PHILIPPINE REGISTRY OF INTERPRETERS FOR THE DEAF'S CULMINATING ACTIVITY
April 11, 2026

We extend our warmest congratulations to Teacher Ma. Louela O. Cancio and Teacher Loren Francesca C. Custodio for successfully completing their Basic Sign Language Class at the Philippine Registry of Interpreters for the Deaf (PRID).

Teacher Louela, a proud DepEd CALABARZON scholar, demonstrated her commitment and potential by serving as an interpreter during their class reaction video. Meanwhile, Teacher Loren took the course as a refresher, updating herself with the evolving signs in the dynamic field of sign language.

Balancing family life, professional responsibilities, and academic pursuits is never easy, yet these educators chose this path to ensure that Deaf learners are given access to quality education and meaningful communication.

They would also like to extend their heartfelt gratitude to their mentors—Judge Remie Mondia and Ma’am Vivian Saulo—as well as their Deaf trainers, Ma’am KJ Teñoso and Sir Aedrian Quiambao, whose guidance and expertise made this journey truly enriching.

This accomplishment is more than just the completion of a class—it is a testament to the dedication of teachers who go beyond their limits to embrace inclusivity. As sign language continues to evolve, may this milestone inspire more educators to learn, adapt, and advocate for the Deaf community. Together, we move closer to a future where education truly speaks to all—whether through spoken words or signed expressions.

NATIONAL SEMINAR-WORKSHOP ON EARLY CHILDHOOD CARE AND EDUCATION
Implementing Strategies in Teaching Learners with Special Needs: Legal Mandates and Local Governance
April 10-12, 2026

The Amaya SPED Teachers actively participated in the National Seminar-Workshop on Early Childhood Care and Education, held at A&A Hotel, Puerto Princesa City, Palawan on April 10–12, 2026. Organized by the Western-Pacific Teacher Training and Development Center, the seminar focused on strengthening inclusive practices and legal foundations for children with special needs.

Distinguished Speakers are the following:
1.Dr. Rosalinda D. Ibarra
Chief Education Supervisor, Department of Education Regional Office III
Dr. Ibarra presented strategic practices for teachers and child development workers in handling children with special needs. She explained the different types of exceptionalities and highlighted effective approaches and modifications in teaching. To make the session interactive, she was assisted by Teacher Ma. Louela O. Cancio and Teacher Loren Francesca C. Custodio, who demonstrated how to sign the alphabet and numbers.
2. Atty. Gherold C. Benitez
Private Lawyer and Vice President for Administration, Tarlac State University
Atty. Benitez discussed the legal mandates and local governance in early childhood care for children with special needs. He explained in layman’s terms the relevant Republic Acts that guide inclusive education:
⚖️RA 11650 – Inclusive Education Act of 2022, ensuring learners with disabilities are provided equitable access to quality education.
⚖️RA 10410 – Early Years Act of 2013, recognizing the age of zero to eight as the first crucial stage of educational development and mandating the establishment of a National Early Childhood Care and Development System.
⚖️RA 9155 – Governance of Basic Education Act of 2001, defining the roles of local and national governance in education.
⚖️RA 12199 – An Act Strengthening Early Childhood Care and Development System, enhancing programs and services for young learners.
He also elaborated on the Special Education Fund (SEF) of Local Government Units (LGUs), its sources, and its utilization to support inclusive education programs. After his lecture, he engaged participants in a legal Q&A session.

This seminar reaffirmed the principle that every child deserves equal opportunity to learn and thrive, regardless of ability. It provided both practical strategies and legal grounding for teachers to champion inclusive education in their communities.

We extend our heartfelt thanks to the Western-Pacific Teacher Training and Development Center for organizing this meaningful seminar. We look forward to future engagements that continue to promote and strengthen inclusive education nationwide.
