ZALDY CO STRIKES AT THE PHILIPPINE ARMY WITH GHOST PROJECT IN ILOILO CAMP IN THE LEGISLATIVE DISTRICT OF REP. JANETTE LORETO-GARIN!

With controversy now gripping Iloilo 1st District Rep. Janette Loreto-Garin over an unfinished multi-purpose building (arena) in Tigbauan, Iloilo, another scandal has erupted in her face, this time a ghost project of former Ako Bicol party list Rep. Zaldy Co.

Bombo Radyo Iloilo reported last week its discovery of a DPWH contract awarded to Sunwest, Inc., the construction firm linked to Co, for the construction of “various facilities” inside Camp Monteclaro, headquarters of the 61st Infantry (Hunter) Battalion, in Miag-ao, Iloilo.

The contract with a cost of P15,267,483.27 was awarded to Sunwest, Inc. by the DPWH regional office on August 20, 2024. Its target date of completion was January 21, 2025.

But nothing is visible on the camp premises that matches the description of Zaldy Co’s project. In short, it is a ghost project.

What makes the anomaly more appalling is that DPWH, through another contractor, had just completed a P96 million project in Camp Monteclaro through representations made by Garin with the Department of National Defense and DPWH.

Both projects were just supposed to be next to each other.

But Garin feigned ignorance about the project. Co didn’t inform her about it, she told Bombo Radyo Iloilo in an interview. Neither did the DPWH regional office.

Garin’s lame alibi is one of those “Tell it to the Marines” stories that is simply incredible. A blatant lie.

For how can it escape her attention and knowledge when it is common knowledge DPWH officials at the regional and district offices routinely coordinate with each other on “cross-over” projects.

Moreover, Garin had a project in the same location that was implemented almost at the same time. In fact, Garin’s project commenced on May 8, 2024 while Co’s started August 20, 2024. It is ridiculously improbable that Garin would not have known.

Moreover, Garin’s husband, Oscar Richard, Jr., is the municipal mayor of Miag-ao, and Camp Monteclaro is just a 10-minute drive from the municipal hall, according to local residents.

What is more puzzling is Garin’s nonchalant reaction during the Bombo Radyo Iloilo interview that we watched.

She did not seem upset at all that a ghost project was discovered in her turf. She just said she will look into it as if it was just a lost-and-found report that was brought to her attention. No big deal, that's what we observed with her reaction.

There is a far greater implication to this discovery.

It opens up the possibility that Co, acting upon the instructions of former Speaker Martin Romualdez, had raided a far larger share of the national treasury during the last two or three years.

We can be certain that this ghost project at the Philippine Army camp in Miag-ao, Iloilo is not an isolated case. There can be more such projects that were devoured by the jaws of the Romualdez corruption machine.

And it could expand to farm to market roads, school buildings, barangay clinics and other infrastructure. Indeed, this monster has an insatiable appetite, and the Filipino people must slay it.

Like a thief in the night who got scared upon hearing the barking of a doberman, Iloilo 1st District Rep. Dr. Janette Loreto-Garin scampered away after leaving a note of denial at the scene of the crime.

She is now hiding in her legislative district where constituents are too afraid to mutter even a word of protest against her. The 1st district of Iloilo is the family's political fiefdom, that's why.

After posting a telegram-like comment yesterday on our viral post about the unfinished P69 million sports arena in Tigbauan, Iloilo that she branded as "fake news", Garin took refuge behind her own page. She knows she is safe there from public scrutiny.

Garin reiterated what she said in a similarly sparsely worded post on her FB page:

"Ongoing project. Wala pa ito sa kalahati at kasalukuyang ginagawa."

She said the reason for the delay is a site modification that required additional soil testing. The construction is now 35% completed, she claimed.

Garin signed a virtual public confession that the project is indeed anomalous!

When a contract is bidded out and then awarded to a contractor, it presumes that all the requirements for the ex*****on of an infrastructure project has been completed. Among such requirements is detailed engineering design. Things like soil testing are incorporated. It goes without saying that the project site is already in the name of the national government.

