In my capacity as a Member of Parliament representing the Non-Moro Indigenous Peoples in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), I unequivocally condemn the barbaric and senseless murder of Hon. Roldan Benito, Vice Mayor of South Upi, Maguindanao del Sur, along with his bodyguard Weng Marcos. This inhumane act also resulted in injuries to Hon. Analyn Benito his wife and the Chairwoman of Brgy. Pandan, and traumatized their 13-year-old son, Joseph Mutia and others, during the ambush. I say this with sincere regret and firm resolve.

Vice Mayor Roldan Benito was a trusted leader of the Tรซduray people, a dedicated public servant, and a steadfast advocate for peace and inclusive governance. His sudden and tragic death is mourned not only by his family and community but also by the entire province he served with dedication and honor.

To guarantee that the perpetrators of this horrible murder are apprehended as soon as possible, I implore the authorities the Philippine National Police - Criminal Investigation and Detection Groups and the Philippine Army under the 57th Infantry Battalion and National Bureau of Investigation to conduct a speedy and comprehensive investigation. It is imperative that we protect the security and safety of our officials and populace and make it abundantly evident that these kinds of violent crimes will not be accepted.

I send my sincere sympathies to the families of Vice Mayor Roldan Benito and Weng Marcos during this time of great sorrow. We stand in solidarity with you at this trying time, and our prayers and thoughts are with you. We also hope that everyone hurt in this terrible attack heals quickly.

This unfortunate incident emphasizes how urgently our area needs to act as a whole to promote long-term peace and security. Maintaining the rule of law, pursuing justice, and defending the rights and lives of all peopleโ€”especially the long-oppressed and downtrodden Indigenous Peoplesโ€”must be our continued priorities.

We demand justice. We demand peace. And we will not rest until those responsible are held accountable for their actions.

This guarantees that their perspectives are not only acknowledged but also addressed during this crucial phase leading up to the Bangsamoro Parliament elections in 2025.

Through our Political Dialogue initiative, generously funded by the Australian Government, we are nurturing lasting partnerships and establishing more robust frameworks to champion the rights of Indigenous Peoples throughout the Philippines, with a specific emphasis on the Bangsamoro region.

Similar to the Moro people, non-Moro indigenous peoples (NMIP) have been subject to histories of colonization and systematic marginalization including land dispossession, discrimination on the basis of their religious, ethnic or cultural identity, and exclusion from decision-making spaces. In the complex context of the Bangsamoro, characterized by decades of structural and direct violence and overlapping historical grievances, the NMIP have been in a particularly vulnerable position given their situation as a minority within another minority.

Nakasaad sa Article 4, Section 10 ng Bangsamoro Organic Law na ang mga katutubo ay mayroong kalayaan na mapanatili ang kanilang natatanging katutubo at etnikong pagkakakilanlan bilang karagdagan sa kanilang Bangsamoro na pagkakakilanlang pampulitika.

Ang non-moro Indigenous Peoples (NMIP) ay nabuo sa layuning magkaroon ng katangian sa ibang grupo sa loob ng rehiyong Bangsamoro. Sila ay isang pangkat ng mga tao o mga magkakauring lipunan na kinilala sa pamamagitan ng
sariling pagpapatunay at pagpapatunay ng iba, na tuloy-tuloy na nanirahan bilang isang organisadong pamayanan sa komunal na teritoryo, at sa ilalim ng mga pag-angkin ng pagmamay-ari mula pa noong unang panahon, sinakop, inangkin, at ginamit ang mga nasabing teritoryo, nabubuklod ng sariling wika, kaugalian, tradisyon at iba pang mga natatanging katangian ng kultura, o kung sino, sa pamamagitan ng pagtutol sa pampulitika, panlipunan at pangkulturang pagpasok ng kolonisasyon, mga hindi katutubong relihiyon at kultura, ay naging kaiba sa kasaysayan mula sa karamihan ng mga Pilipino. Kasama rin sa mga ito ang mga tao na itinuturing na katutubo dahil sa kanilang pinagmulan mula sa mga populasyon na naninirahan sa bansa, bago pa ang pananakop o kolonisasyon, pagpasok ng mga di-katutubong relihiyon at kultura, o ang pagtatatag ng kasalukuyang mga hangganan ng estado, na panatilihin ang ilan o lahat ng kanilang sariling mga institusyong panlipunan, pang-ekonomiya, pangkultura at pampulitika, na maaaring napaalis sa kanilang tradisyunal na mga lupain o kayaโ€™y namumuhay na sa labas ng kanilang lupaing ninuno.

Ang pagtanggi sa pagkilala ng kanilang pangkat pampulitikang pakilala at Lupaing ninuno sa Bangsamoro Parliament upang amyendahan ang Bill No. 273 ay isang malaking paglapastangan sa kanilang kalagayan. Dahil dito, ang buong posisyon ng mga Teduray, Lambangian, Blaan, Erumanen Ne Menuvu, Dulangan Menubu, at iba pang maliliit na grupo ng katutubong pamayanan ay nagpapahayag ng kanilang pagtindig at laban para sa tamang pagkilala at pagtatanggol sa mga karapatan na ipinagkaloob sa kanila ng Republikang Batas Bilang 8371 o mas kilala sa โ€œIndigenous Peoples Rights Actโ€, United Nations Declaration of Rights of Indigenous Peoples, United Nations Declaration of Human Rights at mas pinatibay pa ito sa loob ng Bangsamoro Organic Law na mayroong labin-limang mahahalagang probisyon na kumikilala ng batas ng mga hindi Moro na katutubong mamamayan.


Panghuli, ang Bangsamoro Organic Law (BOL) ay nagtatakda ng proteksyon para sa seguridad at karapatan ng mga Non-Moro Indigenous Peoples (NMIP). Ang bawat panukalang batas na isasagawa ng mga miyembro ng Parliamento ay hindi dapat bawasan o alisin ng karapatan ang mga katutubo na kinikilala na ng ating saligang batas. Ang anumang pagbabawas o pag-aalis nito ay maituturing na malaking paglapastangan sa kanilang mga karapatan na itinatangi ng ating mga batas sa Pilipinas, lalo na ang Indigenous Peoples Rights Act o IPRA.
