The Bureau of Customs convened its regular monthly meeting of the Customs Industry Consultative and Advisory Council, attended by recognized stakeholders and representatives from the industry. The proceedings were presided over by Ariel Nepomuceno, together with senior officials of the Bureau, and delegates from CITI Philippines, led by Dr. Anthony Cristobal, with TJ Mamerto, Mary Zapata, Dennis Calica and Rod Villanueva in attendance.
During the session, prevailing port-related concerns and operational developments were formally presented for discussion and evaluation. Stakeholders were likewise afforded the opportunity to raise issues materially affecting trade facilitation and regulatory compliance. From an observer’s standpoint, the discussions indicated a clear administrative policy direction toward the implementation of substantive institutional reforms.
In particular, the Bureau underscored its continuing efforts toward digitalization as a measure to deter smuggling activities and to promote the accurate and lawful collection of government revenues. These initiatives are intended to enhance transparency and reinforce enforcement mechanisms within the framework of existing customs laws and regulations.
The Bureau further reported on ongoing system enhancements aimed at improving the efficiency of cargo processing and simplifying documentation requirements. As part of the agenda, Dr. Anthony Cristobal delivered a technical presentation addressing shipment delays, identifying procedural constraints and systemic inefficiencies affecting the supply chain upon cargo arrival.
He further explained that deficiencies in documentation and coordination gaps among concerned parties contribute to extended clearance timelines. In this regard, stakeholders were advised to ensure the timely, accurate, and compliant submission of required documents.
Overall, the meeting reflected a cooperative and consultative approach toward policy development and reform, with the objective of achieving a balanced framework between trade facilitation and effective regulatory enforcement.
