Tracing back the organization of RC Cavite East, it was formally admitted and chartered by Rotary International on May 23, 1979. Its charter presentation and first induction ceremony was held in June 1979 under the leadership of Club Charter President Engracio "Anching" Francisco. The territorial limits and boundaries of RC Cavite East encompass the municipalities of Bacoor, Imus, Kawit and Dasmar
iñas. In the RY 1990-91, the club released the territorial town of Dasmariñas to Rotary Club of Dasmariñas. Education is the best foundation of human resources and the RCCE is aware of the financial difficulties of the poor but deserving students to pursue higher education. The RCCE, in coordination with AMA Computer Learning Center, in Bacoor and Dasmariñas, through its Managing Director/Franchisee, Past President Virgilio "Gil" Hernandez II, accepted a project proposal made by the club to offer a free Computer Literacy Scholarship Program to 20-30 students
every year. Since RY 1996-97 up to present, computer literacy is one of the flagship projects of the club. A free medical project (cataract operation) known to the club as "Balik-Sinag" and known to the district as an "Avoidable Blindness" was also initiated by Club Past President Doctor Relito 'Lito" Saquilayan. As of now, this cataract operation project is temporarily shelved but the club intends to revive it in the future. The club also provides 3 to 5 medical and dental missions every year to indigent families of Imus and Bacoor. Since its inception in 1979, the RC of Cavite East has accomplished worthy projects that serve as a legacy of the club to the future generation. Among the significant projects of the club is the acquisition of a 405 square meters property, donated by the Provincial Government of Cavite under the leadership of Gov. Juanito R. Remulla. It was acquired during the Rotary Year 1991 to 1993. The club constructed a P2.5M two-storey edifice which now serves as the venue for its weekly meetings, and also for trainings and seminars. The building used to be the venue for the Computer Literacy Program of the club, which was started during RY 1995-1996 and ended on RY 2000-2001. The land was registered in the name of RCCE HEDUCOM Foundation, Inc. under TCT T-834747. HEDUCOM is the acronym for Health, Education, and Community. The Foundation, a non-profit organization, was established to help in the worthwhile projects of the RCCE.
