The Department of Tourism โ€“ Cordillera Administrative Region (DOT-CAR) successfully conducted an assessment of emerging tourist destinations in Kalinga, particularly Lubo Village in Tanudan and the barangays of Balawag, Suyang, and Amlao, collectively known as BALSA, in Tabuk City, which was recently launched as an Eco-Cultural Sports Tourism Village and an entry to DOT-CARโ€™s 2026 Search for the Best Tourism Village.

The assessment provided an opportunity to engage local government officials, community leaders, tourism stakeholders, and residents in discussions on sustainable and community-based tourism development, highlighting the vital role of local partnerships in nurturing tourism destinations.

In Lubo Village, the team assessed the Lubo Rice Terraces and other tourism offerings such as traditional pottery-making and indigenous tattooing. The community consultation underscored the villageโ€™s rich cultural heritage and tourism potential while identifying areas for enhancement, including skills development, tourism readiness, and accessibility challenges brought about by recent weather-related impacts.

The BALSA leg of the assessment showcased the strength of collaboration and community enterprise across its participating barangays. The team visited various livelihood and tourism-support facilities, agricultural production areas, weaving sites, and the Chico River, gaining valuable insights into the destinationโ€™s experiential tourism offerings.

Equally evident throughout the assessment was the strong commitment of the communities to cultural preservation, environmental stewardship, and community cooperation, all of which contribute to the development of authentic, sustainable, and inclusive tourism experiences for both residents and visitors.

In celebration of World Environment Day, the Apostolic Vicariate of Tabukโ€”Social Action Office and Green Luzon Kalinga, Apayao reaffirm their commitment to protecting and caring for our common home. Through sustained tree-growing activities, environmental stewardship programs, and the promotion of safe and sustainable agro-tourism initiatives, we continue to work hand in hand with communities in building a greener, more resilient future for generations to come.

Recently, the Green Luzon Project Kalinga, Apayao successfully conducted a Fun Run and Fun Bike Activity in partnership with various local agencies, bringing together community members, especially young people, in a meaningful celebration of environmental awareness. The activity aimed to encourage participants to adopt healthy lifestyles while deepening their appreciation for nature and their role as future stewards of the environment. By engaging the youth, the project seeks to inspire a new generation of environmental advocates who will continue to uphold the importance of protecting and preserving our natural resources.

The BALSA Processing Center was officially turned over to the community on June 3, 2026, in Barangay Suyang, Tabuk City, Kalinga. The event brought together community members, local leaders, government agencies, church officials, civil society organizations, and project partners who worked together to make the project a reality.

Guests were warmly welcomed by the community through a cultural dance presentation, showcasing the rich heritage and traditions of the people of BALSA. The performance reflected the community's pride in its culture and served as a fitting introduction to a celebration centered on unity, cooperation, and shared aspirations for sustainable development.

The program began with a community welcome and opening remarks from the Barangay Local Government Unit. Barangay Captain John I. Wansi warmly welcomed all the guests and thanked everyone who contributed to the establishment of the processing center. Also present during the ceremony was Barangay Captain Jerry Donga of Balawag.

Jocelyn Guela, Project Coordinator of the Green Luzon Project under Caritas Philippines, delivered a message of gratitude. She acknowledged the dedication of the community and the support of various partner agencies and organizations that helped make the project possible.

โ€œThis is only the beginning of the fruits of our hard work. This achievement would not have been possible without the efforts of the community and the support of our partner agencies,โ€ she said.

Messages of solidarity were delivered by Ms. Sylvia Chinayog, Chief Operations Officer of the Department of Tourismโ€“Cordillera Administrative Region (DOT-CAR), the Department of Science and Technology (DOST)-Kalinga, Caritas Philippines, and Oscar Martinez, Caritas Spain Representative, on behalf of Caritas Espaรฑola.

