The buzz of a notification woke me one morning. Groggily, I checked my phone—a GCash receipt for an amount I didn't recognize. A moment later, another message arrived: a plea from a stranger, explaining he had mistyped a number and accidentally sent his money to me.

I connected with him right away. The situation hit close to me. I flashed back to a time not long ago when the exact same thing happened to me—twice. I mistakenly sent money to the wrong recipients, but when I reached out, I never heard back; my money was gone, a deeply disheartening and, frankly, inhumane experience.

Resolved to break that cycle of misfortune, I didn't hesitate. I contacted the man immediately to assure him his money was safe and that I would return it. In a world where a small mistake can lead to a significant loss, choosing a moment of shared humanity felt like the only possible response.

3rd General Assembly of Homeland Zion HOA

The 3rd General Assembly of Homeland Zion Homeowners Association (HOA) was successfully convened today, November 29, 2025. The meeting commenced around 10:00 am with an opening prayer. The assembly covered critical updates, amendments to the association's bylaws, financial matters, and future plans for property titling.

Key Discussion Points and Resolutions:
1. Amendment and Ratification of By-Laws:
The assembly discussed and ratified several key amendments to the HOA bylaws, including:
* Monthly Dues: Established a mandatory monthly due of 50 pesos per member.
* Maintenance Fee: It has been suggested that monthly maintenance fee of 50 pesos be implemented per member
* Term of Office: Set the term of office for HOA officials to two years.
* Online Board Meeting: when physical attendance is not possible, online board meeting may be held

2. Status of Property Documentation:
Significant progress was reported regarding land documentation:
* The HOA tax declaration is confirmed to be on hand.
* The division of the area between "Survivor" and "Homeland" sections has been completed.
* The immediate next step in the process is the initiation of property titling for Homeland.

3. Financial Contributions for Real Property Tax (RPT):
A resolution was passed regarding the collective payment of future RPT:
* Members who have not yet paid the 2000 pesos Real Property Tax contribution are required to do so. This collected fund will be specifically used to cover next year's annual property taxes.

4. Procedures for Substitution of Membership:
The assembly clarified the updated procedure for members wishing to substitute their lot/membership rights:
* The replacer must submit all necessary documents to the social housing office with an official endorsement from the HOA Board.
* Crucially, the original member must be physically present at the SHFC office with the replacer. SHFC authority no longer accepts simple waivers from original members.

5. Collections During the Assembly:
Throughout the meeting, the HOA collected outstanding monthly dues from members with arrears. One attendee also took the opportunity to pay her real property tax contributions.

DHSUD Seminar on Community Development Through Livelihood Training for Board of Directors and Officers of Homeowners Associations (HOAs)

I. Introduction and Objectives

The Department of Human Settlements and Urban Development (DHSUD), through the Homeowners Assistance and Community Development Division (HOACDD), successfully conducted a one-day seminar focusing on community development through livelihood training. The seminar aimed to equip HOA Directors and Officers with the knowledge and tools necessary to initiate and manage sustainable livelihood programs, thereby fostering economic resilience and collective self-reliance within their respective communities. Participants included representatives from various Homeowners Associations.

II. Morning Session: Livelihood Programs and Directions

The program commenced promptly at 8:00 AM with the registration of participants, followed by the Preliminaries, including the Prayer, Philippine National Anthem, and Acknowledgement of Participants, facilitated by the HOACDD staff.

Jaime P. Garcia Jr., Division Chief of HOACDD, delivered the Welcome Message, highlighting the crucial role of HOA leaders as agents of change and emphasizing that community empowerment extends beyond physical infrastructure to economic sustainability.

The core of the morning session focused on government support for livelihood initiatives:

TESDA Livelihood Directions, Policies, and Programs by Romeo Ruel V. Infortuna, TESDA Specialist II, Regional Office VIII, provided a comprehensive overview of the Technical Education and Skills Development Authority's (TESDA) available training programs, scholarships, and partnership mechanisms. The session emphasized how HOAs can effectively access these services to upskill their members.

Introduction to Entrepreneurship by Ma. Lourdes T. Daganio, Regional Training Specialist from the Regional Training Center, introduced the fundamentals of entrepreneurship. The discussion covered identifying viable business ideas within a community context, understanding basic market needs, and the mindset shift required for successful enterprise creation.

