Minutes of the seminar on "Community Development Through Capacity Training for Homeowners Association Board of Directors and Officers"
Date: October 2, 2025
Time: 9:00 AM - 4:50 PM
Venue: Hotel de Fides, Sagkahan, Tacloban City
* The event commenced with the arrival and registration of participants from 8:00 AM to 9:00 AM.
* Call to Order: The seminar proper was called to order at approximately 9:00 AM.
* Preliminaries: The programme started with a prayer, followed by the singing of the Philippine National Anthem. The Homeowners Association Community Development Division (HOACDD) led the acknowledgement of participants.
* Welcome Message: Mr. Jaime P. Garcia, Division Chief of HOACDD, delivered the welcome message. He outlined the seminar's objective, which is to provide capacity training for HOA officers and trustees, focusing on governance and the guidelines for the election process.
* Inspirational Message: Angel Gonzalo gave the inspirational message and was recognized with a Certification of Commendation.
MORNING SESSION
* BODs Functions and Responsibilities (10:15 AM - 12:00 PM)
Speaker: Mr. Norman V. Diaz, HHRO V, HOACDD
Key Discussion Points:
HOA Profiling: It was emphasized that profiling is a requirement for every HOA to formulate a comprehensive community development plan.
DHSUD Dashboard Communication: Every HOA must maintain an official email address to connect to the DHSUD dashboard. The HOA Secretary is tasked with disseminating updates received from DHSUD to all members via email.
Governing Law: The discussion centered on the functions and responsibilities of the Board of Directors as stipulated in the 2021 Revised Implementing Rules and Regulations (IRR) of Republic Act 9904, also known as the Magna Carta for Homeowners and Homeowners' Associations, signed by President Rodrigo Duterte on February 14, 2019.
Membership application: A homeowner should have only one membership corresponding to one lot. A homeowner with multiple lots must apply for membership for each lot, with each application and fee subject to board approval.
Membership is voluntary unless it is stipulated as mandatory in the contract to sell, particularly for projects under the Optimized and Localized Shelter Program (OLSP) and the Land Tenurial Assistance Program (LTAP).
If a homeowner chooses not to be a member, this should be reported to the Social Housing Finance Corporation (SHFC) or the National Housing Authority (NHA).
Representation: A designated representative can be a member upon presentation of a homeowner's certificate of authority.
Ownership vs. Membership: Ownership of a home does not automatically confer membership. Termination of homeownership through substitution requires more than just a waiver for the transfer of rights; a formal recommendation to the HOA is needed once the substitution is approved.
Rights of a member: To inspect association books during office hours, enjoy basic community services (provided the member is in good standing), and the right to vote and be voted for.
Duties of a member: Timely payment of monthly dues and other fees, compliance with all association rules, attendance at meetings (in person or by proxy), and active support and participation in community programs.
Grounds for Delinquency: A member may be declared delinquent by the board for failure to attend three (3) consecutive meetings or failure to pay three (3) monthly amortizations/dues.
Procedure for Delinquency:
The Board of Directors or a designated committee determines a member is delinquent.
The member must be notified in writing and given a 15-day grace period to pay the dues.
The board should convene a meeting if a member is delinquent, especially within 90 days before an election.
A delinquent member has ten (10) days to file a motion for reconsideration.
Reinstatement of Membership: Reinstatement occurs within ten (10) days from the receipt of proof of full satisfaction of imposed sanctions (i.e., full payment). The treasurer should not accept partial payments from delinquent members.
Articles of Incorporation and By-Laws:
Adoption: By-laws shall be adopted by a simple majority of all members, regardless of their standing.
Board Authority: The President shall have to consult the board for decision making.
Committee Membership: Members of the election, grievance, and audit committees shall not be members of the Board of Directors.
Amendments: Any amendments to the Articles of Incorporation or By-Laws must be submitted to the DHSUD Regional Office within 45 days of approval.

AFTERNOON SESSION
* Simple Financial Statement & Minutes Taking (1:00 PM - 2:00 PM)

The primary financial duties involve two key areas:
Financial Report and Minute Taking: This encompasses the overall responsibility of documenting the HOA's financial status and decisions.
Details of Collection & Funds: Meticulous tracking of all incoming revenue, including membership fees and monthly dues, is required. A clear record of all available funds must be maintained.
Simple Bookkeeping: A straightforward ledger of all financial transactions (income and expenses) should be kept. This forms the basis for all financial statements and ensures accuracy.
The official financial health of the HOA is presented through a formal financial statement. The cornerstone of this report is the Statement of Assets, Liabilities, and Fund Balance.
Revenue Sources and Fund Allocation
The HOA's operations are funded by two primary sources, with each source having specific designated uses:
1. Membership Fee
A fee typically collected from new members upon joining the association or as an annual requirement. Funds generated from membership fees are primarily allocated to member development and engagement activities, such as trainings and membership seminars
2. Monthly Dues
The regular, recurring fee collected from all homeowners to cover the ongoing costs of running the association, recurring operational costs and administrative expenses. Trainings may also supplement the funding for various training programs for staff or members.
Special assessments however are one-time fees levied on homeowners to cover unexpected expenses or major projects that exceed the community association's existing budget or reserves like maintenance of common areas. They are typically required when substantial, often unanticipated, projects demand immediate funding beyond what regular dues can cover.
Summary: This session covered the standard procedures and best practices for preparing basic financial statements and the proper method for taking and recording minutes of meetings for the association.
* Guidelines on the Conduct of HOA Elections and Membership Policies (2:00 PM - 3:00 PM)
Speaker: Atty. Bikki A. Ganzo-Poso
Summary: This session focused on DHSUD Memorandum Circular 2025-003 and other related guidelines concerning HOA elections and membership.
* Open Forum (3:00 PM - 3:30 PM)
An open forum was facilitated by HOACDD, allowing participants to ask questions and clarify issues regarding the topics discussed.
* Closing Programme (3:30 PM - 4:50 PM)
* Presentation of Certificates (3:30 PM - 4:00 PM): Certificates of participation were awarded to the attendees.
* Closing Message (4:00 PM - 4:30 PM): Dir. Ariel B. Abragan, Regional Director of DHSUD Region B, delivered the closing remarks, thanking the participants and speakers.
* DHSUD Hymn (4:45 PM - 4:50 PM): The seminar concluded with the singing of the DHSUD Hymn, led by the AVP from HOACDD.
* The seminar was formally adjourned at approximately 4:50 PM.