DOST-Kalinga Provincial Director, Ms. Jasmin Donaal, expressed her happiness over the launch of the BALSA Verde logo, a collaborative output of their office with the effort of various agencies: Office of the City Tourism and Cultural Affairs (OCTACA), the Department of Trade and Industry (DTI), the Department of Information and Communications Technology (DICT), and the Social Action Office of the Apostolic Vicariate of Tabuk. BALSA Verde is part of the Smart and Sustainable Communities Program (SSCP). The office also highlighted its contributions to the project, including assistance in the laboratory analysis of nutrition facts for community products and the provision of technical and logistical support to various facilities established under the project.

Meanwhile, Ms. Sylvia Chinayog, Chief Operations Officer of DOT-CAR, shared her appreciation for the initiative, saying she was amazed to see a project of this kind thriving in a small community. She expressed her happiness in witnessing how the community transformed its resources into opportunities for livelihood and development. She also assured the people that DOT-CAR would continue supporting community-based tourism and livelihood initiatives in the future.

Oscar Martinez, Caritas Spain Representative, expressed his gratitude to all the visitors and community members. He shared his happiness in seeing the continued progress of the project and the strong partnership among the organizations and individuals involved. He also commended the community for its dedication and commitment in ensuring the success and sustainability of the BALSA initiatives.

One of the highlights of the event was the message from Most Rev. Fr. Gerardo A. Alminaza, D.D., who reflected on the meaning of BALSA as the partnership of the barangays of Balawag, Suyang, and Amlao.

โ€œGod is the God of love,โ€ Bishop Alminaza said, emphasizing that the unity of the three barangays reflects the Holy Trinity.

In his message, Bishop Alminaza underscored the importance of community cooperation, stewardship of creation, and faith-driven development. He emphasized that the success of BALSA is a testament to what can be achieved when people work together for a common purpose.

In his closing remarks, Most Rev. Fr. Sean B. Mejia, JCL, D.D., spoke about the BALSA Verde logo, which features a boat with a leaf inside, a concept proposed by the profusion of ideas between DOST-Kalinga, DICT, AVT-SAC, OCTACA, and DTI.

โ€œPut God at that boat,โ€ he said, explaining that God should always be at the center of every undertaking so that it will continue to grow and succeed.

After the blessing ceremony, a contract-signing activity was conducted to formally turn over the facility to the community. The agreement was signed by Roxanne Sumalag, BALSA General Manager, and Rico W. Banggawan, President of BALSA Agri-Products Inc. and Kasakalikasan, representing the members of BALSA.

In his acceptance message, Banggawan encouraged everyone to continue working together and to uphold the values that guided the project from the very beginning.

โ€œDo everything with love,โ€ he said.

The event concluded with a visit to nearby facilities, allowing guests and partners to see the different community-based projects established through the Green Luzon Project.

Serving as the Master of Ceremonies was Arienne Kate R. Gagelonia, Community Facilitator of the AVT-SAC Green Luzon Project, who guided the flow of the program.

The turnover of the BALSA Processing Center marks another important milestone for the communities of Balawag, Suyang, and Amlao. More than just a facility, the processing center stands as a symbol of unity, cooperation, and the shared commitment of the community, government agencies, church partners, and development organizations toward sustainable development and improved livelihoods for local residents.

Through the collective efforts of the three barangays and their partners, BALSA continues to demonstrate that meaningful development is possible when communities work together, honor their cultural heritage, and remain committed to a shared vision for a better future.

The launching of the BALSA Eco-Cultural Sports Tourism Village on May 22, 2026, in Barangay Mabato, Amlao, was highlighted by a 15-kilometer Fun Run from Guimpong Grounds in Talama to Mabato, Amlao, and a 23-kilometer Fun Bike race from the Pastoral Center in Bulanao to Mabato, Amlao. The activities gathered runners, cyclists, families, youth, and participants from different barangays and neighboring areas in a celebration of fitness, tourism, environmental awareness, and community participation.

BALSA represents the three barangays of Balawag, Suyang, and Amlao. The BALSA Eco-Cultural Sports Tourism Village is an initiative of the AVT Social Action Office under the Green Luzon Project and the Office of the City Tourism and Cultural Affairs (OCTACA), focusing on agro-tourism and environmental sustainability in collaboration with various local government units and partner agencies.

