In celebration of Indigenous Peoples Month, officers of the Active Louisian Emergency Response Team (ALERT) participated in IP Immersion 2026, held in Agugaddan, Peรฑablanca, Cagayan, on October 16, 2026.

The activity fostered cultural appreciation, inclusivity, and solidarity with the Indigenous community. Guided by the CICM mission, this experience reflects our commitment to upholding human dignity and serving others with compassion, respect, and selfless dedication.

This initiative aligns with the following United Nations Sustainable Development Goals (SDGs):

On October 1, 2026, the Active Louisian Emergency Response Team (ALERT), in collaboration with the School of Architecture, Computing and Engineering Council (SACE Council), Amazon Web Services โ€“ Student Builder Group (AWS-SBG), and USLT CECA, successfully conducted Project KABALIKAT in Pattaui, Ugac Norte.

This outreach initiative was dedicated to supporting families affected by the recent fire incident in the community. Through the generosity of our donors and volunteers, school supplies, clothing, drinking water, play mats, hygiene essentials, and other household necessities were distributed to help families as they recover from the challenges brought by the incident.

We extend our heartfelt gratitude to everyone who contributed to this initiative. Your kindness and generosity became a source of comfort, support, and hope for those in need. This initiative serves as a reminder that even the simplest act of giving can make a meaningful difference in the lives of others.

The Active Louisian Emergency Response Team extends its sincere appreciation to the SACE Council, AWS-SBG, USLT CECA, our generous donors, and every ALERT officer who dedicated their time and effort to make this initiative possible.

โ€‹Taglay ng bagyo ang hanging may lakas na 55 km/h at pagbugsong umaabot sa 70 km/h habang tinatahak ang direksyong pakanluran-hilagang kanluran sa bilis na 15 km/h. Cagayan Under Signal No. 1 as Tropical Depression 'Kiyapo' Approaches

CAGAYAN, Philippines โ€” Signal No. 1 has been officially raised over the entire province of Cagayan, including the Babuyan Group of Islands, as Tropical Depression "Kiyapo" continues to move closer, weather bureau PAGASA reported.

According to the latest bulletin, the center of the storm was last spotted 950 kilometers east of Central Luzon. It is currently packing maximum sustained winds of 45 km/h near the center, with gusts reaching up to 55 km/h.

Moving west-northwest at 20 km/h, the tropical depression is expected to steadily intensify while approaching Northern Luzon.

Forecast Track and Potential Landfall
PAGASAโ€™s forecast indicates that Kiyapo could make a close approach to the northeastern tip of mainland Cagayan between tomorrow morning and afternoon (July 24). It is likely to make landfall over or pass very close to the Babuyan Islands by tomorrow afternoon or evening.

Other Areas Under Wind Signal No. 1
Aside from Cagayan, Tropical Cyclone Wind Signal (TCWS) No. 1 is also in effect in the following provinces and regions:

โ€ขIsabela
โ€ขApayao, Abra, and Kalinga
โ€ขPortions of Mountain Province and Ifugao
โ€ข locos Norte and parts of Ilocos Sur
โ€ข Northern portion of Aurora
Areas under Signal No. 1 may experience strong winds ranging from 39 to 61 km/h within the next 36 hours, posing minimal to minor threats to life and property.

Warning:PAGASA noted that wind signals could still be upgraded. Signal No. 2 may be hoisted over several areas soon, and Signal No. 3 remains possible if Kiyapo intensifies into a severe tropical storm while traversing the Batanes-Babuyan Islands area.

Local authorities advise residentsโ€”particularly those in coastal and high-risk flood or landslide areasโ€”to take precautions, stay updated on weather alerts, and monitor local disaster risk reduction management offices for further advisories.

Signal No. 2 Raised in Batanes; Cagayan Remains Under Signal No. 1

The DOST-PAGASA has hoisted Tropical Cyclone Wind Signal (TCWS) No. 2 over Batanes, while Cagayan, including the Babuyan Islands, remains under Signal No. 1 due to Typhoon Inday.

The weather disturbance has weakened slightly and is now classified as a typhoon, packing maximum sustained winds of 165 km/h and gusts of up to 205 km/h. It is currently moving northwestward at a speed of 15 km/h.

The public is advised to continuously monitor official updates from PAGASA and strictly adhere to directives from local government units, as the typhoon may still bring strong winds, heavy rainfall, and hazardous sea conditions.
