Under Philippine law, a citizen’s arrest is allowed only if the crime is committed in your presence or has just been committed and you have personal knowledge of it.
This applies to acts of animal cruelty under RA 8485 (Animal Welfare Act), as amended by RA 10631.
If you witness animal cruelty:
1. You may lawfully restrain the offender
2. Immediately turn them over to the nearest police station or law enforcement authority
3. Ensure the animal is brought to safety and veterinary care as soon as possible.
⚠️ Use only reasonable force and prioritize your own safety.
Knowing your rights empowers you to act—and helps stop cruelty when it happens.
