Strengthening Access to Justice through Institutional Collaboration

As part of the project "Trans-Provincial Intervention for Reformative Capacity-Building, Enabling Access to Justice and Advocacy through Outreach Programs with Actors in the Criminal Justice System," a delegation from Aurat Foundation (AF) met with Mr. Ali Akbar Gujjar, SSP Federal Prisons, Islamabad, to discuss the current situation of prisons and explore opportunities for collaboration in strengthening access to justice and prison reforms.

During the meeting, Mr. Mumtaz Mughal, Director Programs, Aurat Foundation presented AF's Book, Mile Stones of struggle and Success to Mr. Ali Akbar Gujjar as a gesture of appreciation and collaboration. The AF delegation also included Mr. Shafi Agha, Director Institutions & Coordination, Ms. Mehak Fatima Jafry, Program Officer and Ms. Qurat ul Ain Hanif, Legal Officer.

The meeting reaffirmed a shared commitment to promoting reformative approaches within the criminal justice system and strengthening partnerships to improve access to justice for vulnerable communities across Pakistan.

Aurat Foundation (AF) and Pakistan Institute of Living and Learning (PILL) signed a Memorandum of Understanding (MoU) to establish a collaborative partnership aimed at promoting awareness regarding breast cancer, mental health and psychosocial well-being. Under the agreement, both organizations will work together to implement mental health awareness campaigns, provide psychosocial support services, conduct capacity-building and training programmes. They both will work together to implement community-based initiatives to strengthen the well-being and resilience of vulnerable communities.

پاکستان میں سنہ 2018 کے اوائل میں معاشرتی عوامل کے ساتھ ساتج عورتوں کی تحریک اور بالخصوص عورتوں کے خلاف تشدد کے ضمن میں دو اہم واقعات ہوئے۔
ایک افسوسناک واقعہ 4 اور 9 جنوری 2018 کو قصور شہر میں ہوا۔اس واقعہ نے پورے معاشرے کوسوگوار اور عورتوں بالخصوص لڑکیوں اور بچیوں کو شدید غم و غصے میں مبتلا کر دیا۔ دوسرا واقعہ پہلے واقعے کے تقریبا دو ماہ بعد 8 مارچ 2108 کو عورتوں کے عالمی دن کے موقع پر ملک کے کئی شہروں میں عورتوں اور شہریوں کے جلوسوں میں رونما ہوا۔ پہلے واقعہ میں قصور میں زینب نامی ایک سات سالہ بچی کوایک سییریل قاتل نے بار بار ریپ کرنے کے بعد گلا گھونٹ کر قتل کردیا اور اس کی لاش کوڑے دان میں پھینک دی۔
دوسرے واقعہ میں پاکستان کی یونیورسٹیوں، کالجوں کی باشعور لڑکیوں، اور تحریک سے وابستہ عورتوں نے، جن کو اس 'انفارمیشن دور' میں اپنے حقوق اور خاص طور پر اس بات کا احساس ہو چکا تھا کہ ان کا جسم ان کی سرحد ہے یا آج کل جس طرح کہا جاتا ہے ان کی "ریڈ لائین" ہے، صدیوں سے اپنے ساتھ رکھے جانے والے رویوں کو پوسٹروں اور نعروں کی شکل دی اور بھرے چوک میں پدرسری کی ہنڈیا پھوڑ ڈالی۔ ان میں ایک نعرہ " میرا جسم میری مرضی" کچھ لوگوں کے دلوں میں کسی گہرے احساس جرم کی پھانس کی طرح چبھ گیا۔ یہ لوگ 'مرد' کی اتھارٹی کو چیلنج کرنے والے اس نعرے اور اس کے اندر برابری کے پیغام پر گاہے بگاہے اننتہائی نازیبا الفاظ کے ذریعے عورتوں کو گالیاں نکال کر اور فیمنسٹوں پر لعن طعن بھیج کر اپنی مردانہ برتری کی بے حس جھوٹی انا کو تھپکتے رہتے ہیں۔ ان کو اور بہت سے دوسرے لوگوں کو چونکہ صرف یہ نعرہ یاد رہ گیا ہے اور ننھی زینب بھول گئی ہے، اس لیے آئیے پہلے زینب کو یاد کرتے ہیں۔
زینب امین انصاری 2010ء میں قصور میں پیدا ہوئی۔ زینب سات سالہ بچی تھیں، جب انہیں 4 جنوری 2018ء کو اپنے آبائی شہر قصور، پنجاب میں قرآن پاک کی تعلیم حاصل کرنے کے لیے جاتے ہوئے اغوا کر لیا گیا۔ پانچ روز بعد، 9 جنوری 2018ء کو، ان کی لاش لاہور کے قریب ایک کوڑا کرکٹ پھینکنے کی جگہ سے برآمد ہوئی۔ بعد ازاں پوسٹ مارٹم رپورٹ سے معلوم ہوا کہ انہیں قتل کرنے سے قبل بہیمانہ انداز میں بار جنسی زیادتی کا نشانہ بنایا گیا، شدید تشدد کیا گیا اور پھر گلا گھونٹ کر قتل کر دیا گیا۔
اس جرم میں ملوث 24 سالہ عمران علی کو گرفتار کیا گیا، جو ایک سیریل قاتل ثابت ہوا اور وہ اس سے قبل بھی علاقے میں کم از کم سات کم سن بچیوں کے ساتھ زیادتی اور قتل کے جرائم میں ملوث پایا گیا۔
