Justice in Action: Making a Difference, One PDL at a Time.

The successful implementation of the IBP Nationwide Synchronized Jail Decongestion Activity in Leyte demonstrates the Bar’s continuing commitment to ensuring that access to justice reaches even those behind bars.

Among the meaningful interventions during today’s activity was the assistance extended by Atty. Simon Cercado to a Person Deprived of Liberty (PDL) at the Tacloban City Jail.

Through the legal assistance provided, the PDL is now in a position to post bail and regain temporary liberty while his case is being heard in court, subject, of course, to compliance with all legal requirements.

This is what jail decongestion is truly about—not merely reducing numbers, but identifying cases where timely legal intervention can make a life-changing difference.

Every PDL assisted represents a family given hope, a person given an opportunity, and a justice system brought closer to its constitutional promise.

The IBP Leyte Chapter continues to stand for access to justice, the protection of rights, and the dignity of every person—regardless of circumstance.

Serving Justice, Restoring Dignity: IBP Leyte joins the Nationwide Synchronized Jail Decongestion Activity held today, August 27, 2026.

The Integrated Bar of the Philippines – Leyte Chapter joined the Nationwide Synchronized Jail Decongestion Activity, in compliance with the directive of the IBP National Office.

Our dedicated IBP Leyte lawyers simultaneously carried out jail decongestion efforts in Tacloban City, Palo, Leyte, Ormoc City, and Baybay City, providing legal assistance and helping address cases that contribute to the congestion of our correctional facilities in the country.

This nationwide initiative reflects the legal profession’s continuing commitment to provide access to justice, protection of the rights of persons deprived of liberty, and the speedy disposition of cases.

Beyond the courtroom, our duty as lawyers extends to ensuring that justice reaches those who need it most.

IBP Leyte Chapter stands with the IBP National Office in advancing justice—one case, one person, and one community at a time.

The Integrated Bar of the Philippines (IBP) officially launches the Integrated Bar of the Philippines Credit Cooperative, a member-centered initiative established to support the financial well-being, professional goals, and long-term welfare of members of the legal profession.

Introduced during the 2026 IBP Southern Luzon Regional Convention on August 20, 2026, the IBP Credit Cooperative forms part of the continuing initiatives of the 27th IBP Board of Governors, under the leadership of IBP National President and Chairman of the 27th Board of Governors Atty. Allan G. Panolong, to strengthen programs that directly benefit members of the Bar.

The cooperative was introduced by Atty. Josemar Albano, IBP National Officer, who presented its vision as a financial community owned and governed by lawyers and designed around the needs of lawyers.

Through the cooperative, members may look forward to financial solutions and opportunities founded on the principles of integrity, transparency, accountability, mutual support, and sustainable growth.

Registered with the Cooperative Development Authority (CDA) in accordance with Republic Act No. 9520, or the Philippine Cooperative Code of 2008, the IBP Credit Cooperative represents another step toward building a stronger and more responsive professional community.

IBP Leyte responds to the letter addressed to the offices within the Bulwagan Ng Katarungan, and immediately engaged TOMECO on the parking restrictions sought to be implemented at the areas fronting the Bulwagan Ng Katarungan Building along Magsaysay Boulevard, Tacloban City.

The Integrated Bar of the Philippines (IBP) Leyte Chapter, through President Atty. Aldrin Jude Quebec, met with officials of the Tacloban City Traffic Operations Management and Enforcement Command Office (TOMECO) to discuss the implementation of the prohibition on parking along the road fronting the Bulwagan ng Katarungan.

During the meeting, IBP Leyte raised the concerns of members of the legal community and discussed the need to consider practical parking alternatives before the implementation of the restriction.

TOMECO officers were receptive to the concerns raised, with discussions focusing on the suspension of the implementation of the parking prohibition until September 2026 while possible parking options and appropriate arrangements are being explored.

IBP Leyte appreciates TOMECO’s openness to the dialogue and cooperation, as all concerned stakeholders work toward a solution that promotes traffic order, public safety, accessibility, and the efficient delivery of justice.

On August 27, 2026, the Integrated Bar of the Philippines (IBP) will conduct its Nationwide Synchronized Jail Decongestion Activity, bringing together IBP Chapters and volunteer lawyers across the country to help address jail congestion and promote access to justice for persons deprived of liberty.

This nationwide initiative underscores the legal profession’s commitment to ensuring that justice remains accessible to all, regardless of circumstance.

Through legal assistance, case assessment, and meaningful engagement with persons deprived of liberty, the IBP continues to uphold the constitutional promise of equal justice and the protection of fundamental rights.

IBP Leyte Chapter Regular Board Meeting

⚖️ Working Together, Serving with Purpose.

The Integrated Bar of the Philippines – Leyte Chapter held its regular Board Meeting last Friday, August 14, 2026 at Kaligan, San Jose, Tacloban City to discuss important matters concerning the Chapter and to prepare for its upcoming programs and activities, such as the Law Month and the Annual Clash of Pillars this September: and the IBP SPORTSFEST in Cagayan De Oro, come October 2026.

The meeting provided an opportunity for the Board to align plans, coordinate initiatives, and ensure that the Chapter’s projects continue to promote professional excellence, meaningful service, and access to justice in the community.

📌 Also among the matters discussed were the upcoming Chapter activities, legal aid initiatives, professional development programs, and other projects aimed at strengthening the bonds of the legal profession and serving the people of Leyte.

The pursuit of truth must be untainted by manipulation. It is imperative that the facts be established through lawful and ethical means, ensuring that justice is served and public confidence in our institutions preserved.

To preserve the rule of law and in pursuit of the truth, as well as protect members of our legal community, here are some practical guidelines we can embrace in the daily practice of our profession.

Think of it as a quick reference guide to keep legal advocacy strong but ethical:

✅ Do’s:

• Uphold the Constitution and laws — fidelity to legal bounds is non-negotiable.

• Represent clients zealously but truthfully — persistence in pursuing remedies is acceptable if not deceptive.

• Respect human rights and dignity — advocacy must never trample fundamental rights.

• Use substantial evidence — ensure claims and defenses are backed by credible proof.

• Exercise free speech responsibly — public statements are protected if they don’t unduly influence justice.

• Negotiate settlements in good faith — align actions with the client’s best interests.

• Presume regularity — act with integrity so the presumption of ethical conduct works in your favor.

❌ Don’ts

• Don’t mislead the court — deception, distortion, or falsehoods cross the line.

• Don’t threaten unfounded charges — demand letters must avoid blackmail-like tactics.

• Don’t weaponize administrative complaints — avoid filing suits as harassment or retaliation.

• Don’t exploit social media irresponsibly — posts tied to cases can be scrutinized; avoid undue influence.

• Don’t abandon professional accountability — zeal must never override ethical duties.

• Don’t rely on speculation — courts dismiss complaints lacking substantial evidence.

The balance is simple: zealous advocacy is permitted, but unethical overreach is punished. Courts protect lawyers from malicious complaints but expect strict adherence to truth, fairness, and professional responsibility.
