For 17 years in Disaster Risk Reduction and Management, Jessie U. Agtarap has faithfully served as a Watchman I/Rescuer of the MDRRMO-LGU Surallah, dedicating his career to protecting lives, strengthening community preparedness, and responding whenever emergencies arise. His unwavering commitment and versatility have made him one of the municipality's most dependable responders.
Throughout his years of service, Jessie has taken on a wide range of responsibilities, from Search and Rescue (SAR)and Water Search and Rescue (WASAR) operations to supporting the management of Locally Stranded Individuals (LSIs) and Returning Overseas Filipinos (ROFs) during the COVID-19 pandemic. He has also served as a property custodian, stockman, utility personnel, and logistics support, always stepping forward wherever help is needed.
His expertise is backed by extensive specialized training in 911 Response, WASAR, Mass Casualty Incident Management (MCI), Incident Command System (ICS), Swift Water Rescue, Basic First Aid, Firefighting, Hazardous Materials/CBRN, Rope Rescue, and Mountain Search and Rescue (MOSAR). Beyond emergency response, Jessie actively shares his knowledge by serving as a trainer in Basic First Aid, Basic Life Support (BLS), DRRO, and other community-based preparedness programs for schools and barangays.
His exceptional dedication has earned him the 2025 Medal of Valor and multiple Certificates of Commendation for his outstanding service as a trainer and responder. Recognized for his professionalism, integrity, courage, and commitment to public safety, Jessie continues to inspire fellow responders through his quiet leadership and selfless service.
