Qaqlasht’s Environmental Tragedy — A Wake-up Call for Responsible Governance

The devastation left behind at Qaqlasht is not merely an environmental issue — it is a moral and national failure. The heartbreaking images circulating from the area expose an unforgivable assault on one of Pakistan’s most pristine landscapes, carried out under the banner of official patronage and public celebration.

What should have been an opportunity to showcase the region’s natural beauty has instead resulted in the destruction of fragile ecosystems, the pollution of open spaces with litter and human waste, and the irreversible scarring of mountain and glacial environments. This is not simply littering; it is an assault on biodiversity, a betrayal of public trust, and a theft from future generations.

The involvement of the District Administration and the Khyber Pakhtunkhwa Culture and Tourism Authority (KPCTA) raises serious and urgent questions. How could such an event, publicly funded and officially sanctioned, proceed without adequate environmental safeguards? At what cost to our nation’s ecological future was this spectacle conducted? And who will be held responsible for the environmental degradation inflicted at public expense?

The Qaqlasht disaster underscores a painful truth: Pakistan urgently needs a new framework for environmental governance, particularly when it comes to tourism and public events. No event, however culturally significant, should be permitted to compromise the environment. Strict environmental protection protocols, pre-event impact assessments, and post-event restoration responsibilities must become non-negotiable requirements — not afterthoughts.

It is not enough to express regret. We demand full accountability, a comprehensive environmental audit of the site, financial penalties for negligence, and the immediate implementation of a long-term restoration plan. Furthermore, it is essential that national and provincial policies be reformed to prioritize ecological preservation in all development and tourism initiatives.

Our mountains, glaciers, and biodiversity are not infinite resources to be squandered. They are the lifeblood of our communities, our economies, and our identity. The Qaqlasht tragedy must be the last of its kind. If we fail to act now, we forfeit not only our natural heritage but our standing as responsible stewards of this land.

The nation, and the generations to come, deserve far better.

Nature deserves better.

A Tribute to Ms. Lekshen Bibi – A Daughter of Kalash and Torchbearer of Knowledge

The recent reflections on the response from a segment of society in Chitral regarding your invaluable gift of books are truly heartbreaking. As someone deeply invested in the well-being and intellectual uplift of this region, it brings tears to my eyes to witness such a disheartening reaction—one that unfortunately undermines the very spirit of generosity, knowledge-sharing, and community service.

Ms. Lekshen Bibi, your remarkable contributions during your time in Chitral remain etched in the hearts of many who understand the true value of your vision and dedication. However, it is a sobering reality that your efforts were perceived through a limited cultural lens and were not fully appreciated due to the constrained worldview and understanding of some.

Despite the challenges, your journey is a powerful testament to resilience. Coming from one of the most remote, isolated, and historically marginalized communities of Pakistan—the Kalash Valley—you rose above every barrier. It is no coincidence that life opened doors for you beyond Chitral and even beyond Pakistan. This is not merely fortune—it is divine acknowledgment of your pure intentions, unwavering commitment, and love for humanity and your homeland.

Even from afar, you have continued to uplift and inspire. Your thoughtful posts, brief video messages, and reflections serve as a beacon for those of us who believe in the transformative power of knowledge, inclusivity, and nature. Your voice echoes the very values we strive to uphold—of compassion, learning, and human dignity.

Never allow the criticism or lack of appreciation to dishearten you. Your work is not for worldly validation but for a higher cause—for the pleasure of the Almighty. The reactions you encounter are reflective of societal mindsets, not of the merit or spirit behind your actions.

Those of us who stand for the values of mutual respect, critical thinking, and human progress recognize and honor your work. Your resolve strengthens our collective vision. Continue with courage. You are not alone—there is a growing community of like-minded individuals who value every step you take toward transforming lives through knowledge.

You are a blessing to society, a pioneer for your people, and a living embodiment of the foundational principle of Islam: the pursuit and dissemination of knowledge. Breaking societal taboos and challenging regressive norms is not easy, but leaders like you make it possible.

With admiration and solidarity.

Subject: Urgent Conservation Measures for Qaqlasht Meadows, Upper Chitral

SAVE QAQLASHT TO SAVE BUNNI AND HINDU RAJ HABITATION.

To: Concerned Government Authorities, including Environmental Agencies, Tourism & Culture Authority, Sports Authority, TMO Upper Chitral, DC Upper Chitral, Wildlife and Soil Conservation Departments, and Community Organizations.

Introduction

Qaqlasht Meadows, located in the Bunni region of Upper Chitral, is a unique and ecologically significant natural plateau covering approximately 9 km in length and 3 km in width. Situated at the confluence of the Mastuj, Tor Koh, and Milkoh Rivers, the area remains uninhabited due to its lack of permanent water sources, making it a rare, naturally preserved landscape.

