โPaperless 'passport for goods' goes live globally
The International Chamber of Commerce (ICC) has officially launched the eATA Carnet system across 30 countries on June 1, marking a major milestone in the global digitalization of temporary goods importation.
โThe digital transition, developed in coordination with the World Customs Organization - Organisation Mondiale des Douanes, allows carnet holders and customs authorities to manage declarations entirely online, streamlining cross-border procedures to be faster, more secure, and more efficient. On its first day of implementation, 485 digital carnets were issued globally, and 21 border transactions were completed, with Switzerland recording the world's first digital carnet transaction.
โThe initial rollout covers the 27 European Union member states, Norway, Switzerland, and the United Kingdom, where digital carnets have now become the standard operational format.
โCurrently, the ATA Carnet, often referred to as a "passport for goods,โ is available in the Philippines, with the Philippine Chamber of Commerce and Industry (PCCI) serving as the national issuing and guaranteeing agency in close coordination with the Bureau of Customs PH (BOC) and the ICC.
โWhile the fundamental application process remains unchangedโrequiring businesses to apply through their local chamber, declare the same goods, and meet identical financial security requirementsโthe new system shifts operations to a custom mobile application that functions as a digital wallet for passporting goods.
โICC Philippines Chairperson George Barcelon praised the global launch, highlighting how much easier the digital system will make things for local industries and international events.
โ"If you're an organizer, an exhibitor, or a business traveler moving equipment back and forth for major conventions and exhibitions, dealing with thick stacks of physical paperwork at the border is always a massive headache," Barcelon said. "This is why the eATA Carnet is an absolute game-changer for the MICE (Meetings, Incentives, Conferences, and Exhibitions) sector. Shifting everything to a digital wallet on a smartphone cuts right through the red tape, eliminates costly customs delays, and makes hosting world-class events so much easier. Itโs a massive boost for promoting business tourism in the Philippines."

While the digital system is currently live across the initial 30 territories, customs authorities in remaining countriesโincluding the Philippinesโwill continue to process carnets the traditional, paper-based way for now. This is part of a global transition period spanning 2026 to 2027, with full worldwide digitalization across more than 80 countries projected for completion by Jan. 1, 2028.
โICC Philippines expressed strong optimism about bringing the fully digital framework to local borders soon.
โ"We're really excited about this launch, and our big hope now is to see the eATA system fully up and running here at home through the BOC and the PCCI as soon as possible," the official added. "ICC Philippines will pursue a smooth implementation and start working on this integration immediately. We want to ensure our local infrastructure keeps pace with global standards so that the Philippines becomes an even more attractive, seamless destination for international business events and trade."
โTo facilitate the ongoing international rollout, the ICC has deployed 24/7 user support and trained thousands of personnel globally through extensive webinars and train-the-trainer programs to ensure seamless cross-border workflows.
โThe official ATA Carnet app is now available for download via the Google Play Store and other major mobile application platforms, allowing users to view their digital credentials and manage their border transactions directly from their smartphones.โฝ