The partner agencies for the activity included the LGU Tabuk, specifically the Office of the City Tourism and Cultural Affairs (OCTACA), City Health Office (CHO), Public Order and Safety Office (POSO), City Disaster Risk Reduction and Management Office (CDRRMO), City Motorpool Office, Department of Environment and Natural Resources (DENR), Bureau of Fire Protection (BFP), and the Philippine National Police (PNP).

The initiative aims to boost livelihood opportunities, preserve and promote local culture, showcase the natural beauty of the area, and encourage sustainable eco-tourism practices. The phases and activities of BALSA, crafted by the Office of the City Tourism and Cultural Affairs (OCTACA), are set to be implemented in the coming months.

During the ceremonial program in Mabato, Amlao, OCTACA Head Arlene Odiem expressed gratitude to all participants, volunteers, and partner agencies for the success of the launching activity. Barangay officials from the three communities also conveyed appreciation for the continuous support and collaborative efforts extended to their communities.

Rev. Fr. Jeorge D. Manisem, SAC Director and Area Coordinator of the Green Luzon Project, foremost thanked the Kalinga Basura Express and Adchongan Eagles Club for donating the cash prizes for the winners of the Fun Run and Fun Bike activities. He also shared the background of the initiative and acknowledged the funding agencies and partner institutions that contributed to the projectโ€™s fourth year milestone.

Representatives from the Department of Environment and Natural Resources (DENR) also conducted an environmental awareness discussion emphasizing the importance of biodiversity and the interconnectedness of all living things within the ecosystem.

The event concluded with a ceremonial BALSA launching following an ethnic dance presentation by students under OCTACA. Officials and representatives from participating agencies jointly held a bamboo raft, locally known as a โ€œbalsa,โ€ symbolizing unity and marking the official beginning of the eco-cultural and sports tourism initiatives in the BALSA communities.

The launching of BALSA as an eco-tourism sports village highlighted the conduct of a 15-kilometer Fun Run from Guimpong Grounds in Talama to Mabato, Amlao, on Friday, drawing local runners, families, and participants from different municipalities and cities in a celebration of fitness, tourism, and community participation.

The event gathered participants from various barangays and neighboring areas, with registration, signing of waivers, and orientation conducted from 4:00 AM to 4:59 AM at Guimpong Grounds before the race officially started at 5:00 AM.

Gabriel Bonggawon, President of the Tabuk Runners Club, spearheaded the orientation and reminded participants to observe discipline, safety, and sportsmanship throughout the activity.

Personnel from the City Health Office, the Philippine National Police (PNP), and the Bureau of Fire Protection (BFP) provided assistance along the route to ensure the safety and well-being of the runners. Members of the Public Order and Safety Office (POSO) also served as sweepers and managed water points during the event. In addition, CDRRMC and City Motorpool provided medical aid and transportation for the participants.

In the male category, Shawn Bancilo emerged as champion, followed by Jay-ar Barrientos as first runner-up and Jorros Rosendo as second runner-up.

Rosabel Bay-ong claimed the championship title in the female category, while Arianne Giyadan finished as first runner-up and Angelique Contor placed second runner-up.

Jay-ar Barrientos and Rosabel Bay-ong, referred to during the event as the โ€œLovers in Mabato,โ€ also became one of the highlights of the activity after the couple from Isabela completed the route together and both secured podium finishes in their respective categories.

The Attali family was likewise recognized for joining the Fun Run as a complete family, becoming one of the memorable highlights of the event. Mary Grace Atalli, 4 years old, was acknowledged as the youngest participant, while Giovanni A. Atalli, 48 years old, was recognized as the oldest male participant. Lydia Lasang, 54 years old, was also recognized as the oldest female participant.

Meanwhile, runners from Barangay Malin-awa were awarded as the biggest delegation after fielding a total of 29 participants during the Fun Run.

The activity concluded in Mabato, Amlao, where participants gathered for the ceremonial launching of BALSA as an eco-tourism sports village aimed at promoting outdoor recreation, environmental awareness, and community-based tourisminitiatives.