During winter, Qaqlasht serves as a vital snow reservoir, replenishing the region’s water supply. In summer, it transforms into a lush green meadow before gradually drying up in late summer, making it highly vulnerable to environmental degradation. However, recent activities threaten its delicate ecosystem, as evidenced by video documentation circulating on social media.

Environmental Degradation Due to Misuse

Despite its ecological importance, Qaqlasht Meadows is being severely impacted by irresponsible human activities, particularly between March and May, when the region is in full bloom. The following major threats have been identified:

1. Unregulated Motor Racing and Off-Road Driving:

Hundreds of vehicles, including cars and motorcycles, traverse the meadows, damaging soil structure, trampling vegetation, and creating unauthorized pathways across the pastureland.

2. Soil and Water Contamination:

The discharge of fossil fuels and lubricants from vehicles pollutes the soil and underground water reserves.

These pollutants are carried across the landscape, impacting nearby glaciers such as Bunni Zoom, Terichmir, and other glaciated regions of the Hindukush and Hindu Raj.

3. Increased Risk of Glacial Lake Outburst Floods (GLOF):

Pollution deposits and rising temperatures accelerate glacial melt, exacerbating the risk of catastrophic flooding in Bunni, Avi, and Sonoghor, threatening surrounding communities.

4. Air and Noise Pollution:

High-speed motorized activities contribute to increased carbon emissions and noise pollution, disrupting the area’s natural tranquility and adversely affecting local biodiversity.

5. Loss of Endangered Flora and Fauna:

Several species of wildlife, birds, insects, and native plant life are at risk of disappearance due to unchecked human activities, accelerating the process of desertification and ecological imbalance.

Recommendations for Sustainable Conservation

To mitigate ongoing environmental degradation and ensure long-term sustainability, the following urgent measures are proposed:

1. Complete Ban on Motorized Vehicles:

Enforce strict regulations prohibiting the entry of all motor vehicles, including cars and motorcycles, to prevent further destruction of soil and vegetation.

2. Designation as a Protected Natural Site:

Formally declare Qaqlasht Meadows as a protected ecological zone under relevant environmental laws to ensure its conservation.

3. Promotion of Eco-Friendly Activities:

Encourage sustainable alternatives such as walking, cycling, horseback riding, and eco-tourism to allow responsible enjoyment of the meadows.

4. Community Awareness and Engagement:

Launch educational initiatives to inform local communities and visitors about the environmental significance of Qaqlasht and the consequences of ecological negligence.

5. Establishment of Monitoring Committees:

Develop community-based environmental monitoring groups to oversee conservation efforts and report violations.

6. Legislative and Regulatory Enforcement:

Collaborate with local government authorities to implement strict environmental policies and impose penalties for violators.

Conclusion

Qaqlasht Meadows is a vital ecological and cultural asset that requires immediate intervention to prevent irreversible damage. Implementing these conservation measures will help protect the meadows, mitigate climate-related risks, and ensure its preservation for future generations.

We urge all relevant authorities, environmental organizations, and local stakeholders to unite in safeguarding this invaluable landscape

Call to Action

We request an urgent stakeholder meeting, particularly with the Tourism & Culture Authority, to discuss and implement these conservation strategies. Let us collectively commit to preserving Qaqlasht Meadows and fostering sustainable tourism and environmental stewardship in Upper Chitral.

Heartfelt Condolences on the Passing of Master Noor Ali Shah Ayun

It is with profound sorrow that we extend our heartfelt condolences to the esteemed Charwellow family of Shoghor and the entire community of Lotkoh/Injigan on the immense loss of Master Noor Ali Shah. His family has long been a pillar of support—socially, politically, and morally—dedicated to the betterment of the region and its people.

A great, dedicated, and committed teacher, late Noor Ali Shah devoted his entire life to the promotion of education, the well-being of humanity, and the development of the region. He was not just a teacher but a mentor to many, a guiding light whose wisdom and kindness shaped generations. His passing is not just a personal loss to his family but a tremendous void for all who had the privilege of knowing him.

He was widely known as "Ayun o Master Noor Ali Shah," the younger brother of late Tehsildar Faramuz Shoghor, father of Jamil Ahmad, and uncle of Muhammad Hashim Khan, Muhammad Nayeem, and Muhtahuddin Bohtoli. His presence was a beacon of warmth and generosity, and his absence leaves an irreplaceable gap in our hearts.

We pray with humbled hearts that Allah grants him the highest ranks in Jannat al-Firdous, where his noble soul may rest in eternal peace, surrounded by divine mercy and blessings. May his legacy of love, wisdom, and service continue to shine through his family and all the lives he touched.

It pains me deeply to have missed his final Deedar, but my heart and prayers have remained with him and with every member of the family throughout this difficult time.

In this moment of grief, I stand with every member of the family in spirit and sincerity.

With deepest condolences, prayers, and unwavering support,
Syed Harir Shah