III. Afternoon Session: Continuation and Synthesis

Following the lunch break, the training resumed with the Continuation of the Discussion on Entrepreneurship by Ms. Daganio. This segment delved into the practical aspects of business planning, resource mobilization, and the importance of financial literacy and for community-led ventures.

The seminar concluded with the Presentation of Certificates to both the participants and the resource speakers, led by the HOACDD staff.

IV. Closing Remarks

The event concluded with the singing of DHSUD Hymn. The seminar was highly successful, serving as a critical step in building the capacity of HOA leaders to drive meaningful, sustainable economic activity in their respective settlements.

My Fantastic Birthday👏👏👏

The day started, officially, as an attendee of the DHSUD Orientation Seminar for Homeowners' Associations (HOAs) Board of Directors (BOD) and Officers. I was there, sitting among familiar faces, ready to absorb the nuances of housing and urban development guidelines. Unofficially, it was my personal New Year’s Day, my annual milestone, and I was absolutely feeling fantastic.

It was an unexpected gift, really. This year, I had the luxury of a well-organized, intellectually stimulating day—and nobody knew the significance of the date. This secret celebration was the key to my buoyant mood. I didn't have to deflect congratulations or manage expectations; I could just be.

As we broke for lunch, the room transformed into a lively buffet line. The sight of the trays—rice, savory stews, bright vegetables—was a welcome one. I loaded my plate with a little bit of everything: a hearty serving of rice, some chicken simmered in a rich sauce, sautéed vegetables, and a small glass of what looked like a creamy dessert to top it off. The small cup of soup was perfect for the air-conditioned room. This was an authentic Filipino-style seminar lunch, and it felt homey and comforting.

I took my seat at a long table, the BOD members and officers I'd been working alongside for months. You can see us—focused, relaxed, and genuinely enjoying the break. The women around me, with their warm smiles and knowing glances, 🤭represented the heart of our community work. We weren't just attending a seminar; we were sharing a meal, strengthening the bonds of service and cooperation.

I remember thinking, as I took a bite of the tender chicken: This is a perfect way to spend my birthday. I was surrounded by good people, 🥳engaged in meaningful work, and nourishing my mind and body. Every time one of the officers leaned over to discuss a point from the morning session, my internal joy bubble a little bit more.

The secret knowledge that this intellectual gathering doubled as my personal birthday party was a tiny, wonderful indulgence. They were celebrating with me😮, in a way, just by being there, contributing to the fantastic mood of a productive day.

I didn't need a cake, a song, or a round of applause. The genuine connection, the satisfying meal, and the feeling of being right where I needed to be—fully present and engaged—was the best gift of all. They never knew it was my birthday, and that made the day a quiet, magnificent triumph.

That sounds like a wonderfully fulfilling and peaceful birthday! My 51st!

Minutes of the seminar on "Community Development Through Capacity Training for Homeowners Association Board of Directors and Officers"

* The event commenced with the arrival and registration of participants from 8:00 AM to 9:00 AM.

* Call to Order: The seminar proper was called to order at approximately 9:00 AM.

* Preliminaries: The programme started with a prayer, followed by the singing of the Philippine National Anthem. The Homeowners Association Community Development Division (HOACDD) led the acknowledgement of participants.

* Welcome Message: Mr. Jaime P. Garcia, Division Chief of HOACDD, delivered the welcome message. He outlined the seminar's objective, which is to provide capacity training for HOA officers and trustees, focusing on governance and the guidelines for the election process.

* Inspirational Message: Angel Gonzalo gave the inspirational message and was recognized with a Certification of Commendation.

MORNING SESSION

* BODs Functions and Responsibilities (10:15 AM - 12:00 PM)
Speaker: Mr. Norman V. Diaz, HHRO V, HOACDD

Key Discussion Points:

HOA Profiling: It was emphasized that profiling is a requirement for every HOA to formulate a comprehensive community development plan.

DHSUD Dashboard Communication: Every HOA must maintain an official email address to connect to the DHSUD dashboard. The HOA Secretary is tasked with disseminating updates received from DHSUD to all members via email.

