Let's Visualize the Actual Workloads...

📊 ADMINISTRATIVE OFFICER II WORKLOAD ASSESSMENT SURVEY

The effectiveness of any organizational structure depends not only on the duties assigned to a position but also on the actual workload experienced by those who perform them.

To support evidence-based discussions on staffing, workload distribution, and organizational development, we have prepared the Administrative Officer II Monthly Workload Frequency Assessment Survey.

This assessment aims to determine:
✅ How frequently each assigned function is performed in a typical month;
✅ How much time is consumed by every function;
✅ Which duties require the greatest amount of effort and resources; and
✅ Whether the current workload can reasonably be accomplished within regular working hours.

This survey is not intended to compare positions or diminish the contributions of any employee. Rather, it seeks to gather factual data that can help policymakers, administrators, and stakeholders better understand the realities of the Administrative Officer II position in schools.

We encourage all Administrative Officer II personnel to answer the survey honestly and objectively based on their actual work experience. Your responses will contribute to a more accurate picture of the position's responsibilities and may serve as valuable input in future policy reviews, workload assessments, and organizational improvements.

Hindi po pareho ang trabaho ng Senior Bookkeepers sa Implementing Units (IUs) at Senior Bookkeepers sa Non-Implementing Units.

Sa Implementing Units, ang Senior Bookkeeper ay direktang humahawak sa kabuuang school financial management. Kabilang dito ang budgeting, accounting, cash management, financial reporting, bank reconciliation, preparation of financial statements, at pagsunod sa mga alituntunin ng COA, DBM, DepEd, at iba pang regulatory agencies. Sila ang katuwang ng School Head sa pang-araw-araw na pamamahala ng pondo ng paaralan.

Samantala, sa Non-Implementing Units, iba ang saklaw ng kanilang mga tungkulin dahil hindi sila ang direktang nagpapatupad ng school financial operations na katulad ng sa Implementing Units.

Ito ang dahilan kung bakit mahalagang kilalanin ang pagkakaiba ng kanilang mga responsibilidad. Hindi ito usapin ng pagiging mas mataas o mas mababa ang isang posisyon—ito ay usapin ng pagkilala sa aktuwal na lawak, teknikalidad, at pananagutan ng bawat tungkulin.

Ang tamang pag-unawa sa pagkakaibang ito ang magiging batayan sa pagbuo ng makatarungan at angkop na organizational structure, career progression, at staffing standards para sa mga financial personnel ng DepEd.

Magkaiba ang assignment. Magkaiba ang responsibilidad. Kaya nararapat lamang na kilalanin ang pagkakaiba ng kanilang mga tungkulin.

📌 DATI, Senior Bookkeeper at Disbursing Officer lang ang gumagawa niyan...

Ngayon, may Administrative Officer II (AO II) na sa maraming Implementing Units. Ngunit isang tanong ang madalas marinig sa mga paaralan:

Kung dati dalawang tao lang ang gumagawa ng mga gawaing ito, bakit tila mas marami pa ring trabaho ngayon?
Ang layunin ng post na ito ay hindi upang maliitin o sisihin ang sinumang posisyon. Sa halip, nais nitong buksan ang isang makabuluhang diskusyon tungkol sa workload distribution, role delineation, at organizational efficiency.

Noon, ang Senior Bookkeeper at Disbursing Officer ang humahawak hindi lamang ng financial management functions, kundi maging ng iba't ibang administrative tasks, HRMO functions, AAO functions, loan verification, at computation of employee benefits, bukod pa sa budgeting, accounting, financial reporting, at compliance sa COA at DBM.

Ngayon, habang may mga bagong plantilla na, mahalagang suriin kung:
✔️ malinaw ba ang paghahati ng mga tungkulin;
✔️ naaayon ba ang workload sa bawat posisyon; at
✔️ tunay bang napapagaan ang trabaho sa Implementing Units.

Naniniwala ang National DepEd Senior Bookkeepers Association (NDSBA) na ang solusyon ay hindi lamang pagdaragdag ng tao, kundi ang pagkakaroon ng maayos na organizational structure, malinaw na role delineation, at tamang deployment ng mga plantilla positions upang maging mas episyente ang serbisyo sa ating mga paaralan.
Ang layunin ay hindi paghahambingin ang mga empleyado—kundi pagbutihin ang sistema para sa kapakanan ng lahat.

