Notice is hereby given that the procurement project entitled:
Project Title: Design and Build for the Establishment of Greenhouse with Solar-Powered Hydroponics System
PhilGEPS Reference No.: 38553
Approved Budget for the Contract (ABC): โฑ 2,000,000.00
has been DECLARED A FAILURE OF BIDDING by the Bids and Awards Committee (BAC) of Cagayan State University โ Solana-Lara Campus through BAC Resolution No. 89-2026 dated July 20, 2026 pursuant to Section 64.3 and Section 70 of the Implementing Rules and Regulations (IRR) of Republic Act No. 12009.
The declaration was made after the BAC determined that the issued Bidding Documents contained material deficiencies in the Bid Data Sheet (BDS) which could adversely affect the conduct of the procurement proceedings. Specifically, the BAC found that:
The mode of evaluation and the corresponding weights of bids were inadvertently omitted from the Bid Data Sheet;
The exact monetary amount of the required Bid Security was not specified, and only the applicable percentage of the Approved Budget for the Contract (ABC) was indicated;
The exact monetary amount of the required Performance Security, was likewise not expressly stated in the Bidding Documents.
The BAC likewise determined that the foregoing deficiencies could no longer be corrected through the issuance of a Supplemental/Bid Bulletin, as the period prescribed under the IRR had already lapsed. Consequently, the continuation of the procurement proceedings would no longer be consistent with the principles of transparency, competitiveness, and fairness embodied in Republic Act No. 12009 and its IRR.
Accordingly, the procurement is hereby declared a Failure of Bidding, and the Procuring Entity shall undertake a re-bidding of the project, with the corrected Bidding Documents, in accordance with Section 50 of the Implementing Rules and Regulations of Republic Act No. 12009.
This Notice is issued for the information of all prospective bidders and the general public and shall be posted in the Philippine Government Electronic Procurement System (PhilGEPS) and other conspicuous places as may be required by the applicable procurement rules.
