I, know very well, that due to lack of proper education the people cannot effectively resolve their legal disputes & problems, sometimes a valuable right is defeated mere on technical ground of limitation. How many people know the period of limitation to seek timely remedy,

even our well educated people do not know the period of limitation to seek their remedies? The litigant public itself is also contributing a lot towards delay in disposal of cases. These are some of the questions that need serious consideration and give rise to the need of day that at least basic legal education must be provided to mass population without which it cannot be ensured proper remedy to needy. Unless people are made aware of their rights & obligations they cannot be held responsible because according to the law of the Holy Quran, a person is held responsible for his offence only when the law has been duly explained to him. Sura Al-Maida 44 (Table) provides that unbelievers are those who did not judge in accordance with Almighty Allah’s revelations. Justice would cease to be justice, when it was bartered away for any consideration whatsoever and if justice & righteousness perish, human life would no longer have any value in the world. Justice plays an important role in a society & is necessary for the progress of a country & nation. The Holy prophet Muhammad (PBUH) put a great stress on justice and believed that nations are destroyed for their unjust dealings. It is proved beyond any shadow of doubt, that the peoples demand respect, power, enlighten, well-being, wealth, skill, affection & rectitude. In relation to respect, they demand a fundamental freedom of choice for participation in different value processes, for equality in both the positive & negative sense, and for a large domain of personal autonomy. In relation to power, they demand full participation as person in the process of authoritative decision-making. In relation to enlighten, they seek freedom to acquire, use & communicate information & knowledge. In relation to well-being, they seek health, safety & comfort. In relation to skill, they demand the freedom to discover to mature & to exercise their latent talents. In relation to affection, they seek establishment & enjoyment of congenial personal relationships and in relation to rectitude, they demand freedom to form, maintain & express norms of responsible conduct. Therefore, it is the need of hour that steps should be taken to make people law conscious and for this purpose information about the Constitution & Law in plain & understandable language must be widely published & circulated amongst the people in easy comprehensible language preferably in Urdu or local languages. The community education and information system must be evolved to give legal advice free of cost, if not so possible on nominal fee and charges and this system can easily be utilized if INGSR Public Grievances Centers are established at every each District, Tehsil, City, Town, Mohallah or Ward level. It is an established fact that no country in the world can advance progress, safeguards its freedom and independence unless it fully concentrates in its younger generation by inculcating in them the sense of discipline, direction & values & arms them with education. So, the future of Pakistan can only be secured through focusing our due attention to improving the lot of our younger generation to develop in them the best type of qualities. If the purpose of education is only acquisition of jobs and a means of earning livelihood, malpractices in examination are unavoidable. In other words, if the purpose of education is to acquire wisdom, to distinguish between right and wrong, to develop a sense of reciprocity towards society, then not every one is fit for that aim. Unfortunately, the legal profession is considered to be a noble profession as it provides a social service to the needy and suppressed people. However, unfortunately now-a-days some of the people join the legal profession not with the desire to serve the people for reasons that they do not have any other option. Therefore, to them earning of the money is the only aim, with the result that they conduct proceedings without any scruple. They do not endear correct advice to the litigant public in order to avert frivolous litigation. They do not prevent their clients from taking false stand or making false statement. Apart from that some of the lawyers induced their client to give or not give such statement or to admit or denied such facts concealing thereby some facts from the courts. The lawyers are not at all concerned whether their client is in the right or in the wrong, whether he has committed a crime or is innocent, whether he wishes to get his rights or wants to encroach upon the rights of other. The lawyers have also no concern with the spirit and the real object of the law itself and whether, in that sense, the case of his client is just or unjust. What concerns him is that a certain persons have paid him their fees for pleading the case on their behalf. Thus, the lawyers are in fact active to mislead the judges & circumventing the process of justice in order to extract from the judges desirable judgments, because they are not worry at all whether a criminal is being acquitted or an innocent person is being convicted. The lawyers are not there to have justice done because their sole aim is money. Actually, the basic duty of a citizen, is loyalty to the State and obedient to the Law & Constitution as defined in Article 5 of the Constitution of Islamic Republic of Pakistan, 1973. So, this Article empower every each citizen to convey information’s against any person committing fraud upon the Act of Parliament by exercising fraudulent power achieving thereby an object other than that for which he believes the power to have been conferred, while the citizen can not be prevented from or hindered in doing that under Article 4 and if so would be an offence of high-treason punishable under Article 6 of the Constitution of the Islamic Republic of Pakistan, 1973. Therefore, all the citizen feeling grievances of any matter are advised to contact for legal aid and assistance or as the case may be advise whatever required in the matter at the INGSR Central Secretariat, Islamabad through post, registry, email, fax, telephone, mobile or in person on any working day. The citizens have rights to make complaints or to convey information’s regarding violation of their fundamental rights either against governmental or non-governmental sectors directly on the given address with documentary proof or as the case may be circumstantial evidence of the facts for further necessary action if any in accordance with the Law & Constitution. The aims & objectives of INGSR, is firstly, to collect and receive information’s regarding violation of natural, basic, Islamic, fundamental, inalienable, inviolable, criminal, legal, constitutional, martial, moral rights, equality of status, opportunity before law, social justice & public morality whatever from all the citizens for the purpose of studies & research on it and then to prepare summaries, references, memorandums, proposals, ideas & recommendations etc, for resolving their constitutional, legal, criminal, civil, departmental & other personal grievances include that arising out of public matters in accordance with the rule of laws on nominal fee & charges by means of remedial action in the administrative field or as the case may be to move reference for needed legislation on it or challenge it by means of effective pleading before the competent courts of law or by expressing general views on it for the consideration of rulers for making such policy to eradicate such social evils and to protect the general public. However, it shall be the duty of all the citizens to disclose the real facts with documentary proof on the face of the record, while communicating their complaint applications regarding violation of any rights etc, or in the alternative to provide circumstantial evidence thereof to INGSR with affidavit of the facts. It is expected that all the citizens would fulfill these preconditions before applying to INGSR for redressing their grievances otherwise their complaint shall be rejected on the spot. The INGSR is likely to provide speedy services to the general public, in order to save unnecessary expenses of the individual include that of the State & Nation. In order to remove deadlock & misunderstanding between the State & Nation, I being a loyal & obedient national of this country, do hereby establish INGSR, in exercise of my inalienable rights & inviolable obligations dully guaranteed with reference to Article 4 & 5 of the Constitution of the Islamic Republic of Pakistan, 1973, in order to perform my basic duties and to observe this guarantee in dealing with State & Nation only to restore confidence between the two and for the purpose of enforcement of the fundamental human rights through unique, divine & miracles performance in resolving it with due care & caution, so as to settle down their hangings problems being contrary to the Law and Constitution with the due cooperation of the State & Nation either in the administrative, judicial or legislative fields or as the case may be through arbitration. For the purpose, I do hereby frame the Constitution of the INGSR 2020, containing 11 Parts consists of 76 Articles, INGSR Services Act 2020, containing 6 Parts consists of 19 Sections, INGSR Services Rules 2020, containing 5 Parts consists of 20 Sections and INGSR Procedure Code 2020, containing 6 Parts consists of 14 Sections and that shall come into play throughout the country on the day to be specified later on in the official gazette.