📌 ALAM NA NG BHROD... GAANO KAHALAGA ANG TRABAHO NG SENIOR BOOKKEEPERS SA IMPLEMENTING UNITS!

Ang pagiging Senior Bookkeeper sa isang DepEd Implementing Unit ay hindi lamang tungkol sa pagre-record ng mga transaksyon. Ito ay tungkulin ng isang propesyonal na nagsisiguro na ang bawat pisong ipinagkatiwala ng taumbayan ay ginagamit nang tama, naaayon sa batas, at may pananagutan.

Sa isinagawang talakayan, naipaliwanag sa BHROD ang lawak at lalim ng mga responsibilidad ng Senior Bookkeepers—mula sa budgeting, accounting, financial reporting, bank reconciliation, liquidation, hanggang sa pagsunod sa mga patakaran ng COA, DBM, DepEd, at iba pang government accounting regulations.

Ang pagkilala sa tunay na saklaw ng aming tungkulin ay isang mahalagang hakbang tungo sa mas makatarungang organizational structure, malinaw na career progression, at angkop na pagkilala sa mga School Finance Personnel.

Maraming salamat sa BHROD sa pakikinig at pagbibigay-halaga sa aming mga paliwanag. Nawa'y maging simula ito ng mas makabuluhang reporma para sa kapakanan ng mga Senior Bookkeepers at ng buong DepEd.

📢 BAKIT ANG IMPLEMENTING UNITS (IUs) LANG ANG MATAGAL NANG MAY FINANCIAL STAFF, SAMANTALANG ANG IBANG PAARALAN AY KAILANGAN PANG LAGYAN NG ADMINISTRATIVE OFFICER II (AO II)?

Isa itong tanong na madalas lumalabas sa usapin ng School Organizational Structure.

Ang sagot ay simple: mag
kaiba ang pinanggalingan at pangunahing tungkulin ng dalawang posisyon.

Ang mga Implementing Units (IUs) ay matagal nang direktang nangangasiwa ng pondo ng pamahalaan. Dahil dito, kinakailangan nilang magkaroon ng Senior Bookkeeper, Disbursing Officer, at iba pang financial personnel upang matiyak ang maayos na budgeting, accounting, financial reporting, cash management, at pagsunod sa mga alituntunin ng COA, DBM, at DepEd.

Samantala, habang lumalawak ang administrative responsibilities ng mga non-Implementing Units, kinilala rin ang pangangailangan ng Administrative Officer II (AO II) upang suportahan ang kanilang administrative at general management functions.

✅ Hindi magkapalit ang AO II at Financial Staff. Magkaiba ang kanilang mandato, ngunit pareho silang mahalaga sa mahusay na pamamahala ng paaralan.

Ang tunay na layunin ay hindi pagpilian kung sino ang dapat magkaroon ng posisyon, kundi ang pagbibigay ng tamang organizational structure na naaayon sa aktuwal na pangangailangan ng bawat paaralan.

Patuloy nating suportahan ang mga repormang magpapalakas sa school governance, financial accountability, at kalidad ng serbisyo sa ating mga paaralan.

Para sa matatag na paaralan, kailangan ang parehong mahusay na administrative support at specialized financial management.

😂📊 Kapag Akala Mo Tapos Na ang Financial Statements...

"Yung tapos ka na sa FS as of June 30, 2026, pero narealized mo may mali pala kasi di mareconcile sa mga supporting schedules at di mabalance ang cash flow." 😅

Kung bookkeeper ka, alam mong ito ang isa sa mga pinakanakakakabang sandali. Isang maliit na discrepancy lang, balik na naman sa General Ledger, Trial Balance, Bank Reconciliation, Supporting Schedules, at Cash Flow. ☕📚💻

Pero tandaan...

Ang tunay na NDSBA member ay hindi sumusuko hangga't hindi balanced ang reports at kumpleto ang reconciliation! 💪📖

Sa bawat puyat, bawat rechecking, at bawat centavo na hinahanap—ipinapakita natin ang ating dedikasyon sa tumpak, transparent, at accountable na financial reporting.

Hindi din alam ng BHROD na gumagawa tayo nito, bakit ba ayaw nila maniwala? Pumunta kaya kayo sa field para makita nyo ang sitwasyon.
