Panatang Luntian, together with environmental organizations, coalitions, and environmental advocates, stands in full solidarity with the People’s Barricade of Dupax del Norte in their struggle against the entry of mining exploration by the British-owned Woggle Corporation.
We, the undersigned organizations and networks, strongly condemn the violent dispersal of the people’s barricade that resulted in the arrest of seven (7) local residents of Dupax del Norte, where majority are indigenous women and the anti-mining leader Florentino Daynos. These repressive acts expose the State’s blatant disregard for community welfare, human rights, and environmental protection, and reveal how land-use decisions are being dictated not by the people, but by corporate mining interests.
As early as 2024, a certification was issued in favor of Woggle Mining Corporation without the knowledge or consent of the affected communities—an outright violation of the people’s right to Free, Prior, and Informed Consent (FPIC). Reports also confirm that Woggle conducted tree-cutting and road widening activities in Sitio Keon without the necessary permits from the Department of Environment and Natural Resources (DENR). By August 2025, the corporation attempted to legitimize its presence by conducting meetings with residents, deceptively using IEC attendance and food aid to manufacture consent for its exploration plans.
Dupax del Norte lies within the Nueva Vizcaya watershed, known as the “Watershed Haven”, a critical ecological zone that sustains rivers, forests, farms, and communities across the province and neighboring areas. This watershed is home to rich biodiversity, including endemic flora and fauna, and serves as a natural defense against floods, landslides, and climate-related disasters. Large-scale mining threatens to irreversibly damage these fragile ecosystems, poison water sources, and undermine the food security and livelihoods of present and future generations.
On January 13, 2026, more than 300 armed personnel of the Philippine National Police were deployed to Brgy. Bitnong, Dupax del Norte, to forcibly dismantle the people’s barricade. This militarized operation clearly favored the interests of Woggle Mining Corporation and was carried out pursuant to a court order issued by RTC Branch 30 Judge Paul R. Attolba Jr. While the people initially succeeded in defending the barricade, the Writ of Preliminary Injunction has now been fully implemented. Worse, the trial court has ordered authorities to identify and arrest protesters who continue to block mining exploration activities—criminalizing legitimate dissent and collective defense of land and environment.
This is not an isolated incident. Time and time again, the State has weaponized laws, courts, and armed forces against communities and environmental defenders who assert their right to protect their land, water, and life. Yet history has shown that the people of Nueva Vizcaya do not back down easily. They have done this before, successfully resisting OceanaGold and they are doing it again today.
We call on fellow environmental advocates, people’s organizations, and concerned citizens to express solidarity with the People’s Barricade of Dupax del Norte by releasing text or video statements, infographics, and messages of support. Remain vigilant and monitor updates on the situation in Dupax del Norte. The struggle of Nueva Vizcaya is a struggle for environmental justice, national patrimony, and people’s rights.
