RAFC VIII - Eastern Visayas

The Agricultural and Fishery Council (AFC) is the mechanism for private sector participation in the agricultural and fishery development processes at the regional, provincial and municipal levels. Executive Order 116 dated January 30, 1987, operationalized and mandated NAFC, now PCAF to act as an advisory body to ensure the success of DA programs and projects, serves as the forum for consultative

and continuing discussions within the agricultural sectors. The AFC is a partnership between the private and government sector (60-40%) AFCs are composed of stakeholders organizations of agriculture and fisheries including allied industries and services from the private sector and concerned agencies from the government sector. AFC functions as an avenue for private and government partnership where issues and concerns are raised, discussed, and resolved by translating them through policy reforms, programs and projects, and enacted local ordinances or laws. They also provide feedback to government planners and implementers of programs and projects through participatory monitoring and tracking of activities and submission of reports.

| TACLOBAN CITY - The Regional Agricultural and Fisheries Council (RAFC) formally participated in the Consultation with Stakeholders and Civil Society Organizations on the FY 2027 Plan and Budget Proposal held on February 3–6, 2026 at Danrie’s Events Place, San Jose, Tacloban City. The four-day consultation was convened to strengthen participatory planning and ensure that the voices of farmers, fisherfolk, and civil society organizations are integrated into the Department of Agriculture’s budget priorities for the coming fiscal year.

The activity was attended by representatives from the Agricultural and Fisheries Councils (AFCs), selected DA-CSO accredited farmer and fisherfolk associations and cooperatives, alongside personnel from the Department of Agriculture Regional Field Office VIII (DARFO 8). Personnel of DARFO 8 presented updates on their ongoing programs and outlined their proposed initiatives for FY 2027, covering areas such as production support, market development, climate resilience, and cooperative strengthening.

Stakeholders and CSOs actively engaged in the discussions, raising issues and concerns that directly affect the agricultural and fisheries sectors. Their contributions highlighted the importance of grassroots perspectives in shaping responsive and inclusive programs. The consultation provided a platform for constructive dialogue, reinforcing the Department of Agriculture’s commitment to participatory governance and collaborative decision-making.

The RAFC emphasized that the collective effort of government agencies, civil society organizations, and farmer-fisherfolk groups is crucial in building a more resilient and sustainable agricultural sector. The consultation concluded with a shared vision of a stronger and more inclusive agricultural landscape in 2027—one that empowers farmers and fisherfolk and ensures their vital role in regional development is fully supported.

| RAFC Sectoral Chairperson on Agricultural Mechanization Eliseo M. Solajes attended the Visayas-Wide Workshop on the General Guidelines for the DA Farm-to-Market Roads Development Program (DA-FMRDP) on January 27–28, 2026 at Goldberry Suites & Hotel, Cebu City.

The consultation served as a platform for the DA and LGUs to align on FMR guidelines, clarify roles, and strengthen partnerships to ensure functional, sustainable, and farmer-responsive FMR projects that bring lasting benefits to rural communities.

The participation of RAFC underscores the importance of inclusive dialogue and collaboration in advancing agricultural mechanization and infrastructure development. With stronger partnerships and clearer guidelines, the DA-FMRDP aims to pave the way—literally and figuratively—for improved access, productivity, and resilience in the Visayas region.

| On January 15, 2026, the Provincial Agricultural and Fishery Council (PAFC) – Leyte successfully conducted a tree planting activity inside the compound of the Leyte Regional Prison (LRP) in Abuyog, Leyte. A total of 300 jackfruit planting materials were planted, marking a significant step toward sustainability, livelihood, and community partnership.

The activity was graced by the leadership of PAFC Chairperson Jorge R. Alvero Jr. and PAFC Coordinator Hilario P. Tayabas Jr., together with members of PAFC. Joining them were the Abuyog Cacao and Tropical Fruits Producers, Inc., LRP Superintendent C/SUPT Ricardo R. Sespeñe Jr., and the dedicated personnel of the Bureau of Corrections – LRP.

This initiative not only promotes environmental stewardship but also opens opportunities for Persons Deprived of Liberty (PDLs) to engage in productive activities that can serve as a future livelihood source. The collaboration reflects the shared commitment of PAFC Leyte, the Bureau of Corrections, and local farmer associations to foster sustainable agriculture and community development.

