Pakistan allocates 0.8% of GDP to education, a record low, and far below UNESCO's recommended benchmark of 4 to 6%.

But the more alarming story is not the total figure. It is where that money actually goes.

85% of Pakistan's education budget is absorbed by staff salaries. What remains for books, infrastructure, learning materials, and teacher training is a fraction of what any functional education system requires.

For Sindh, where 7.4 million children are already out of school, and two-thirds of primary school graduates cannot read a paragraph, this spending structure is not just inefficient. It is a barrier to an entire generation's potential.
