in Mechanical Engineering or Electrical Engineering from an HEC-recognised university.
• PEC registration is mandatory.
• Professional certifications related to HVAC, facility management or building services will be an advantage.

Experience
• Minimum 5 years of relevant experience.
• Proven experience managing MEP systems in commercial buildings, business parks, hospitals, hotels, high-rise developments or similar facilities.
• Strong understanding of HVAC, electrical infrastructure, firefighting systems, plumbing, BMS and ELV systems.
• Experience in preventive maintenance planning and contractor management.

Skills
• Strong technical and analytical abilities.
• Excellent leadership and coordination skills.
• Excellent communication and report writing.
• Ability to manage multiple projects simultaneously.
• Proficiency in AutoCAD, MS Office and maintenance management systems.

Ramadan Food Distribution – Program Update

As part of our annual Ramadan Food Distribution Program, Balqees Welfare Foundation carried out multiple food distribution activities in Rawalpindi. One distribution was held at our partner’s office, Hasna Welfare Foundation, which provides vocational and skills development training.

The program has been successfully completed across Rawalpindi, Mandra, and Rawalakot (AJK), with 2,000 Ramadan food packages distributed to deserving families, helping them observe Ramadan Kareem with dignity.