TACLOBAN CITY — With the theme “Makabagong Magsasaka at Mangingisda: Katuwang ang AFC sa Pagsulong ng Masaganang Bagong Pilipinas,” the Agricultural and Fishery Council of Eastern Visayas (AFC8) successfully held its 1st Regional Stakeholders Consultation Workshop at Madison Hotel and Restaurant, Manlurip, Tacloban City.

The two-day workshop gathered over 70 participants including RAFC sectoral chairpersons, PAFC and MAFC representatives, AFC Coordinators from the six provinces, personnel from DA-RFO VIII and PCAF, and distinguished guest speakers. The event served as a vital venue for sharing insights, strengthening partnerships, and formulating key policy directions for the region’s agriculture and fisheries sector.

Dr. Jenny Lyn R. Almeria, DA-Regional Technical Director for Research and Regulations, warmly welcomed the delegates and expressed her closeness to the AFCs, noting that her heart remains with the Council as a former RAFC Coordinator herself. The Keynote Message was delivered by Mr. Julius Ceasar R. Caballes, Chief of BFAR’s Fisheries Production and Support Services Division, who commended the AFCs’ grassroots leadership and advocacy.

Though PCAF Executive Director Bernadette B. de los Santos could not attend in person, she extended her heartfelt appreciation to the AFCs through a recorded video message, emphasizing their vital role in advancing participatory governance in agriculture and fisheries.

The thematic discussions focused on three timely and relevant topics: “Climate-Resilient Agriculture and Fisheries: Building Adaptive Communities” was presented by Ms. Regine Delmo of DA-RFO VIII, who shared strategies for addressing climate-related challenges at the community level; “Sustainable Livelihood Programs for Marginalized Farmers and Fishers” by Ms. Maria Christina Manicani of DSWD VIII highlighted accessible livelihood support programs and inter-agency collaboration; and “Empowering the Youth and Women in Agriculture and Fisheries” by Ms. Hazel Grace Taganas, Center Director of ATI-RTC 8, underscored inclusive development by building capacities and creating opportunities for women and the youth in the agri-fishery value chain. These sessions provided both technical and inspirational takeaways to guide AFCs in grassroots implementation.

Adding inspiration to the technical sessions were two powerful success stories from within the region. Ms. Sarah C. Dizor, a Young Farmers Challenge 2022 National Finalist, recounted her journey as a young agri-preneur navigating the industry with determination and innovation. Meanwhile, Ms. Jovita D. Conales, Manager of BENAPRIMCO, Merida, Leyte, shared her experience through a presentation titled “Her Story: Leading a Cooperative, Transforming Lives,” highlighting her role as a woman leader in rural development and cooperative success.

The workshop culminated in the presentation of 30 resolutions, thoughtfully crafted by sectoral and provincial breakout groups during the group workshop sessions. These resolutions reflect the collective voice and policy recommendations of the region's AFCs, tackling issues on market access, youth and women engagement, climate adaptation, production support, and more. These will be elevated to PCAF and relevant government agencies for policy consideration and action.

Cultural pride and community spirit were also highlighted with a dynamic intermission number by the Buyogan Festival Dancers of Abuyog, Leyte. The success of the event was made possible through the volunteerism and contributions of various AFCs, partner LGUs, and the unwavering passion of all participants toward building a more sustainable and inclusive agricultural and fisheries sector in Eastern Visayas.

RAFC Eastern Visayas Participates in PCAF National Sectoral Committee Meeting on Fiber Crops

On February 19, 2025, Regional Agricultural and Fishery Council (RAFC) Eastern Visayas representatives Eutemio E. Gabut and Neal G. Florano attended the National Sectoral Committee Meeting on Fiber Crops organized by the Philippine Council for Agriculture and Fisheries (PCAF) via Zoom.

The meeting focused on discussing the target schedule for 2025 and providing updates on legislative measures related to fiber crops. Key topics included the implementation of fiber crop development programs and the progress of bills supporting the abaca and other fiber industries. Participants emphasized the importance of policy alignment, sustainability, and strengthening market opportunities for fiber crops, which play a crucial role in the agricultural economy.