Hence, once a contract is awarded, signed, and a notice to proceed is issued by DPWH, the contractor must pursue its implementation until its completion.

The existing rules and regulations DO NOT ALLOW the DPWH to hit the pause button at any point and decide to "suspend" the contract because it wants to RELOCATE or transfer the location of the building to be constructed.

Pardon us, Madam Congresswoman, but your reasoning is flawed. You are confessing to a crime committed by the DPWH Iloilo 1st District Engineering Office!

If there was something wrong with the site, the right thing to do was to CANCEL the contract, draw up a NEW DETAILED ENGINEERING DESIGN, and conduct a NEW PUBLIC BIDDING.

Infrastructure projects are not like modular structures that you can just move around when your liking dictates it.

You cannot even move it an inch from where it is specified in the building plans and specifications, much less entirely transferred to a new location.

With your confession, your DE is liable for violation of the contract and could be charged under Section 3 (e) of RA 3019, or the Anti Graft and Corrupt Practices Act.

What happened is an ANOMALY that was obviously done with your tacit approval!

Now we can understand why you are hiding from public scrutiny and accountability. But we will not stop. Your explanation is unsatisfactory.

The true character of Iloilo 1st District Rep. Dr. Janette Loreto-Garin as a cowardly bully in the halls of Congress has been unmasked after we exposed her anomalous P69 million sports arena in Tigbauan, Iloilo earlier in the week.

After branding our post as "fake news" and saying that the project is ongoing after "site modification, new soil testing and redesign," Garin quickly fled and hid in her legislative district to avoid answering our questions.

She has gone into a "hunker-down" defensive mode --- a term that gained popularity when former US President Bill Clinton hid from the media in the wake of the Monica Lewinsky scandal --- and went into business as usual attitude, as if nothing has happened.

But a big anomaly has been uncovered in this P69-million unfinished sports arena that has been jokingly described as Garin's contribution to Iloilo's tourism --- the local version of the Stonehenge.

From her own post, Garin has revealed sufficient proof that the DPWH Iloilo 1st District Engineering Office committed criminal and administrative offenses.

First, Garin said the project site was relocated. She declined to elaborate. However, changing the location of an infrastructure project is not as simple as moving a chess piece to another square.

That constitutes a radical amendment to the contract. The right thing to do was to rescind the contract with the consent of the contractor. It means the contract becomes extinguished. The project evaporates and the money should go back to the national treasury.

Garin's second excuse is that new soil testing had to be done on the new location. Nothing wrong with that. As it is a building that is going to be put up, it is really indispensable for soil testing to be done to determine the stability of the ground. It is a must.

But yet again, this underscores the need to rescind the contract and conduct another bidding for a new design based on the new soil testing results. For all we know, the requirements for pile foundation might have changed significantly, which will impact on the project cost.

Making alterations or amendments to the original contract are not allowed upon mere mutual consent between DPWH and the contractor.

Garin must have forgotten that this project was funded with taxpayers' money. It did not come from her pocket. Hence, the disbursements must be done in accordance with the law and existing auditing rules and regulations.

Lastly, Garin said the building plan was redesigned. If that were so, the more reason for the DPWH to go back to the drawing boards and prepare an entirely different blueprint. And with more reason, a new bidding should be conducted with the reappropriation of the funds in the 2026 budget.

In her arrogance, Garin has indicted her own district engineer and staff.

Garin has never scrimped with words when doing press conferences in the HOR, especially when pressing on the issue of the confidential funds of Vice President Inday Sara Duterte. She has a penchant for taking center stage when defending former Speaker Martin Romualdez.

In this case, Garin seems to have frozen with stage fright. She is suffering from a famine of words. Even her comment on our viral post was sparsely worded like a telegram from a bygone era.

Garin is a bully in the HOR, a Doberman of the Marcos-Romualdez tyrannical rule. Here, we discovered she is a coward who fled upon seeing an irate citizenry rushing forward to hold her accountable.