Governing Law: The discussion centered on the functions and responsibilities of the Board of Directors as stipulated in the 2021 Revised Implementing Rules and Regulations (IRR) of Republic Act 9904, also known as the Magna Carta for Homeowners and Homeowners' Associations, signed by President Rodrigo Duterte on February 14, 2019.

Membership application: A homeowner should have only one membership corresponding to one lot. A homeowner with multiple lots must apply for membership for each lot, with each application and fee subject to board approval.

Membership is voluntary unless it is stipulated as mandatory in the contract to sell, particularly for projects under the Optimized and Localized Shelter Program (OLSP) and the Land Tenurial Assistance Program (LTAP).

If a homeowner chooses not to be a member, this should be reported to the Social Housing Finance Corporation (SHFC) or the National Housing Authority (NHA).

Representation: A designated representative can be a member upon presentation of a homeowner's certificate of authority.

Ownership vs. Membership: Ownership of a home does not automatically confer membership. Termination of homeownership through substitution requires more than just a waiver for the transfer of rights; a formal recommendation to the HOA is needed once the substitution is approved.

Rights of a member: To inspect association books during office hours, enjoy basic community services (provided the member is in good standing), and the right to vote and be voted for.

Duties of a member: Timely payment of monthly dues and other fees, compliance with all association rules, attendance at meetings (in person or by proxy), and active support and participation in community programs.

Grounds for Delinquency: A member may be declared delinquent by the board for failure to attend three (3) consecutive meetings or failure to pay three (3) monthly amortizations/dues.

Procedure for Delinquency:

The Board of Directors or a designated committee determines a member is delinquent.

The member must be notified in writing and given a 15-day grace period to pay the dues.

The board should convene a meeting if a member is delinquent, especially within 90 days before an election.

A delinquent member has ten (10) days to file a motion for reconsideration.

Reinstatement of Membership: Reinstatement occurs within ten (10) days from the receipt of proof of full satisfaction of imposed sanctions (i.e., full payment). The treasurer should not accept partial payments from delinquent members.

Articles of Incorporation and By-Laws:

Adoption: By-laws shall be adopted by a simple majority of all members, regardless of their standing.

Board Authority: The President shall have to consult the board for decision making.

Committee Membership: Members of the election, grievance, and audit committees shall not be members of the Board of Directors.

Amendments: Any amendments to the Articles of Incorporation or By-Laws must be submitted to the DHSUD Regional Office within 45 days of approval.

AFTERNOON SESSION

* Simple Financial Statement & Minutes Taking (1:00 PM - 2:00 PM)

The primary financial duties involve two key areas:

Financial Report and Minute Taking: This encompasses the overall responsibility of documenting the HOA's financial status and decisions.

Details of Collection & Funds: Meticulous tracking of all incoming revenue, including membership fees and monthly dues, is required. A clear record of all available funds must be maintained.

Simple Bookkeeping: A straightforward ledger of all financial transactions (income and expenses) should be kept. This forms the basis for all financial statements and ensures accuracy.

The official financial health of the HOA is presented through a formal financial statement. The cornerstone of this report is the Statement of Assets, Liabilities, and Fund Balance.

Revenue Sources and Fund Allocation
The HOA's operations are funded by two primary sources, with each source having specific designated uses:

1. Membership Fee
A fee typically collected from new members upon joining the association or as an annual requirement. Funds generated from membership fees are primarily allocated to member development and engagement activities, such as trainings and membership seminars

2. Monthly Dues
The regular, recurring fee collected from all homeowners to cover the ongoing costs of running the association, recurring operational costs and administrative expenses. Trainings may also supplement the funding for various training programs for staff or members.

Special assessments however are one-time fees levied on homeowners to cover unexpected expenses or major projects that exceed the community association's existing budget or reserves like maintenance of common areas. They are typically required when substantial, often unanticipated, projects demand immediate funding beyond what regular dues can cover.

Summary: This session covered the standard procedures and best practices for preparing basic financial statements and the proper method for taking and recording minutes of meetings for the association.

* Guidelines on the Conduct of HOA Elections and Membership Policies (2:00 PM - 3:00 PM)

Speaker: Atty. Bikki A. Ganzo-Poso

Summary: This session focused on DHSUD Memorandum Circular 2025-003 and other related guidelines concerning HOA elections and membership.

* Open Forum (3:00 PM - 3:30 PM)
