In its resolute commitment to participatory governance and transformative education, the Department of Education (DepEd) Schools Division Office (SDO) of Tarlac Province convened the 2nd Multi-Sector Governance Council (MSGC) Meeting on May 8, 2025, at the Mango Hall of Westwood Farm Events and Accommodation in Brgy. Care, Tarlac City. The event gathered an exceptional network of education champions from government agencies, civil society, law enforcement, the military, and the private sectorโunited under one vision: to shape the future of education in Tarlac Province.
The MSGC serves as an advisory and oversight body under the Performance Governance System (PGS), ensuring that the division's roadmap and key reform initiatives are effectively implemented through strategic guidance and multi-sectoral support. This second meeting was organized to formally introduce the PGS framework and to welcome new interim members of the Council.
Chief Education Supervisor of the School Governance and Operations Division (SGOD), Dr. Joel S. Guileb, opened the program by emphasizing the importance of sustained collaboration between DepEd and its external stakeholders. He affirmed that education transformation can only be achieved when sectors move in unison toward shared goals.
To deepen the participantsโ understanding of the Division's reform agenda, Mathematics Education Program Supervisor Mr. Joey G. Quizon presented an engaging overview of the PGS. He highlighted how the governance system aligns the Divisionโs Programs, Projects, and Activities (PPAs) with long-term outcomes that directly impact learners, schools, and communities.
Gracing the event was Dr. Ronnie S. Mallari, CESO V, Regional Director of DepEd Central Luzon and concurrent Officer-in-Charge of the Schools Division Superintendent Office, and Assistant Schools Division Superintendent Dr. Lourdes G. Dela Cruz, CESO VI.
The meeting drew a diverse and dynamic group of leaders and representatives from various national government agencies and law enforcement units. These included SSupt. Roberto C. Miranda, Provincial Fire Director of the Bureau of Fire Protection โ Tarlac Provincial Office; State Auditor III Venelyn D. Pascua from the Commission on Audit; and Ms. Maria Catherine D. Sauli, Youth Development Officer IV of the Provincial Youth Development Office under the Provincial Government of Tarlac.
Representing the Tarlac Police Provincial Office were PLTCOL Edilberto S. Santiago, Chief of the Police Community Affairs and Development Unit; PSSg Rene Felizardo; and PCpl Janine Mary Saclao. From the Philippine Armyโs 3rd Mechanized Infantry Battalion, Armor Division, LT Sherry Kate Y. Tan (FS) PA, Assistant S7-CMO Officer, and Pvt Mark Denver A., CMO Personnel, also attended and expressed their commitment to youth and community development.
Infrastructure and public health agencies were well represented by Ar. Angelbert P. Gomez and Engr. Nikko Jay Bondoc of the Department of Public Works and Highways โ Tarlac 1st Engineering Office; Ms. Aileen Javier from the Department of Health โ Provincial Health Office Tarlac; and Chief Labor and Employment Officer Jose Roberto L. Navata with LEO III Ahlan Bien L. Bueno from the Department of Labor and Employment โ Tarlac Provincial Field Office.
Also in attendance were OIC Division Chief Maria Divina Gloria R. Ramos of the Department of Trade and Industry โ Tarlac; PSTD Karen V. Daรฑez and Sup SRS Kikki Dyan Padilla of the Department of Science and Technology โ Tarlac Field Office; and LGOO VI Henrielle Justeene Tuliao and LGOO V Garelyn Pangilinan of the Department of the Interior and Local Government โ Tarlac.
From the education sector stakeholder groups, the following leaders lent their voices and support: Mr. Jose Angelo M. Raiz, President of the Division Federated Parent-Teacher Association (PTA) โ Tarlac Province; Dr. Maria Cristina A. Dugay, President of the Philippine Elementary School Principals Association (PESPA) โ Tarlac Province; Dr. Ferdinand J. Gregorio, President of the Tarlac Association of Secondary School Administrators (TASSA) Inc.; Ms. Miriam L. Magno, Vice President for External Affairs of the Alliance of Private Schools in Tarlac Province (APSTAP) Inc.; and Mr. Erniezon Dela Cruz, President of the Association of Public Elementary and Secondary School Teachers of Tarlac Province (APEASSTTAP) Inc.
Meanwhile, civic and private sector partners also made their presence felt. These included Ms. Salve Z. Aguilar, Council Scout Executive of the Boy Scouts of the Philippines โ Tarlac Chapter; Mr. Gherome Aviguetero, also representing the Boy Scouts of the Philippines โ Tarlac Chapter; and Ms. Pinky Christine Baroman, Corporate Social Responsibility (CSR) Representative of Pilmico Animal Nutrition Corporation.
Each participant reaffirmed their organizationโs commitment to support the Schools Division through strategic advice, shared resources, and meaningful collaboration in upcoming educational programs. The meeting concluded with a renewed spirit of bayanihan, with all sectors recognizing the critical role of shared leadership in ensuring the success of Tarlac learners
