COMMUNITY ENGAGEMENT | USLT and DSWD Forge Strategic Partnership for Regional Development
TUGUEGARAO CITY, PHILIPPINES โ June 10, 2026 โ Moving forward with its steadfast commitment to sustainable community transformation, the University of Saint Louis Tuguegarao (USLT), through the Community Engagement and CICM Advocacies (CECA) office, formalized a strategic alliance with the Department of Social Welfare and Development (DSWD) Region II. The partnership was officially sealed during a formal Memorandum of Agreement (MOA) Signing Ceremony held today at the University Board Room.
The primary objective of this landmark agreement is to fortify the collaborative framework between the two institutions, synergizing their respective expertise toward comprehensive and sustainable community development across the region. By integrating DSWD's social welfare mechanisms with USLTโs institutional resources and extension programs, the partnership aims to accelerate grassroots development. This collaborative blueprint is intentionally designed to align regional growth milestones with the core values of the Congregatio Immaculati Cordis Mariae (CICM) and the United Nations Sustainable Development Goals (SDGs), ensuring inclusive, equitable, and values-driven societal progress.
The ceremonial signing was spearheaded by top executive leadership from both organizations, led by USLT University President Rev. Fr. Macwayne N. Maniwang, CICM, Ph.D., and DSWD Regional Director Lucia S. Alan. Joining them to witness the high-level collaboration were USLT administrative officials, including Dr. Luisa B. Aquino (Vice President for Academics) and Dr. Celso Tuddao (Vice President for Finance), alongside DSWD Regional Executive Assistant Stanley M. Donato.
The institutional implementation of the agreement will be closely managed by USLT's community development arms, represented by Ms. Lily Ann B. Dela Cruz, MSIT (OIC Director, CECA), Dr. Anjanette Batulan (Director, GLOCAL Partnerships and Engagement), and Mr. Cirilo Parallag (Dean of Student Affairs and Services). Key project executions will be driven at the school levels by CECA Coordinators Dr. Alvic Torres (SECAP), Ms. Roselyn Lemi, MBA (SABH), and Engr. Marvin Silva (SACE). DSWD's operational deployment will be supported by Mr. Sonny Jim Sali (IPDO - CSO), Ms. Rycher Tatyana Guzman (IPDO - NGA), and Ms. Mitchie Grace Guyagoy (4Ps Information Officer). Together, both institutions maintain a resilient partnership dedicated to advancing regional development milestones that bridge academic resources with civic excellence.
