The DOST S&T Foundation Unit was invited to participate in the seminar entitled: " Getting Started with Philippine Council for NGO Certification: Why Your NGO Should Get Certified," jointly organized by the Philippine Council for NGO Certification (PCNC) and the Philippine Institute of Certified Public Accountants (PICPA)- Palawan Chapter, that was held at the Citystate Asturias Hotel, Puerto Princesa City, Palawan.

The activity forms part of the continuing partnership between DOST and PCNC in promoting the certification of science, technology and innovation (STI)-oriented/focused non-stock, non-profit organizations (NSPOs) as DOST-certified S&T Foundations, and their subsequent accreditation as donee institutions by the Bureau of Internal Revenue (BIR), whenever possible.

During the session, FACE, UPCPHFI and YLFI-EAC presented their major accomplishments for 2025, as well as its plans and priorities for 2026. Both FACE and UPCPHFI have championed various health researches, and YLFI-EAC increased their capacity as a research institution targeting to increase their scientific impact through peer-reviewed journal publications.

Under Section 24 of the Republic Act No. 2067 or the โ€œScience Act of 1958โ€, as amended by Section 6 of R.A. No. 3589, the National Science Development Board (NSDB), now the DOST, was mandated to promote and, at its discretion, assist in the establishment of private foundations for scientific advancement. Additionally, the law authorized the DOST to certify the said foundations and the funds contributed to them are dedicated to scientific pursuits.

In accordance with Section 34(H) of R.A. 8424 or the โ€œTax Reform Act of 1997โ€, as amended, and the Executive Order No. 720, s. 2008, the DOST Certification as an S&T Foundation is a requirement for the Philippine Council for NGO Certification, Inc. (PCNC) accreditation. This accreditation allows science, technology, and innovation (STI)-oriented NGOs to obtain Donee Institution Status from the Bureau of Internal Revenue and avail of the benefits specified by the above-mentioned laws.
