Tuguegarao City, Cagayan โ€” Strengthening collaboration between industry, education, and government, the Philippine Chamber of Commerce and Industry (PCCI), through the PCCI Human Resources Development Foundation (PCCIHRDF), formalized two key partnerships aimed at advancing workforce readiness and digital resilience in Cagayan. The signing of a Tripartite Memorandum of Understanding (MOU) in Carmelita Hotel last April 14, 2026 with leading academic institutions for Cyber Hygiene Training, alongside a separate MOU with Cagayan National High School for the implementation of the PCCI Education and Training (PET) System.

The event was graced by Cagayan Governor and former PNP Chief Edgar Aglipay, alongside regional directors from key government agencies, and representatives from the local government.

The event also featured the induction of new members of PCCI Cagayan, led by PCCI Director and PCCIHRDF President Dr. Alberto P. Fenix, Jr., underscoring the organizationโ€™s continued commitment to expanding its network and deepening regional engagement.

The Cyber Hygiene Training initiative aims to equip entrepreneurs, organizations, and individuals with the knowledge and tools to safely navigate the digital landscape and avoid online threats. Seven academic institutions in Cagayan have committed to roll out the training, including Aparri Polytechnic Institute (API), Cagayan State University (CSU), University of Saint Louis Tuguegarao (USL), Medical Colleges of Northern Philippines (MCNP), International School of Asia and the Pacific (ISAP), and University of Cagayan Valley (UCV).

Dr. Fenix emphasized the urgency of the initiative, noting that โ€œin todayโ€™s digital age, data has become as valuable as goldโ€”making it a prime target for misuse if not properly safeguarded.โ€ He highlighted that strengthening cyber awareness at the community level is critical to building a secure and resilient digital economy.
Meanwhile, the PCCI Education and Training (PET) Systemโ€”PCCIHRDFโ€™s flagship programโ€”seeks to bridge the skills gap by combining in-school learning with structured in-company immersion. Designed to prepare students for gainful employment or entrepreneurship, the PET System aligns with the priorities of the Department of Education (DepEd) to enhance the quality and relevance of senior high school immersion programs. Cagayan National High School will serve as the pilot partner in the province for this initiative.

Private sector stakeholders were also represented by members of PCCI Cagayan, led by President Evelyn Velasco, together with PCCI Region 02 Regional Governor Jose Avelino Diaz and partner educational institutions.

The signing of these two MOUs reinforces PCCIHRDFโ€™s commitment to fostering inclusive growth by strengthening human capital development and promoting digital securityโ€”ensuring that both students and professionals are equipped to thrive in an increasingly digital and interconnected economy.

The TESDA Skills Passport was officially launched today at the Makabagong San Juan Convention Center, San Juan Cityโ€”a super app designed to make skills development more accessible and future-ready.

Through the app, users can manage their certificates, discover trainings and scholarships, and even access job opportunities.
