TACLOBAN CITY VETERINARY OFFICE Launches CNVR Initiative 🐾
In a bid to strengthen its campaign against population control of dogs, the Tacloban City Veterinary Office (CVO) will roll out a new initiative: the CATCH, NEUTER, VACCINATE, and RELEASE (CNVR) program.
According to Dr. Eunice J. Alcantara, head of the CVO, the program will be implemented in close coordination with barangay officials, who are already well aware of the challenges posed by the uncontrolled population of dogs in their communities.
“Involving the concerned barangays will not only ensure smoother implementation of the initiative but will also promote the empowerment and accountability of local barangay officials in addressing street dog issues in their respective areas,” Alcantara said.
Under the CNVR program, CVO personnel will work directly with barangay officials to conduct animal control operations. The seized dogs will be brought to the City Veterinary Office for Neutering and anti-rabies vaccination. Once the procedures are completed, the dogs will be returned to the barangays where they were found.
The initiative is part of the city’s broader Animal Welfare and Control Program, which is anchored on the Animal Code of Tacloban City.
Section 8 of the ordinance mandates the conduct of animal welfare and control measures to prevent and control the spread of zoonotic diseases, or diseases that can be transmitted from animals to humans.
Meanwhile, Chapter 9, Section 66 of the same ordinance designates barangay chairpersons as the immediate local authorities responsible for animal welfare within their jurisdictions.
The CVO also emphasized that while the CNVR program is a step toward managing the street dog population, Responsible Pet Ownership remains the most effective solution to the issue.
